When the blitzkrieg plan failed, the Third Reich began planning a large-scale summer offensive. The main blow was to target the southern section of the Soviet-German front. The plan was to destroy the adversary west of the Don River, to subsequently capture the oil-bearing regions in the Caucasus and cross the passes over the Caucasian Range. Hitler’s strategy was to seize the most important transport and industrial centre, the city named after the Supreme Commander-in-Chief of the USSR.
Colonel-General Friedrich Paulus, one of the masterminds of Nazi Germany’s plan of attack on the USSR, was assigned to command the offensive.
For 200 days and nights, the German forces unsuccessfully tried to break the morale of the city’s defenders, first on the banks of the Don and Volga, and then just outside Stalingrad and finally in the city.
The German occupiers are seeking to reach Stalingrad and the Volga, and are desperate to seize the Kuban and the North Caucasus with their oil and grain resources at any cost. The enemy has already captured Voroshilovgrad, Starobelsk, Rossosh, Kupyansk, Valuyki, Novocherkassk, Rostov-on-Don, and half of Voronezh. We have lost over 70 million people, more than 800 million poods of grain annually and more than 10 million tonnes of metal annually. We no longer have superiority in manpower or grain reserves. To retreat further means to ruin ourselves and lose our Motherland as well. Each new piece of territory left will further strengthen the enemy and profoundly weaken our defence, our Motherland.
All that considered, it is time to finish retreating. NOT ONE STEP BACK! That should be our main call now. Henceforth the solid law of discipline for each commander, Red Army soldier, and commissar should be this – NOT A SINGLE STEP BACK without order from higher command. This is the call of our Motherland. To fulfill this call means to defend our land, to save our Motherland, to exterminate and defeat the hated enemy.
One of the heroes of Stalingrad, Vassily Chuikov, has played a decisive role in the victory. He was always inventing new tactics for planning and conducting military operations, based on the current realities and prevailing circumstances. It was his initiative to set up assault groups in the city, which started tormenting the enemy day and night.
Commander of the 64th and later the 62nd Army, Chuikov had tremendous faith in his soldiers:
A soldier who is aware of the army’s current objectives can take his own decisions if he finds himself on his own fighting in a basement or under a staircase. There is nothing wrong with that. In street fighting, a soldier is sometimes his own general.
This approach inspired the defenders to perform heroic acts that went down in history. The most famous example of the valour of Soviet soldiers was the defence of the Pavlov House, which was held for 58 days under the onslaught of superior enemy forces. The Nazis attacked the building using aviation, artillery and mortar fire, but the defenders never retreated a single step.
☝️ The victory over the Nazi war machine in one of the most fierce and large-scale battles of all-time showed that it was indeed possible to match and overcome the Third Reich, thus strengthening the international standing of the Soviet Union and its armed forces, and further uniting the anti-Hitler coalition.

🎙 Statement by FM Sergey Lavrov during the UNSC meeting on multilateral cooperation in the interest of a more just, democratic and sustainable world order

💬 Today, the very foundations of the international legal order - strategic stability and the UN-centric system of international politics - are put to the test. We won’t be able to resolve the mounting conflicts unless we understand their root causes and restore faith in our ability to join forces for the common good and justice for all.
Let’s face it: not all countries represented in this chamber recognise the key principle of the UN Charter which is the sovereign equality of all states. Speaking through its presidents, the US has long declared its exceptionalism. This applies to Washington’s attitude towards its allies, whom it demands to be unquestioningly obedient even to the detriment of their national interests.
👉 Rule, America! This is the thrust of the notorious “rules-based order” which presents a direct threat to multilateralism and international peace.
The most important components of international law - the UN Charter and the resolutions of our Council - are interpreted by the collective West in a perverse and selective manner, depending on the instructions coming from the White House.
Key talking points:
• Washington’s hegemonistic policy has been the same for decades. Absolutely all schemes of Euro-Atlantic security were based on America’s domination, including the subjugation of Europe and the “containment” of Russia. The main role in this was assigned to NATO, which has ultimately tramped down the European Union that had been created to serve Europeans. The alliance has unceremoniously privatised OSCE bodies in brazen violation of the Helsinki Final Act.
• The unrestrained enlargement of NATO, which went on for years contrary to Moscow’s warnings, has also provoked the Ukraine crisis that began with the state coup organised by Washington in February 2014 to seize full control of Ukraine and use the neo-Nazi regime they brought to power to prepare an attack on Russia.
• NATO’s military infrastructure is moving into the Pacific with the obvious aim of undermining the ASEAN-centric architecture, which has for many decades been built on the principles of equality, mutual interests and consensus.
• Where are the free market attributes that the US and its allies have been telling everyone to follow for so many years? Market economy, fair competition, inviolability of private property, presumption of innocence, freedom of movement of people, goods, capital and services - all of these have been scrapped.
• The pivotal element of the reform of the UN should be the reshuffle of the UN Security Council, <...> which clearly has too many representatives of the collective West. A badly needed step is to reach the broadest accord possible on the concrete parameters of the reform, which should increase the representation of Asia, Africa and Latin America.
• The personnel policy of the UN Secretariat should be changed as well to eliminate the domination of Western citizens and subjects in the administrative UN bodies. The UN Secretary-General and his staff must faithfully and with no exceptions comply with the principles of impartiality and neutrality.
• #BRICS and the #SCO are playing an increasing role in the development of a just multilateral world based on the principles of the UN Charter. Their member states represent different regions and civilisations whose interaction is based on equality, mutual respect, consensus and mutually accepted compromises, which is the golden standard of multilateral cooperation involving great powers.
❗️ The UN will be able to overcome current disagreements and to reach consensus on most issues if everyone, without exception, honours its letter and spirit. “The end of history” has failed to materialise. Let us work together in the interests of launching the history of genuine multilateralism that reflects the entire wealth of cultural and civilisational diversity of the world’s nations.

💬 The actions of the US and its allies are hindering international cooperation and the creation of a more just world. They have taken countries and regions hostage, prevent nations from realising their sovereign rights declared in the UN Charter

I am confident that this situation can be changed if there is good will, of course. To stop the implementation of a negative scenario, we would like to propose to discuss a number of steps towards restoring trust and stabilising the international situation.
1. The root causes of the ongoing crisis in Europe should be eliminated once and for all. The conditions for restoring stable peace in Ukraine have been put forth by President of Russia Vladimir Putin.
A political and diplomatic settlement should be complemented with practical steps, to be taken in the West and the Euro-Atlantic community, to remove threats to the Russian Federation. The coordination of mutual guarantees and agreements should be based on the recognition of the new geostrategic realities on the Eurasian continent, where a continental architecture of really equal and indivisible security is taking shape. Europe risks lagging behind this objective historical process. We are ready to discuss a balance of interests.
2. The restoration of the regional and global balance of forces should be accompanied with active efforts to eliminate injustices in the global economy. There must be no monopoly in monetary and financial regulation, trade and technologies, by definition. <...>
3. Major fundamental changes are necessary in other institutes of global governance if we want them to work to the benefit of all. This primarily concerns the United Nations Organisation, which remains the embodiment of multilateralism against all the odds, with unique and universal legitimacy and universally recognised broad competencies.
An important step towards the restoration of the UN’s effectiveness would be the reconfirmation by all Member States of their commitment to the principles of the UN Charter, not selectively but in their entirety and as a whole. <...>
4. Regional associations have practical significance for the development of multipolarity, including the #CIS, the #CSTO, the #EAEU, #ASEAN, the Gulf Cooperation Council (#GCC), the Arab League, the African Union and #CELAC. <...>.

💬 The Middle East is facing unprecedented risks for the security, well-being and peaceful life of its peoples. The waves of violence surge far beyond the area of the Arab-Israeli conflict destabilising the situation in the Persian Gulf, Red and Mediterranean Seas, and in North Africa.
We need a frank and honest conversation about how to stop the bloodshed and sufferings of the civilians without delay and move towards a long-term solution to both long-standing and relatively new conflicts.
Our country has been historically maintaining good relations with all the countries in the region. The USSR was the first state to recognise Israel de facto and de jure, having established diplomatic relations shortly after it declared independence in May 1948. Meanwhile, Moscow invariably advocated the creation of an independent and viable Palestinian state and the realisation of the Palestinians’ legitimate and fundamental right to self-determination. In 1949, we supported Israel's application for UN membership, subject (I emphasise this) to the implementation of General Assembly Resolutions 181 and 194 on the Palestine Partition Plan and the right of return of Palestinian refugees. This was clearly stated when we voted in favour of Israel's admission to the United Nations. Likewise, today we support Palestine's admission to our Organisation. Its sovereignty as a state has already been recognised by nearly 150 countries that are UN members. <...>
Key talking points:
• Russia has consistently denounced all manifestations of terrorism. We implicitly condemned the terrorist attack on Israel on October 7, 2023. However, we regard the current developments in Gaza as unacceptable collective punishment of the civilian population.
• Gaza is in ruins today. Residential buildings, schools and hospitals have been turned into rubble, and the critical civilian infrastructure facilities have been knocked out of service. There is an epidemic of infectious diseases and mass hunger there. It is a real humanitarian disaster.
• The history of the colonial and mandated territories of the Middle East and North Africa has been and remains a heavy burden for the regional countries. The Sykes-Picot Agreement, the Balfour Declaration and the White Paper have planted the time bombs that have been exploding since then. The situation has been further complicated by new Western geopolitical experiments.
• It is the fourth time in the past 10 months that the UN Security Council is holding a ministerial meeting. It has adopted four resolutions, but the continuing bloodshed in the occupied Palestinian territories shows that all these decisions remained on paper.
• The situation in the West Bank and East Jerusalem is also dramatic, with military raids by the Israeli military and the settlers’ aggression, which leads to casualties on both sides. Contrary to UN Security Council Resolution 2334, Israel has not slowed but is accelerating the construction of illegal settlements.
• Our proposal regarding a meeting of all external players who have influence on various groups in Gaza and the West Bank, and who can help overcome the split in the Palestinian ranks provided they speak with one voice, remains on the table.
• Progress on the Palestinian track in full compliance with the UN resolutions, in the normalisation of relations between the Gulf countries, could be an important contribution to the ongoing process of forming a common Eurasian architecture based on the principles of indivisible security, equal collective responsibility, mutual respect and a balance of interests.
❗️ We advocate a permanent and all-encompassing ceasefire. This will make it possible to release 120 Israeli hostages and about 9,500 Palestinians who were arbitrarily arrested since October 7, 2023. We call for providing safe and adequate humanitarian access to all affected and needy people.

On July 17, 1846, Nicholas Miklouho-Maclay, a renowned explorer, naturalist, discoverer, member of the Imperial Russian Geographical Society, was born.
🌏 Nicholas Miklouho-Maclay spent a large chunk of his life (23 years) travelling, exploring New Guinea, Southeast Asia, Australia, Oceania, South America, Africa, and Europe.
He wrote about 160 scientific papers and made 700 sketches on zoology, botany, ethnography, anthropology, oceanography, and geology.
Miklouho-Maclay paid a lot of attention to studying indigenous peoples, especially those living on the island of New Guinea, with whom he lived for several years.
🗺 During his expeditions, about 50 Russian toponyms were put on the maps, a significant part of which were later renamed by the colonisers.
The northeastern part of New Guinea, a river flowing into Astrolabe Bay, and a bay in Antarctica were named after him.
☝️ Unlike European colonisers, Miklouho-Maclay was a fervent defender of indigenous people and actively fought slave trade, violence, and racism, thus often putting himself into danger.
He condemned the followers of Darwinism, refuting their judgment that the Papuans are people at a lower stage of development:

💬 Maria Zakharova: We have repeatedly commented on this in the context of Norway building up its own military preparations, intensifying exercises and operational procedures with allied involvement, and strengthening NATO presence in the Arctic. We stated that Norway’s northern regions adjoining the Russian-Norwegian border were gradually turning into a well-armed and fortified forward position of the North-Atlantic alliance. All of this is accompanied by Oslo’s assurances that it is committed to maintaining regional stability.
In keeping with the best traditions of Western spin doctors, this proposal has been supported by the local authorities concerned that residents in the region “feel insecure,” being deprived on the allied presence.
In this connection, I would like to say that the militarisation of the Norwegian north will not lead to greater security. Rather, it will have an opposite effect, triggering an escalation of tensions.
☝️ Russia is not threatening Norway.
We are confident that the residents of East Finnmark, which the Red Army liberated from the German and Finnish invaders 80 years ago, are aware of this as no one else.

▪️ In the first six months of 2024, at least 2,547 civilians suffered from the actions of the Kiev regime, prone to taking out its anger on them. As many as 2,082 civilians received wounds of varying severity and 465 were killed.
The number of shells that were fired by the Ukrainian militants at Russian purely civil facilities in 11 Russian territories adjacent to the frontline over half a year approaches the mark of 42,000 – there were 41,706 of them – 230 hits per day.
🔺 It is noteworthy that the second quarter of this year saw a qualitative change in the types of the weapons that the Ukrainian Armed Forces (UAF) use against Russian civil facilities. More and more often artillery shells are replaced by explosive missiles of longer range and UAVs of various types. This has entailed an increase in the number of victims and the scale of destruction.
Nonetheless, the shells of NATO’s 155mm caliber that the UAF use are still in the lead in terms of how many civilians were killed and injured and civil facilities were fired at with them. These are the very shells that the Czech Republic is so diligently collecting across the world right now, allegedly to enhance Ukraine’s defence.

☢️ The NPT remains a central element of the international security system. The Treaty is still effective and has proven its resilience and usefulness to all its parties. The successful functioning of the NPT-based international nuclear non-proliferation regime relies on a calibrated balance between the Treaty's three pillars: cooperation in the peaceful uses of nuclear energy, nuclear non-proliferation and nuclear disarmament.
📉 We have to note with regret that the international security and strategic stability situation continues to deteriorate, as the number of conflicts is growing, their escalation is spiralling, and there is an obvious lack of readiness to engage in comprehensive work to ease tensions and build collective security on mutually acceptable terms. Most dangerously, a confrontation involving States possessing military nuclear capabilities is increasing.
🔥 Contradictions across the world have aggravated, bringing a number of brewing conflicts to their active phase and creating new hotbeds of tension. The US and its allies continue to intensify the Ukrainian crisis, which was triggered by NATO's unchecked expansion and the West's nurturing the anti-Russian Kiev regime relying on ultra-nationalist actors.
❗️ Desperate attempts to inflict a "strategic defeat" on Russia and remove our country from the international arena as a sovereign stronghold of those who struggle for a just, multi-polar world order, are fraught with a direct clash between nuclear powers. The Middle East conflict is expanding, which has already led to the use of "nuclear rhetoric". In the Asia-Pacific, the turbulence has intensified manifold, with rifts growing along various dividing lines and the nuclear factor gaining an increasing role.
🧯️ All members of the international community, both possessing nuclear weapons and not, should contribute to collective efforts to remedy the grave situation in global affairs and creating a favourable climate for disarmament. Urgent steps are required to extinguish the existing conflicts, as well as systemic measures to prevent new hotbeds of confrontation from escalating. Emphasis should be made on tackling the root causes of fundamental controversies relying on the principles of equality, indivisible security and mutual respect of each other's core interests.

💬 27 июля в ДНР будет отмечаться трагическая дата – День памяти детей-жертв войны в Донбассе, установленная указом главы Республики 11 июля 2022 года.
В 2014 году киевский режим объявил настоящую войну на уничтожение мирных жителей Донецкой и Луганской народных республик. За это время там погибло более 300 и ранено порядка 1 тыс. детей. Это страшные цифры.
К сожалению, число несовершеннолетних, которые погибли от рук подконтрольных Киеву вооружённых формирований, продолжает расти, и не только в Донбассе. В этот день мы также обязательно вспоминаем невинных жертв из Белгородской, Курской, Запорожской, Херсонской областей, Республики Крым и Севастополя.
▪️ 23 июня боевики ВСУ ударили ракетами ATACMS по городскому пляжу Учкуевка в Севастополе, где в разгар воскресного дня находилось много отдыхающих с детьми. Пострадали 153 мирных жителя, включая двадцать семь детей. Погибли четыре человека, среди них два ребенка двух и девяти лет.
▪️28 июня в деревне Городище Курской области украинский дрон преднамеренно атаковал жилой дом, убив пять человек – целую семью, включая двоих малолетних детей.
▪️ 5 июля в результате атаки беспилотниками ВСУ жилых кварталов кубанского города Приморско-Ахтарска погибла шестилетняя девочка и был ранен семилетний мальчик.
▪️ 11 июля в Шебекино Белгородской области варварской атаке со стороны ВСУ подверглись дети, игравшие на детской площадке. На них целенаправленно сбросили с беспилотника взрывное устройство. Пятеро несовершеннолетних получили ранения, один из них впоследствии скончался в больнице.
Эти недавние преступления ярко свидетельствуют о бесчеловечном характере террористического киевского режима, который без зазрения совести воюет с беззащитными детьми.
Помимо непосредственных исполнителей и тех, кто отдавал преступные приказы, соучастниками преступлений против детей являются и страны «коллективного Запада», накачивающие киевский режим смертельным оружием и требующие от него воевать до последнего украинца. На их совести гибель не только российских, но и украинских детей.
⚡️ Подтверждением этому является атака 8 июля управляемой ракетой норвежского зенитного ракетного комплекса Nasams детской больницы «Охматдет» в Киеве. Несмотря на циничные манипуляции и видеографический монтаж силами украинского ЦИПСО, отличить российскую ракету Х-101 от западной AIM-120 не составляет труда. Их различия весьма подробно были описаны 17 июля на 1084-м заседании Форума по сотрудничеству в области безопасности ОБСЕ в ходе выступления российского представителя на переговорах в Вене по вопросам военной безопасности и контроля над вооружениями.

Key talking points:
🔹The role of public diplomacy has grown compared to the earlier period, primarily when it comes to maintaining a healthy atmosphere of confidence in relations with our foreign partners and explaining problems created by the West.
🔹 This applies to the the countries which we regard as unfriendly. I believe that we should use this term for governments, whereas the mood in the countries is largely determined by people’s lives and aspirations. I do not see any nation on the planet that would be unfriendly to our people in the first place.
🔹 I am aware that pubic organisations in Western countries somehow manage to maintain ties with some of their partners in Russia. This interaction is extremely important for keeping up relations at the level of civil societies and trying to understand each other.
🔹 We are beginning to see the outlines of a new multipolar world order. Nations around the world want to see their right to rule their destinies respected, and are searching for new ways of addressing various issues as alternatives to Western solutions.
🔹 The West is not ready to engage in mutually beneficial and equal cooperation. It has been seeking to hold on to its erstwhile standing which follows the path of irreversible, albeit slow, degradation. The NATO Summit in Washington provided yet another example of this process by adopting a declaration which once again emphasised the West’s unilateral approaches.
🔹 Today, Europe has been reduced to acting as Washington’s subject. Germany, for example, is the cornerstone of European politics and economy, but it still had to stomach the terrorist attacks against the Nord Stream pipelines which undermined its economic and social wellbeing. It had to pretend that this is the way it had to be.
🔹 The process of eradicating the centralised dictatorial model that America’s globalisation has morphed into will go hand in hand with regionalisation of economic processes. Preferably, in view of their interdependence with the global economy, the developments in Eurasia, Africa and Latin America ought to be coordinated and harmonised to a certain extent. #BRICS is quite capable of doing that.
🔹 We certainly believe that the United Nations remains a unique platform for universal cooperation that has no alternative. The UN Charter principles are relevant as never before.
🔹 I said earlier that Eurasia is emerging as an independent part of the multipolar and polycentric world. 🔹The role of public diplomacy has grown compared to the earlier period, primarily when it comes to maintaining a healthy atmosphere of confidence in relations with our foreign partners and explaining problems created by the West.
🔹 This applies to the the countries which we regard as unfriendly. I believe that we should use this term for governments, whereas the mood in the countries is largely determined by people’s lives and aspirations. I do not see any nation on the planet that would be unfriendly to our people in the first place.
🔹 I am aware that pubic organisations in Western countries somehow manage to maintain ties with some of their partners in Russia. This interaction is extremely important for keeping up relations at the level of civil societies and trying to understand each other.
🔹 We are beginning to see the outlines of a new multipolar world order. Nations around the world want to see their right to rule their destinies respected, and are searching for new ways of addressing various issues as alternatives to Western solutions.
🔹 The West is not ready to engage in mutually beneficial and equal cooperation. It has been seeking to hold on to its erstwhile standing which follows the path of irreversible, albeit slow, degradation. The NATO Summit in Washington provided yet another example of this process by adopting a declaration which once again emphasised the West’s unilateral approaches.
🔹 Today, Europe has been reduced to acting as Washington’s subject. Germany, for example, is the cornerstone of European politics and economy, but it still had to stomach the terrorist attacks against the Nord Stream pipelines which undermined its economic and social wellbeing. It had to pretend that this is the way it had to be.
🔹 The process of eradicating the centralised dictatorial model that America’s globalisation has morphed into will go hand in hand with regionalisation of economic processes. Preferably, in view of their interdependence with the global economy, the developments in Eurasia, Africa and Latin America ought to be coordinated and harmonised to a certain extent. #BRICS is quite capable of doing that.
🔹 We certainly believe that the United Nations remains a unique platform for universal cooperation that has no alternative. The UN Charter principles are relevant as never before.
🔹 I said earlier that Eurasia is emerging as an independent part of the multipolar and polycentric world. 💬 In recent decades, we have seen tangible progress in reducing inequality levels in certain areas. Last year, for example, the #BRICS countries were well ahead of the G7 in terms of global GDP share (35 percent against 30 percent, respectively). Still, additional steps are needed to remedy the situation. The creation of the G20 has greatly contributed to the democratization of global governance. The African Union's recent joining the G20 as a new member has been another significant achievement.
Other positive developments are also taking place. Today, the G20 is increasingly relying on universal mechanisms, such as the UN, rather than on behind-the-scenes West-driven arrangements, standards and club formats. This is how, for example, work on the thematic tracks on Tax Cooperation and Combatting Corruption is being carried out.
Russia has been consistently gaining ground in the global economic system. According to the World Bank, we have ranked among the top five largest economies, become a high-income country and one of the ten most profitable exporters. We are continuously improving the Russian manufacturing sector. We are enhancing our technological sovereignty, increasing the output of high value added products, and developing unique professional competencies.
We guarantee a reliable supply of energy, food and fertilizers to foreign consumers and offer them digital services, programmes and engineering solutions that are unaffected by political fluctuations. We intend to expand the range of supplies of knowledge-intensive and complex goods.

Strengthening the production capacities and human resources of developing countries and increasing gains is of crucial importance. This would allow to put an end to the situation, when, according to the Africans themselves, for ages the continent has been supplying raw materials and agricultural stuff to the West, which has been profiting from it. A vivid example by one African leader: Africa gets less than 6 percent of the USD 46 billion from global sales of African grown coffee.
It is high time to put an end to these neo-colonial practices. We should focus efforts on strengthening the industrial sector of the Global South and East, increasing the funding of their healthcare and education, digitalization, and expanding university and student exchanges. We have actively advocated these ideas within BRICS partners as well as in the #RussiaAfrica format. Developed countries, according to their own pledges, are expected to allocate at least 0.7 percent of GDP to development assistance, which has been stagnating.

Geopolitical games played by the West may lead to an irreparable fragmentation of the world economy and further fuel inequality. Our societies will thus be doomed to utter impoverishment and radicalization. The G20 can and must put a firm stop to that, bringing us back on the path of multilateralism. The key to our success is to reaffirm adherence to the UN Charter, international law and mutually beneficial cooperation.
