🎶 28 ноября Посольство России в Норвегии совместно с Трестом «Арктикуголь» провело Зимнюю музыкальную гостиную в историческом особняке Посольства в Осло в честь 100-летия одной из главных див русской культуры, прима-балерины Большого театра, балетмейстера и хореографа Майи Михайловны Плисецкой. Вечер был посвящен жизни и творчеству блестящей балерины.
Судьба Плисецкой была тесно связана с Арктикой, с суровой и далекой землей - архипелагом Шпицберген. Именно здесь, в шахтерском посёлке Баренцбург, в возрасте семи лет она впервые вышла на сцену в самодеятельной постановке оперы «Русалка».
В ходе вечера прозвучали музыкальные и поэтические произведения в исполнении Святослава Грабовского, Ольги Лоран, Веры Оникийчук и Екатерины Петровой. В знак уважения местному культурному наследию норвежские музыканты исполнили композиции на музыку Э.Грига.
Зимняя гостиная продолжает серию культурных мероприятий в Посольстве в лучших традициях российского гостеприимства.

The European Union, originally created as an economic association of states that sought to jointly improve the well-being of their citizens, is before our eyes turning into a military-political bloc, a mere appendage of NATO pursuing a confrontational foreign policy.
Under the pretext of an invented “Russian threat,” EU governments have in recent years allocated unprecedented sums to military purposes.
Meanwhile, the European economy is experiencing prolonged stagnation, preventing EU member-state governments from increasing national budget revenues.
It is clear that cultivating the mythical “Russian threat” benefits the current EU leadership. It distracts European voters from deep internal socio-economic problems, which the European political elites apparently have no intention of resolving.
Or perhaps simply do not know how…

Moldova’s adjustment to NATO standards and its militarisation, together with its aggressive Russophobia, are the main guidelines of Chisinau’s foreign policy.
The most tragic aspect is that, in order to implement the so-called European integration project, representatives of the Chisinau regime are destroying ties with traditional partners in the CIS space, including Russia, which have proven their effectiveness over centuries.
This reckless policy is primarily backfiring at Moldovans. Many of them have become desperate and leave the country in search of a better life.

✍️ In just a few days, on December 4-5, the OSCE Ministerial Council will gather in Vienna for an annual meeting. Russia has traditionally been active in this consultative mechanism. Considering the 50th anniversary of the signing of the Helsinki Final Act, the Russian delegation will focus on the origins of the current state of affairs at the Vienna platform.
I will say right away that the situation is desperate.
The pan-European process was launched at the turn of the 1960s and 1970s to:
• overcome Europe’s division,
• alleviate military-political confrontation,
• to promote trade and economic cooperation.
After the Cold War and bloc confrontation ended, there was a chance to form pan-European architecture of equal and indivisible security. The OSCE could well have become its cornerstone. Upon its establishment in 1994, it brought together former members of the Warsaw Treaty Organisation, NATO members, as well as neutral states. At the top level, the OSCE agreed on a crucial political commitment not to strengthen one’s security at the expense of the security of others. <...>
The problem is that the OSCE participating states representing the collective West did not honour this commitment and instead opted for a European security system based on NATO. From the mid-1990s onward, they carried out NATO’s eastward expansion contrary to the assurances once given to the Soviet leadership not to do so. <...>
NATO and EU members, not Russia, dismantled the OSCE’s politico-military dimension. <...>
Despite resistance from NATO and the EU, Russia has so far managed to prevent the abolition of the consensus rule in the work of the Forum for Security Cooperation (FSC) which is the OSCE’s main platform for addressing military security issues. <...> Hope that this format would facilitate military-to-military contacts failed to materialise.

The organisation’s critical functions as envisioned by its founders include early warning and dispute resolution. The OSCE has failed to become an honest broker in resolving regional conflicts. <...>
The OSCE abandoned the principle of impartiality in the Ukraine crisis with Berlin and Paris turning a blind eye to Kiev sabotaging the 2015 Minsk Agreements and the crimes committed by Ukrainian armed formations against civilians in Donbass, starting with the 2014 “anti-terrorist operation” to this day.
This Ukrainisation has affected the economic dimension as well. The OSCE has discarded previous achievements on combatting corruption, advancing the digital economy, and building transport infrastructure. It has reached the point where, contrary to the spirit and letter of Helsinki, unilateral coercive measures are being justified at the Vienna venue. <...>
The situation with the human dimension, i.e. the third basket, which the West used to interfere in the internal affairs of the Soviet Union and modern-day Russia, is not any better. Urgent tasks such as promoting intercultural dialogue, combatting manifestations of neo-Nazism, Islamophobia, and Christianophobia, and protecting the rights of ethnic minorities and believers have been wiped out from the agenda. <...>
The OSCE is also looking the other way when it comes to censoring Russian media in the West even though its documents clearly state that each participating state must ensure free access to information.
Using the visa lever, Russian civil society representatives are prevented from attending the OSCE events. Clearly, the organisers fear hearing the truth about what is actually happening in our country.

I’d like to close by reiterating that there is no cause for optimism.
Preventing the OSCE’s collapse, at least now, is still possible. To achieve this, all participating states must return to observing the Helsinki principles of equal and mutually respectful dialogue.

⚡️ Комментарий помощника Президента России Юрия Ушакова о встрече Президента Владимира Путина со спецпосланником Президента США Стивеном Уиткоффом (3 декабря 2025 года)
💬 Ю.В.Ушаков: Всем известно, что только что закончилась беседа нашего Президента, который принял двух представителей американского Президента Дональда Трампа: Стива Уиткоффа и Джареда Кушнера.
Беседа была весьма полезной, конструктивной, содержательной и продолжалась <...> пять часов. То есть была возможность обстоятельно обсудить перспективы дальнейшей совместной работы по достижению долгосрочного мирного урегулирования украинского кризиса.
Мы, естественно, с американскими коллегами обсудили содержание тех документов, которые американцы какое-то время назад передали в Москву. Мы не обсуждали конкретные формулировки, конкретные американские предложения, а обсуждали суть того, что заложено в эти американские документы. С чем-то мы могли согласиться, и Президент это подтвердил своим собеседникам; что-то у нас вызвало критику, и Президент тоже не скрывал наше критическое, даже отрицательное отношение к ряду предложений.
Но главное, что состоялась весьма полезная дискуссия. И главное, ещё раз подчеркну, что стороны заявили о готовности продолжать совместную работу для достижения долгосрочного мирного урегулирования на Украине.
Обсуждались конкретно территориальные проблемы, без которых мы не видим разрешения кризиса. Конечно же, обсуждались огромные перспективы будущего экономического взаимодействия двух стран. Кстати, об этом много и раньше говорилось, на предыдущих встречах. Но сейчас было подчёркнуто, что если мы действительно хотим сотрудничать, для этого огромные возможности есть, то нужно уже проявить реальное стремление к этому, как в Москве, так и в Вашингтоне.
В общем, весьма полезный, хороший разговор. И конечно, он начался с того, что представители Трампа передали приветы и наилучшие пожелания от своего Президента Владимиру Владимировичу Путину. И, в свою очередь, наш Президент попросил партнёров передать дружеские приветы Трампу. Причём он передал, естественно, не только дружеские приветы, но попросил передать и целый ряд важных политических сигналов, которые его собеседники зафиксировали и, естественно, доложат об этом в Вашингтоне.
Из ответов на вопросы СМИ:
• Договорились, что на уровне помощников и других представителей мы продолжим контакты с американцами, в частности, с этими двумя людьми, которые приехали сегодня в Кремль. Что касается возможной встречи на президентском уровне, то это будет зависеть от того, какой прогресс мы сумеем достичь по этому пути, когда будем упорно и настойчиво работать по линии помощников, представителей МИДов и других ведомств.
• Был документ, который содержал 27 пунктов. Он нам был передан, мы с ним ознакомились. Хотя мы не работали над формулировками и никаких дискуссий с американскими коллегами на этот счёт не было. Затем мы получили ещё несколько документов, а именно четыре документа, которые сегодня тоже обсуждались на встрече нашего Президента с Уиткоффом и Кушнером. Они все касаются долгосрочного мирного урегулирования кризиса на Украине. Вначале был один вариант, потом этот вариант был доработан, и появились вместо одного документа четыре.
• Пока ещё компромиссного варианта найдено не было. Но некоторые американские наработки выглядят более-менее приемлемо. Но их нужно обсуждать. Некоторые формулировки, которые нам были предложены, нам не подходят.
• Мы с американскими коллегами договорились, что не будем раскрывать суть состоявшихся переговоров. Это вполне логично. Переговоры носили совершенно закрытый, секретный характер. Предстоит ещё большая работа, как в Вашингтоне, так и в Москве. Условлено об этом, и контакты будут продолжены.

3-4 декабря в Москве состоится масштабный форум – «Антитеррористическая конференция БРИКС+ 2025: национальные и региональные стратегии противодействия терроризму в условиях возникающих вызовов и угроз безопасности».
Мероприятие проводится под эгидой МИД России и приурочено к пятилетию Антитеррористической стратегии БРИКС, которая была принята по инициативе нашей страны в ходе российского председательства в объединении в 2020 году. Этот документ заложил прочную основу для широкого взаимодействия государств #БРИКС в целях повышения антитеррористической защищённости.
🌐 Форум соберёт более 100 делегатов из стран, являющихся участницами и партнёрами БРИКС. В числе гостей – представители профильных органов власти, научных кругов и гражданского общества.
Кроме того, в форуме примут участие высокопоставленные коллеги из Управления #ООН по контртерроризму, Региональной антитеррористической структуры #ШОС, Антитеррористического центра #СНГ и Секретариата #ОДКБ. К дискуссиям подключатся также эксперты Мониторинговой группы санкционных комитетов Совета Безопасности ООН 1267/1989/2253 по ИГИЛ и «Аль-Каиде» и 1988 по Движению талибов.
Конференция послужит уникальной площадкой для доверительного обсуждения и неполитизированного обмена мнениями по широкому кругу актуальных вопросов антитеррористической повестки дня.
В частности, особое внимание планируется уделить различным аспектам формирования прогрессивных теоретических и методологических подходов к противодействию терроризму, повышения эффективности совместной работы по пресечению финансово-экономической подпитки террористической деятельности.
Участники обменяются оценками существующих террористических и экстремистских угроз на региональном и глобальном уровнях, поделятся передовыми практиками в области борьбы с распространением деструктивных идеологий, в том числе в Интернете.
Центральным элементом форума станет «круглый стол», посвящённый опыту международных организаций в выработке коллективных принципов и региональных стратегий противодействия терроризму. 3-4 декабря в Москве состоится масштабный форум – «Антитеррористическая конференция БРИКС+ 2025: национальные и региональные стратегии противодействия терроризму в условиях возникающих вызовов и угроз безопасности».
Мероприятие проводится под эгидой МИД России и приурочено к пятилетию Антитеррористической стратегии БРИКС, которая была принята по инициативе нашей страны в ходе российского председательства в объединении в 2020 году. Этот документ заложил прочную основу для широкого взаимодействия государств #БРИКС в целях повышения антитеррористической защищённости.
🌐 Форум соберёт более 100 делегатов из стран, являющихся участницами и партнёрами БРИКС. В числе гостей – представители профильных органов власти, научных кругов и гражданского общества.
Кроме того, в форуме примут участие высокопоставленные коллеги из Управления #ООН по контртерроризму, Региональной антитеррористической структуры #ШОС, Антитеррористического центра #СНГ и Секретариата #ОДКБ. К дискуссиям подключатся также эксперты Мониторинговой группы санкционных комитетов Совета Безопасности ООН 1267/1989/2253 по ИГИЛ и «Аль-Каиде» и 1988 по Движению талибов.
Конференция послужит уникальной площадкой для доверительного обсуждения и неполитизированного обмена мнениями по широкому кругу актуальных вопросов антитеррористической повестки дня.
В частности, особое внимание планируется уделить различным аспектам формирования прогрессивных теоретических и методологических подходов к противодействию терроризму, повышения эффективности совместной работы по пресечению финансово-экономической подпитки террористической деятельности.
Участники обменяются оценками существующих террористических и экстремистских угроз на региональном и глобальном уровнях, поделятся передовыми практиками в области борьбы с распространением деструктивных идеологий, в том числе в Интернете.
Центральным элементом форума станет «круглый стол», посвящённый опыту международных организаций в выработке коллективных принципов и региональных стратегий противодействия терроризму. 🇷🇺🇨🇳 On December 2, Russia's Foreign Minister Sergey Lavrov and Foreign Minister of the People’s Republic of China Wang Yi held talks in Moscow.
Wang Yi arrived in Moscow to take part, together with Security Council Secretary Sergey Shoigu, in the 20th round of Russian-Chinese consultations on strategic security.
The Foreign Ministers had an in-depth exchange of views on the schedule of high-level and top-level contacts, including in light of China’s chairship of APEC, as well as on the most pressing issues of bilateral cooperation and the international agenda, focusing on the comprehensive implementation of agreements reached between the two countries’ Leaders.
Sergey Lavrov and Wang Yi summed up inter-ministerial cooperation over the past year and outlined further steps to strengthen foreign policy coordination between Moscow and Beijing on the international stage, including at the UN and its Security Council, the #SCO, #BRICS, the #G20, and other formats.
Considering the geopolitical situation in Eurasia, they emphasised the need for joint work to implement the initiative of the President of the Russian Federation, Vladimir Putin, on establishing a new security architecture on the continent.
The Russian Side reaffirmed its support for the initiative on global governance put forward by the President of China, Xi Jinping.
Significant attention was paid to prospects for resolving the crisis in Ukraine by addressing the root causes of the conflict and duly taking into account the core interests of the Russian Federation, the situation in the Asia-Pacific region, and other topics of mutual interest.
Following the talks, the parties noted broad alignment or proximity of positions on all key issues of bilateral cooperation and the global agenda, which ensures a stable positive dynamic in the Russia-China strategic partnership regardless of the complex external geopolitical environment.

🗓 On December 4-5, Vienna (Austria) will host the 32nd Meeting of the OSCE Ministerial Council.
The Russian delegation will be helmed by Russia's Deputy Foreign Minister Aleksandr Grushko.
In the OSCE’s governance structure, the Ministerial Council (MC) ranks second only to the Summit and convenes in years when no high-level meeting is held (the last Summit took place in Astana in 2010). As a rule, the MC is hosted by the country holding the OSCE Chairmanship.
Finland, which serves this year as the OSCE Chair-in-Office, requested that the meeting be moved to Vienna, citing excessive workload related to organizing the 50th anniversary event of the Helsinki Final Act on 1 August.
The Ministerial Council reviews the implementation of previously adopted decisions, sets tasks for the medium term and ensures political dialogue among the participating States. All decisions in the Organization are made by consensus – a key condition for maintaining the viability of the Vienna platform.
For the Russian delegation, the key focus of the upcoming Ministerial will be reviewing the OSCE’s work in its 50th anniversary year, as well as assessing the Organization’s prospects against the backdrop of the emerging multipolar world order. We expect to discuss ways to resolve existing problems with due regard for the interests of all participating States.
The OSCE’s current institutional crisis is the result of destructive actions by a number of Western countries that use the Organization for their own purposes, including to fuel anti-Russian hysteria.

At meetings of the OSCE’s decision-making bodies – the Permanent Council and the Forum for Security Co-operation (FSC) – Russian representatives consistently raise the most acute issues for the OSCE area. These include combating terrorism and drug trafficking, countering manifestations of neo-Nazism, preventing the falsification of history and media censorship, as well as protecting traditional values, the rights of believers and national minorities. We call on all states to join efforts in these areas.

The second dimension, intended to help harmonize the interests of participating States in the relevant fields, is in practice used by Western members to assess “environmental damage” in Ukraine or to promote inherently confrontational concepts such as linking climate and security.
The third dimension – the most politicized – continues to “suffer” from clear thematic and geographical imbalances, with an emphasis on neoliberal values that are unrelated to the priorities of the majority of participating States.
Significant concerns persist regarding the OSCE’s human dimension institutions – the Office for Democratic Institutions and Human Rights (ODIHR), the High Commissioner on National Minorities, and the Representative on Freedom of the Media. Their new leadership, appointed last year, has shown a clear inclination to give in to Western political pressure.
ODIHR stands out in particular for its openly biased electoral monitoring in countries “east of Vienna”, its advance preparation of “desired” conclusions, and its publication of anti-Russian reports on the politically motivated topic of alleged violations of international humanitarian law and human rights in Ukraine.
❗️ Given the current state of affairs in the OSCE, it is difficult to speak of any meaningful role for the Organization amid today’s profound global realignment.
The OSCE would undoubtedly benefit from drawing on the experience of groupings such as the #SCO, #BRICS and the #CIS, whose member states operate on the principles of equality and mutual support.

🗓 On December 3–4, the “BRICS+ 2025 Counterterrorism Conference: National and Regional Strategies to Counter Terrorism Amid Emerging Challenges and Security Threats” took place in Moscow under the auspices of the Russia's Ministry of Foreign Affairs.
The forum brought together over a hundred representatives from specialised agencies, academia and civil society of the #BRICS countries and partner states, as well as counterterrorism units of international organisations, including the UN, CIS, CSTO, and #SCO.
The opening session included remarks by Deputy Secretary of Russia’s Security Council Yury Kokov, Deputy Minister of Foreign Affairs of the Russian Federation Dmitry Lyubinsky, senior official from Russia’s Federal Security Service, Deputy Head of the UN Counter-Terrorism Office Eihab Omaish, Deputy Secretary General of the CSTO Valery Semerikov and Head of the CIS Anti-Terrorism Centre Yevgeny Sysoev.
In their remarks, they emphasised the need to consolidate the efforts of competent state authorities and civil society institutions in combating international terrorism and ensuring global stability.
Over the two-day conference, participants discussed the latest developments in countering terrorism and extremism with the agenda focusing on the objective of complete elimination of international terrorist organisations, including ISIS, preventing the use of extremist and terrorist groups as a means of conducting hybrid warfare and interfering in the internal affairs of sovereign states, and addressing the problem of radicalisation that leads to terrorism and extremism as a key tool for destabilising the social and political situation within countries.
Delegates highlighted the importance of implementing measures to prevent the spread of fascist and neo-Nazi ideologies, including those aimed at revisionism and historical falsification. They also stressed that relying on terrorist organisations in the pursuit of political and economic agendas was unacceptable.
The international forum facilitated productive exchanges of views, helped its participants align their positions, while also offering fertile ground for articulating forward-looking theoretical and methodological approaches to countering terrorist and extremist activities.
The Russian Federation expresses its gratitude to all representatives of the BRICS countries, partner states, and international organisations who actively participated in the conference and once again reaffirms its readiness for close cooperation on a wide range of matters dealing with the counterterrorist agenda.

The global configuration is shifting, new centres of power are emerging. In these conditions, stability between major countries becomes extremely important. It creates a solid foundation for steady development – both bilaterally and globally.
In this sense, our work together with Prime Minister Modi is of great significance, even beyond the bilateral dimension. And when it comes specifically to our countries, stability across certain areas of cooperation is critically important, because it guarantees the achievement of the goals we have set for ourselves. <...>
We have an entire roadmap for cooperation across key sectors. The most important areas are certainly those oriented towards the future – high technologies. Russia and India work together in these fields in space, in energy – including nuclear energy, as is well known from the Kudankulam NPP, one of our major joint projects – as well as in shipbuilding and aviation.
❓ Question: There has been enormous pressure on India and on Russia, especially regarding oil. India has faced strong Western pressure. How can both countries counter this sanctions policy?
💬 Vladimir Putin: Our energy cooperation with India remains unaffected by present political shifts – and even by the tragic developments in Ukraine. <...>
Trade in oil and petroleum products, and the refining of Russian oil for Indian consumers, proceeds in a completely stable and predictable manner. I know the sentiment of our Russian partners and companies – they regard their Indian counterparts as reliable and very serious people. <...>
The US still purchases nuclear fuel from us for its own nuclear power plants. That is also fuel – uranium for reactors operating in the US. If the US has the right to buy fuel from us, why should India be deprived of this right? This is a question that deserves careful consideration, and we are ready to discuss it with President Trump.
❓ Question: In your view, what would constitute a victory for Russia in the Russia-Ukraine war? What are the “red lines”?
💬 Vladimir Putin: It is not about victory, as you put it – it is about the fact that Russia seeks to protect, and will certainly protect, its interests. To protect our people who live there, to protect our traditional values, the Russian language and so on. To protect the centuries-old religious heritage of these territories.
For eight years we did not recognize the self-proclaimed republics. They declared independence, and we tried to help establish relations between the rest of Ukraine and these republics. Later, when we realized this was impossible – that they were simply being eradicated – we were forced to recognize them.
And we immediately told Ukraine, told the Ukrainian military: people do not want to live with you, they held a referendum and voted for independence – withdraw your forces from there, and there will be no military action. No, they preferred to fight it out.
Now they have fought themselves into the situation we see today. And essentially it all comes down to the following: 👉 either we liberate these territories by military means, or Ukrainian troops eventually withdraw and stop killing people there. <...>
