🌐 On September 26, Foreign Minister Sergey Lavrov took part in a traditional #BRICS Ministerial meeting held on the sidelines of the 79th session of the UN General Assembly in New York.

The Ministers had an in-depth exchange of views on a broad range of international issues, including items on the agenda of the 79th UN General Assembly session. Discussions focused on peace and security, global economic stability, and sustainable development. The participants reiterated their commitment to enhancing coordination within BRICS on international platforms.

As part of preparations for the upcoming BRICS Summit in Kazan on October 22-24, the ministers reviewed pressing BRICS cooperation-related issues, including the establishment of a partner country category. The Brazilian delegation provided an outline of its BRICS chairmanship in 2025.

🗓 On September 25, Russia's Foreign Minister Sergey Lavrov had a meeting with Commissioner-General of the UN Relief and Works Agency for Palestine Refugees in the Middle East (#UNRWA) Philippe Lazzarini on the sidelines of the High-Level Week of the 79th Session of the UN General Assembly in New York.

The Officials discussed the current extreme surge of tensions in the Arab-Israeli conflict zone with a focus on humanitarian response priorities in the Gaza Strip. It was noted that the UNRWA played a key role in providing comprehensive relief and support to Palestinians both in the occupied Palestinian territory and neighbouring Arab countries. They stressed the importance for the UNRWA to maintain its historical mandate to secure the refugees and their descendants’ right of return.

They reaffirmed the imperative need for an immediate and universal ceasefire, primarily in Gaza, as a necessary condition for establishing a sustainable and safe humanitarian access to victims and persons in need, releasing hostages and forcibly detained persons, and re-launching the peace process on the generally recognised international legal basis, including the two-state solution.

💬 A few days ago, this building hosted a forum called the Summit of the Future.

Russia was supportive of the idea of the Secretary-General to convene it, since the crisis of our Organisation is deepening and something needs to be done about this. We devoted our efforts to preparing the summit. However, we were realistic in our expectations. There have been many ambitious events in the modern history of the United Nations which ended up with loud declarations which were soon forgotten. <...>

The current UN Secretary General, Antonio Guterres, just like Kofi Annan and Ban Ki-moon before him, has put forward an initiative under the slogan of a new start for global cooperation. This is a wonderful idea. Who could disagree? But what global cooperation is there to talk about, when the West has trampled all those unshakeable values of the globalisation that speakers on the podium talked so much about, trying to convince us that they would give everyone equal access to the goods of modern civilisation?

Where is the inviolability of property, the presumption of innocence, freedom of expression, access to information, fair competition in markets under fair and constant rules?

The Secretary-General speaks of global cooperation at the very moment when the countries of the West have unleashed a veritable war of sanctions against more than half, if not the majority, of the countries of the world, and the US dollar, promoted as an asset and a good for all humanity, has been crudely turned into a weapon.

It is not late to breathe new life into the United Nations. But this can be achieved through restoration of trust based on the charter principle – sovereign equality of all states – rather than out-of-touch summits and declarations. However, while the trust is undermined, including through actions by the West to create its subordinate narrow formats to resolve crucial issues bypassing the UN such as control over the Internet or determination of legal frameworks to use AI technologies. These issues touch upon the future of the entire humanity and they have to be considered on a universal basis, without discrimination and aspiration to achieve unilateral benefits. Thus, everything has to be agreed on a fair basis involving all UN members.

Key points:

• The world faces massive challenges which require united efforts rather than confrontation and desire of global domination.
• It is obvious for the world majority that confrontation and hegemonism do not solve a single global problem. They just artificially restrain the impartial process of forming a multipolar world.
• Russia will always be on the side of collective work, truth and law, peace and cooperation in the interests of reviving the ideals laid down by the founding fathers.
• The unprecedented level of hypocrisy and aggressiveness of the western policy against Russia not only brings to naught the idea of global cooperation promoted by the Secretary General.
The UN Secretariat cannot remain aloof from efforts to establish the truth in situations that directly affect global security and must act impartially in accordance with Art. 100 of the Charter, acting impartially and avoiding the temptation to play into the hands of certain states, especially those who openly call for the world to be divided into a flowering garden and a jungle, or for a democratic table to be set for dinner and those on the menu instead of cooperation.
• A more equitable world order unconditionally presupposes increased representation of the Global South in the UN Security Council. We reaffirm our position in support of Brazil and China provided a positive decision is reached in the framework of the well-known initiatives of the African Union.

🕯 86 years ago, on September 30, 1938, the leaders of Germany, Italy, the United Kingdom and France signed an agreement in Munich on the German annexation of the Sudetenland, an industrial region of Czechoslovakia where ethnic Germans made up 90 percent of the population. Czechoslovakia had not been invited to the talks; it was presented with the fact that its sovereign territory must be ceded to Nazi Germany as a fait accompli.

This disgraceful pact between the Western powers and Nazi Germany went down in history as the #MunichBetrayal.

FACTS:

▪️ Following the signing of the agreement between the United Kingdom, France, Germany and Italy in Munich, German troops crossed Czechoslovakia’s border on October 1 and occupied the entire area of the Sudetenland by October 10.

▪️ The Soviet Union was ready to defend Czechoslovakia, but the Soviet Army had to obtain permission to pass through Poland or Romania. Warsaw, which was interested in getting part of Czechoslovakia’s territory for itself, adamantly refused to support Prague against Germany and prohibited possible flights of Soviet aircraft to render aid to the Czechoslovak army. Romania made every effort to slow down the process as much as possible.

▪️ The Munich Betrayal crowned the Western powers’ policy of appeasing the aggressor. Hoping to avoid a conflict with the Third Reich, they tried to satisfy its growing territorial claims at the expense of Eastern and Central European countries.

▪️ As the world witnessed the collapse of the Versailles-Washington system of international relations that existed at the time, many countries began to cooperate with the Third Reich and fell into its sphere of influence.

▪️The Czechoslovakia crisis became a prologue to the bloodiest conflict in the history of humanity, demonstrating what underhanded plotting and reliance on countries’ selfish interests can lead to, i.e. paved the way to World War II.

🎙 Russia's Foreign Ministry Spokeswoman Maria Zakharova’s answer to a Rossiya Segodnya question regarding the two-year anniversary of the Nord Stream 1 and Nord Stream 2 pipeline explosions (September 28, 2024)

Question: Could you comment on the steps the West has taken to investigate the causes of the Nord Stream 1 and Nord Stream 2 pipeline explosions on September 26, 2022? What conclusions has the Russian side made in this regard?

💬 Maria Zakharova: The explosions of the Nord Stream 1 and Nord Stream 2 pipelines is a blatant act of international terrorism, violating several international treaties that obligate states to prevent such acts, suppress them, investigate their occurrence, hold those responsible accountable, and cooperate with other nations to achieve these goals.

Regrettably, despite repeated appeals from the Russian Federation, these obligations have not been fulfilled.

Switzerland, where the company operating the pipelines is registered, has not even attempted to investigate this terrorist attack.

The coastal states of Denmark and Sweden, where the explosions occurred within their exclusive economic zones, swiftly closed their investigations without releasing any findings. According to their statements, the investigation results were handed over to Germany.

Germany, the endpoint of both pipelines, has yet to provide the international community with any substantial outcomes from its investigation. Additionally, arrest warrants recently issued by Berlin for suspects have not been enforced. As a result, at least one suspect, who was in Poland, reportedly escaped to Ukraine, according to the Polish prosecutor’s office.

Polish Prime Minister Donald Tusk has bluntly stated that anyone concerned about the investigation “should shut up.”

❗️ This clearly indicates one thing: the West has no interest in conducting a thorough investigation of the terrorist attack, despite the enormous damage inflicted on Europe’s economy and environment by the pipeline explosions.

The Russian Federation has repeatedly submitted requests for legal assistance to the aforementioned countries, demanding cooperation in our investigation of the terrorist attack. All of these requests were denied, either with flimsy excuses or no explanation at all. Such actions blatantly violate the international legal obligations of these states.

In keeping with this unconstructive approach, Western countries refused to support the draft UN Security Council resolution proposed by Russia in March 2023, which called for an independent international investigation under the auspices of the United Nations. Due to persistent opposition from Washington and its allies, our crucial initiative failed to secure the required nine votes in favour. In October 2023, the US and its partners shamelessly blocked the Russian draft statement by the UN Security Council Chairman on this matter.

⚖️ In this regard, the Russian Federation has officially submitted pre-trial claims against Germany, Denmark, Sweden, and Switzerland, citing the 1997 International Convention for the Suppression of Terrorist Bombings and the 1999 International Convention for the Suppression of the Financing of Terrorism.

The dispute is currently in the pre-trial resolution stage, a mandatory step outlined by these conventions. If the issue is not resolved during this stage, the Russian Federation intends to escalate the case to a judicial level by appealing to the International Court of Justice, citing violations of the aforementioned countries’ obligations under these conventions.

Other states potentially involved in the bombings of the Nord Stream pipelines are next in line for scrutiny. The West’s attempts to sweep this issue under the rug will not succeed. On the contrary, such actions only further suggest Western involvement in the crime. Those who claim to champion international law are, in reality, concealing evidence and protecting the true culprits.

🎙 Remarks by Russia's Foreign Minister Sergey Lavrov during the UN Security Council meeting on the Middle East, including the Palestine issue

📍 New York, September 27, 2024

💬 The epicentre of the ongoing confrontation includes Gaza, where another phase of escalation, which started in October 2023, has become the bloodiest outburst of hostilities in a long series of Arab-Israeli wars.

The number of fatalities exceeds 41,000, with nearly 100,000 injured or unaccounted for. The majority of casualties are civilians from that enclave, including many women, children, and elderly. Amidst ongoing hostilities and Israel’s blockade of the enclave, the situation is rapidly deteriorating.

I would like everyone to keep in mind our unwavering position. There may be no justification for the October 7, 2023 terrorist attack. However, subjecting all Palestinians to a collective punishment is unacceptable as well. I have already mentioned the number of civilian deaths which is 41,000 during the 12 months that followed October 7, 2023. This is 2.5 times more than the number of civilian casualties on both sides during the Ukraine conflict which started after the February 2014 bloody coup and has lasted ten years.

⚠️ The unresolved Palestinian-Israeli conflict destabilises the entire region. The unprecedentedly bitter and devastating crisis around Gaza has catalysed an abrupt escalation of the Lebanon-Israel confrontation. The entire world has seen footage of shelling continuing unabated along the Blue Line and deep into the territories of Lebanon and Israel. The Middle East has once again found itself on the brink of a big war, which, it appears, someone is eager to see break out.

On September 23, at least 558 people were killed, including 50 children and 94 women, and over 1,600 were injured following barrages of Israeli bombings of the Lebanese territory. According to the UNICEF office in Lebanon, more people were killed in that country in one day than in the past 11 months. Two UNHCR staff members are among the dead. Tens of thousands of people were forced to flee.

We strongly condemn what the Israeli side is doing as it continues to grossly violate the sovereignty of a friendly nation of Lebanon. Indiscriminate attacks that claim civilian lives are outright unacceptable. The path of war chosen by West Jerusalem will not help it bring internally displaced persons back to the north of the country, nor will it ensure security along the Lebanon-Israel border. The 2006 Israeli campaign, where the entire arsenal of the most advanced military equipment and weapons could not help Israel achieve its objectives, is a stark case in point.

❗️ It is imperative to put an immediate stop to the cycle of violence before the situation spirals out of control, which is something someone is clearly waiting to happen in an attempt to provoke a big war. We call for an immediate cessation of hostilities to prevent further bloodshed and to create proper conditions for a political and diplomatic settlement.

Council members must prioritise the interests of the peoples of Palestine and Israel and put them above the self-serving political plans entertained by certain political figures and demand an immediate ceasefire, the release of all illegally detained persons and the full and unfettered access to humanitarian aid. Violators of Security Council resolutions should see rigorous measures applied to them, without which the Council’s decisions will continue to remain on paper.

We would like to specifically address this issue to US representatives. The choice is yours: either you continue to block the Security Council’s operations, or you take the side of peace, the international community, and demand an end to the war. Without the comprehensive support you provide to Israel, the conflict could be ended quickly and effectively. This would help create the conditions for a return to peace talks about the establishment of an independent sovereign Palestinian state that coexists in peace and security with Israel.

The Third Eurasian Economic Forum started in Yerevan

The event is dedicated to the 10th anniversary of the signing of the Treaty on the Eurasian Economic Union, the main theme of the forum is “10 years of the EAEU: prospects and priorities”.
The Eurasian Economic Forum is aimed at further developing economic cooperation between the heads of large, medium and small businesses of the member states and third countries, high-ranking officials of the member states, heads of government bodies of the EAEU countries, representatives of scientific and educational organizations, stimulating export potential, forming cooperative ties between economic entities and achieving a synergistic effect with a comparison of investment and innovation potential. 

EAEU is an international integration economic union created on the basis of the Customs Union and the Common Economic Space. The members of the EAEU are Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan.

Итоги Евразийского межправительственного совета

Межправсовет утвердил Правила информационного обмена на общем электроэнергетическом рынке Евразийского экономического союза. Это завершающий документ в комплекте правил функционирования общего рынка электроэнергии, принятие которых предусмотрено Договором о ЕАЭС.
Главы правительств стран ЕАЭС одобрили распоряжение по гармонизации законодательства стран евразийской «пятерки» в области гражданской авиации. Правительства стран ЕАЭС до 1 января 2025 года организуют работу по гармонизации законодательства государств-членов в соответствии с нормами и принципами Международной организации гражданской авиации (ИКАО) в сфере летной годности воздушных судов.
Межправсовет утвердил дорожную карту по реализации Основных направлений и этапов реализации скоординированной (согласованной) транспортной политики государств – членов Евразийского экономического союза на 2024 – 2026 годы.
Главы правительств стран ЕАЭС подписали концепцию формирования общего биржевого рынка товаров.
Межправсовет рассмотрел отчет о зачислении и распределении между бюджетами стран Евразийского экономического союза сумм ввозных таможенных пошлин в 2023 году. Согласно документу, поступления ввозных пошлин в бюджеты государств-членов увеличились на 46,8% по сравнению с 2022 годом, достигнув рекордных 14,8 млрд долларов. Собранная и распределенная в 2023 году сумма пошлин максимальна с 2015 года.
Главы правительств стран ЕАЭС утвердили среднесрочный стратегический документ – Основные направления промышленного сотрудничества в рамках ЕАЭС до 2030 года. Новые среднесрочные ориентиры для промышленного сотрудничества соответствуют тенденциям развития промышленности в Союзе.
Также одобрены совместные прогнозы развития агропромышленного комплекса, балансы спроса и предложения государств-членов по сельскохозяйственной продукции, продовольствию, льноволокну, кожевенному сырью, хлопковолокну и шерсти на 2024-2025 годы.

ℹ️Бакытжан Сагинтаев представил концепцию Digital Union по интеграции процессов цифровизации в рамках ЕАЭС

1 октября в Ереване состоялась пленарная сессия Евразийского экономического форума «Цифровизация в современных реалиях – императив для обеспечения четырех свобод».

Основными спикерами мероприятия стали главы правительств стран Евразийского экономического союза: Премьер-министр Республики Армения Никол Пашинян, Премьер-министр Республики Беларусь Роман Головченко, Премьер-Министр Республики Казахстан Олжас Бектенов, Председатель Кабинета Министров - Руководитель Администрации Президента Кыргызской Республики Акылбек Жапаров, Председатель Правительства Российской Федерации Михаил Мишустин и Председатель Коллегии Евразийской экономической комиссии Бакытжан Сагинтаев.
В Форуме также приняли участие почетные гости – Премьер-министр Республики Узбекистан Абдулла Арипов и Первый Вице–президент Исламской Республики Иран Мохаммад-Реза Ареф.

❗️Бакытжан Сагинтаев представил на форуме видение Комиссией процессов цифровизации в рамках Евразийского экономического союза.

«Опираясь на успешную практику национальных правительств и задействуя возможности интегрированной информационной системы, мы выдвинули идею Digital Union. Ее цель – продемонстрировать нашим народам и бизнесу реальную пользу от евразийской экономической интеграции. При этом мы исходили из безусловной неприкосновенности цифрового суверенитета государств-членов», – сказал Председатель Коллегии ЕЭК.


Эта концепция согласована с профильными ведомствами государств ЕАЭС, отвечающими за цифровизацию.
Бакытжан Сагинтаев выделил три основополагающих принципа, на которых будет выстраиваться Digital Union и которые никак не затрагивают страновые цифровые суверенитеты.

1️⃣В первую очередь, это совместимость нормативных и инфраструктурных решений, которые будут использованы при формировании Digital Union. В этой связи изменений национальных цифровых платформ не потребуется.

2️⃣Во-вторых, будет обеспечена синхронизация и возможность бесшовного взаимодействия национальных цифровых платформ.

3️⃣Третий принцип – интеграционность: Digital Union направлена на цифровизацию всех четырех «свобод» в тех объемах и темпах, на которые готовы государства-члены, каждая страна может подключаться к элементам общей платформы по мере востребованности.

Такие принципы позволят связать лучшие страновые решения в сфере цифровизации, тем самым создавая условия для их дальнейшего масштабирования.

Немаловажным является и формирование взаимопризнаваемой системы идентификации и аутентификации граждан и юридических лиц стран евразийской «пятерки» без передачи данных. Пилотный проект по взаимному признанию указанных систем уже сейчас реализуется ЕЭК совместно с Арменией и Кыргызстаном, Казахстан – в процессе подключения к проекту.

«Мы последовательно, с учетом страновых интересов продолжим реализацию конкурентного преимущества Евразийской экономической комиссии – легитимного права на обеспечение трансграничного информационного взаимодействия», – сказал Председатель Коллегии ЕЭК.

🛰 On October 4, 1957, a small metallic sphere with four rod antennas burst into Earth's orbit... BEEP... BEEP... BEEP!

The entire world witnessed a historic event the launch of Earth's first artificial satellite.

Sputnik-1 was in essence an aluminium spherical device, 58 centimetres in diameter and 83.6 kg light. Its body was sealed and protected the internal equipment from external factors. Inside, there were two radio transmitters operating on frequencies of 20.005 and 40.002 MHz, which sent out the iconic "beep-beep" signals, heard and recorded by amateur radio operators around the world. The four external antennas, ranging from 2.4 to 2.9 metres in length, ensured stable signal transmission. The satellite had no propulsion system and orbited the Earth solely due to the impulse given at launch.

🚀 A two-stage R-7 launch vehicle, developed by a team of Soviet engineers under the leadership of Sergey Korolev, was used to place Sputnik-1 into orbit.

🌐 The launch of Sputnik-1 was not only a great technological achievement, but also a symbol of the dawn of a new era — the Age of Space.

Ever since, dozens of nations have launched their own satellites — thousands are orbiting the planet this very moment.

🗓 On October 4, Moscow hosted the 6th meeting of the Moscow Format of Consultations on Afghanistan with the participation of special representatives and senior officials from Russia, India, Iran, Kazakhstan, Kyrgyzstan, China, Pakistan, Tajikistan and Uzbekistan. Acting Foreign Minister of Afghanistan Amir Khan Muttaqi took part in the event as the main guest.

The Moscow format of consultations is the most influential multilateral platform where regional countries coordinate their practical approaches to the Afghan peace settlement.

During the meeting, the Sides unanimously reaffirmed their support for Afghanistan’s development as an independent, unified and peaceful state. They expressed their readiness to assist Kabul in counter-terrorism and anti-drug efforts.

The meeting participants indicated their interest in developing regional infrastructure projects involving Afghanistan and noted the promising nature of economic and trade exchanges and investment cooperation with Kabul.

☝️ The Sides noted the significance of international humanitarian aid for Afghanistan, emphasising that it must not be politically motivated.

The participants adopted a Joint Statement.

💬 The 79th Session of the UN General Assembly has recently completed the general debate, where President Vladimir Putin tasked me to represent the Russian Federation.

Does the Pact for the Future have a future?

Held as usual in the last week of September, the UN’s High-Level Week included the so-called Summit of the Future. The idea to convene it came from UN Secretary-General Antonio Guterres, and Russia has met this idea with understanding considering that the UN is sinking deeper and deeper into a crisis, and something has to be done about it. Russian diplomats joined efforts to prepare this meeting and acted in a sincere and honest way, even if we did not have any illusions in this regard. In fact, there were quite a few major UN events in the past which failed to go beyond bombastic declarations that were forgotten soon after their adoption.

In 2015, the UN Summit on Sustainable Development adopted grand plans to fight poverty and inequality. In the end, they turned out to be empty promises in the face of the unwillingness of the Western countries to give up their neo-colonial practices of siphoning off the riches of the world for their own benefit. <...>

The current UN Secretary-General, Antonio Guterres, just like Kofi Annan and Ban Ki-moon before him, has put forward an initiative under the slogan of giving a new start and resetting global cooperation.

This is a wonderful idea. Who could disagree?

But what global cooperation is there to talk about, when the West has trampled all those unshakeable values of globalisation we have been hearing about from everywhere for so many years. These perorations were designed to convince us that they would give everyone equal access to the goods of modern civilisation. Where is the inviolability of property, the presumption of innocence, freedom of expression, access to information, fair market competition under fair and constant rules?

How can we discuss global cooperation when the Western countries have unleashed a real war of sanctions against more than half, if not the majority, of the countries of the world, and the US dollar has been crudely turned into a weapon against undesirable countries? <...>

Key talking points:

It is not too late to give the UN a new lease on life.

• It has gotten to the point where the West wants to turn the UN into an instrument for attaining itself-seeking goals.

• [The West is] hindering the badly needed change in the system of forming the UN Secretariat, where the key posts have been seized and are “inherited” by representatives of the Western minority.

There must be an honest discussion by all UN member states, and not like a process in which the Pact for the Future was prepared – without a single plenary session of talks attended by all countries.

• Establishing a space of equal and indivisible security in Eurasia is crucial amid the all-encompassing processes unfolding in the macro-region.

• Our initiative is based on the understanding of the need for states and multilateral organisations of the Eurasian region to assume responsibility for ensuring their own security under the ‘Eurasian solutions to Eurasian problems’ formula.

❗️ Today, the international community once again faces massive challenges, just like during World War II, which require united efforts rather than confrontation and desire of global dominance. Russia will always advocate collective efforts, truth and the rule of law, peace and cooperation in the interests of reviving the ideals set forth by the UN’s founding fathers.

🗓 On October 4, Russia's Foreign Minister Sergey Lavrov and Acting Foreign Minister of Afghanistan Amir Khan Muttaqi met on the sidelines of the 6th meeting of the Moscow Format of Consultations on Afghanistan.

During their conversation, the Officials discussed issues pertaining to the Afghan peace settlement, as well as bilateral cooperation between Moscow and Kabul.

The Foreign Ministers emphasised the leading role of regional negotiating mechanisms on Afghanistan, primarily the Moscow Format of Consultations on Afghanistan, and noted the counterproductive nature of foreign dictate regarding Afghanistan’s domestic development.

They noted the mutual interest of Russia and Afghanistan in maintaining trust-based political relations and expanding mutually beneficial trade and economic cooperation, with a focus on energy and agriculture projects.

In Russia's Kursk region, the Ukrainian Armed Forces shot civilians, including women, children and the elderly, both in their own homes and while attempting to evacuate in civilian vehicles, with full understanding of the nonmilitary status of the victims.

The Kiev regime, which, with the support of Western countries, systematically and purposefully killed Russian citizens with small arms, unmanned aerial vehicles, by shelling private homes with artillery and multiple rocket launchers.

Such actions of the Kiev regime are qualified as massive war crimes and gross violations of the Geneva Conventions and their Additional Protocols. These conventions and protocols set out the obligations of countries to provide mandatory protection to civilians and explicitly state that ‘at any time and in any place whatsoever, attacks on life and person, in particular all forms of killing, remain prohibited’. Under the international humanitarian law, women and children are also to be given special protection.

❗️ The testimonies of victims presented in the report prove that the Kiev regime has systematically and flagrantly violated the Geneva agreements and committed war crimes on a massive scale, which, according to international law, has #NoStatuteofLimitations.
