On Diplomatic Worker’s Day, we will tell you about the achievements of Russian diplomat Alexey Bestuzhev-Ryumin.

🦅  He was born on June 1, 1693, in Moscow, into the family of esteemed Russian diplomat Pyotr Bestuzhev-Ryumin. Possessing a keen intellect, composed demeanour and strategic acumen, he had a good understanding of European politics and excelled in various academic disciplines.

In 1712, he was included in the Russian diplomatic delegation at the international negotiations in Utrecht, which ended the War of the Spanish Succession. Subsequently, he served at the court of the Elector of Hanover, who ascended to the throne as King George I of Great Britain in 1714.

In 1742, Bestuzhev-Ryumin was granted the noscript of count and was appointed Vice Chancellor. Two years later, he became Chancellor of the Russian Empire. Throughout his tenure, he endeavoured to diminish the political sway of foreigners who wielded considerable influence at court, aiming to safeguard Russia’s autonomy.

☝️  He succeeded in expelling French envoy Marquis de la Chetardie, along with agents of the Prussian king, the Princess Consort of Anhalt-Zerbst and Otto Brümmer. Additionally, he implemented measures to prevent Jean Armand de Lestocq from meddling in foreign affairs.

📨  In his numerous reports, notes and correspondence, Bestuzhev-Ryumin repeatedly outlined Russia’s foreign policy doctrine, which he referred to as “the System of Peter the Great.” This concept recognised the importance of Russia’s alliances with England, Saxony and Austria. He believed common long-term interests to be paramount for Russia’s foreign policy.

In 1757-1758, he fell out of favour and was exiled to the village of Goretovo in the Mozhaisk District in 1759 until his rehabilitation in 1762.

After being summoned back to court, he was granted the rank of Field Marshal. Although he never regained his former influence, but continued to offer counsel on foreign affairs to Catherine II until his death.

📄 President Vladimir Putin congratulated current staff and veterans of the Ministry of Foreign Affairs on Diplomatic Worker’s Day.

💬 Vladimir Putin: The Russian Foreign Ministry rightfully takes pride in its rich history and glorious traditions. Throughout history, its employees have honourably protected the interests of the Motherland in the international arena despite any difficulties and challenges.

In the current geopolitical landscape, amidst a hybrid war unleashed against us and attempts by the collective West to isolate Russia and undermine its security, the Foreign Ministry faces difficult and responsible tasks.

Russian diplomacy aims to make a significant contribution to creating favourable external conditions for our country’s dynamic development, fostering effective cooperation with foreign partners, and promoting a positive agenda in international relations. It also seeks to strengthen the unity of the global majority – of countries in Asia, the Middle East, Africa, and Latin America – in order to build a just multipolar world order based on true equality, mutual respect, and universally recognised norms of international law.

❗️ Efforts to enhance cooperation with #CIS countries, expand the integration process within the #EAEU, and strengthen ties within the #CSTO and the Union State remain a top priority. Special attention should be given to the proper implementation of tasks and responsibilities during Russia’s chairmanship of the CIS and of the expanded #BRICS association.

Undoubtedly, there is significant need for efforts aimed at uniting the multinational and multi-religious Russian community through supporting our compatriots abroad, promoting the Russian language and showcasing national cultural and scientific achievements, as well as countering attempts to falsify history and revise the outcomes of World War II.

I am confident that staff members at the Ministry’s head office and foreign missions will continue to work with utmost dedication, creativity, and initiative.

On Diplomatic Worker’s Day, we will tell you about the professional journey and achievements of prominent Soviet diplomat Georgy Chicherin.

📂 Upon the signing of the Treaty of Brest-Litovsk in March 1918, he was appointed Acting People’s Commissar for Foreign Affairs and moved to Moscow. According to historians, Chicherin’s strengths were his high level of education and proficiency in foreign languages. These skills proved immensely useful for the newly appointed People’s Commissar in his challenging mission of gaining international recognition for the RSFSR.

He often had to work in challenging conditions, as the only official diplomatic office was located in Berlin, with semi-official missions in Bern, London and Stockholm.

1922 was a breakthrough year for him, as he took part in the Genoa Conference to sign the Treaty of Rapallo, which was post-revolutionary Russia’s first agreement with a leading European power, Germany.

☝️ The two states officially recognised each other and established diplomatic relations, relinquishing mutual claims and granting each other most-favored-nation treatment.

In 1923, he headed the Soviet delegation at the Conference of Lausanne, where the post-war status of the Turkish Straits was determined.

🤝 Chicherin’s efforts resulted in the Soviet-Turkish Treaty of Friendship and Neutrality in 1925, and the Soviet-Iranian Treaty of Warranties and Neutrality in 1927.

In his book, Gustav Hilger, counsellor at the German embassy in Moscow, wrote:

This little man was able to represent the interests of his country at international conferences with so much personal dignity, with such remarkable resourcefulness, brilliant repartee, and inner conviction, that even his opponents could not fail to give him their respect.

Chicherin’s tenure as head of the Soviet foreign policy department was curtailed by poor health, ultimately leading the diplomat to resign in 1930.

🗓 17 years ago, on February 10, 2007, Russia's President Vladimir Putin delivered a speech at the Munich Security Conference, addressing points that continue to hold relevance today.

Let us recall the key highlights from the President’s historic speech:

💬 I believe that the unipolar model is not only unacceptable but also impossible in today’s world. <...> What is even more important is that the model itself is flawed.

What is happening in today’s world is an attempt to introduce exactly this concept into international affairs, the concept of a unipolar world.

• Certain legal norms are becoming increasingly similar to one state’s legal system. One state, and, of course, first and foremost the US, has overstepped its national borders in every way. This is evident in the economic, political, cultural and educational policies it imposes on other nations.

☝️ I believe that we've reached a point where we need to carefully consider the entire architecture of global security.

• The role of multilateral diplomacy is significantly increasing. The need for principles such as openness, transparency and predictability in politics is undisputed.

• The stones and concrete blocks of the Berlin Wall have long been distributed as souvenirs. But we shouldn't forget that the fall of the Berlin Wall was possible thanks to a historic choice – one that was also made by the people of Russia – a choice in favour of democracy, freedom, openness and a sincere partnership with all members of the big European family.

Today, they're trying to impose new dividing lines and walls on us. These lines may be virtual but they're still dividing and cutting through our continent. Is it possible that we'll once again need many years and decades, as well as several generations of politicians, to dismantle these new walls?

🇷🇺 Russia is a country with a history that spans more than a thousand years and has practically always exercised the privilege of conducting an independent foreign policy. We're not going to change this tradition today.

⚡️ Foreign Ministry statement on personal sanctions on members of the UK military and political establishment as well as scientific and academic community

❗️ In response to the confrontational policy that London maintains, working to demonise our country, fabricating anti-Russia narratives to reduce Moscow’s influence in the international arena, and further pumping the neo-Nazi regime in Kiev full of weapons, a decision has been made to extend Russia’s stop-list to include members of Great Britain’s military and political establishment, as well as its scientific and academic community.

It is impossible not to acknowledge how eagerly British representatives, driven by pure Russophobia, work to discredit our country’s constitutional system and socio-political processes. A substantial share of London’s subversive anti-Russia efforts is undertaken by the so-called brain trusts that operate out of major British and Western educational institutions.

Great Britain’s strategy for Ukraine, which promises only further escalation and loss of live, is regularly reflected in impudent statements by British politicians and military officials who speak with a sense of total impunity. The British must understand that by pushing the Zelensky regime to continue the bloodshed they bear responsibility for crimes against civilians along with the Ukrainian neo-Nazis.

🎙 Foreign Ministry Spokeswoman Maria Zakharova answer to a media question about the European Parliament’s latest anti-Russia resolution

Question: On February 8, the European Parliament (EP) approved yet another anti-Russia resolution that contains a number of charges against Russia, including a claim that it is meddling in the “democratic processes in the EU.” What is your comment?

💬 Maria #Zakharova: The Foreign Ministry of Russia usually refrains from commenting on resolutions adopted by the EP. Nevertheless, we find it difficult to ignore the document you mentioned, since it is the latest example of unprecedented hypocrisy and double standards to permeate this European institution.

Bogged down in corruption scandals, the EP has invented a true “manifesto of neo-liberal dictatorship.” It includes “sentences in absentia” with calls to vet all those disagreeing with the self-destructive course pursued by Brussels, endless far-fetched speculations about Russia’s influence, spy hysteria, and other Russophobic paranoid trash. Any dissent is automatically interpreted as a sign of “pro-Kremlin sentiment.” Looks like the Ministry of Truth, doesn’t it?

☝️ At the same time, it is quite clear that the resolution is mostly intended to impose the terms of what is in fact a “cartel agreement” among representatives of the liberal pro-American political mainstream, designed to prevent nationally oriented parties and movements from gaining a stronger foothold in the EP in the future.

Their fears have some merit. The socioeconomic situation in the EU is clearly unsatisfactory <...> This is the reason alternative political forces are gaining strength, as is evident from numerous European opinion polls.

👉 Thus, they are using the alleged “Russian threat” as a pretext to mop up the political landscape and cleanse it of unnerving and increasingly dangerous rivals.

❗️ As for their accusations that Russia is meddling in “democratic processes,” they are absurd by definition.

#WorldRadioDay

📻 February 13 is World Radio Day, proclaimed by the UNESCO General Conference in 2011 and endorsed by the UN General Assembly in 2012. It commemorates the first broadcast of UN Radio in 1946. This year's theme for World Radio Day is “Radio: A Century Informing, Entertaining and Educating.”

Radio continues to be a highly sought-after and popular means of mass communication. Although radio stations today are introducing new formats to engage with their audience and digitalising the airwaves, the core objective remains the same: to provide prompt and honest information to their listeners.

❗️ Unfortunately, the countries of the collective West have forgotten the true meaning of freedom of the press means. Anything that contradicts that contradicts the modern "Anglo-Saxon" and EU mainstream is subjected to censorship. Russian media, including radio stations and publications with radio broadcasting, have been banned and blocked. For example, Sputnik is banned in the European Union, and access to the websites of many Russian radio stations is restricted.

☝️ We hope that World Radio Day will serve as an opportunity for genuine discussion within the professional community, focusing on challenges faced by radio broadcasters and the prospects for the industry’s development. It is essential to adhere to high standards of quality and impartial journalism during this dialogue, rather than engaging in further political speculation.

1️⃣3️⃣February - World Radio Day.
It was proclaimed by UNESCO General Conference in 2011 to "encourage decision-makers... to establish and provide access to information through radio... in order that all may enjoy the benefit".

OTD we draw UNESCO's attention to supression of Russian 🇷🇺 media, including radio journalists and outlets broadcast in radio format, in the West. In addition to recent sanctions against Russian journalists and news agencies in the EU, USA, Canada, UK and several other countries,

📍On September 13, 2023, employees of the Moldavian Migration Service broke into the house of the head of the Sputnik Moldova news agency V. Denisov, detained and deported him;

📍On October 5, 2023, in Cyprus, the correspondent of the “Rossiyskaya Gazeta” A. Gasyuk was beaten, detained, and deported, despite valid accreditation;

📍On October 31, 2023, the Bulgarian authorities canceled accreditation and announced extradition of the "Rossiyskaya Gazeta" correspondent A. Gatsak.

📢We expect UNESCO Director General to give assesment to the punitive actions against Russian media in the West that are aimed at limiting citizens’ access to information.

🗓 On February 14, 1943, the Red Army liberated Voroshilovgrad (now Lugansk) during Operation Leap.

The strength of the German Wehrmacht was significantly weakened following the defeat of Nazi forces near Stalingrad. This paved the way for the liberation of Donbass.

🥇 Soviet forces under the command of Colonel General Nikolai Vatutin launched a two-pronged attack to liberate the city by advancing on Ostraya Mogila and a flour plant. The Third Guards Army, led by Lieutenant General Dmitry Lelyushenko, and the Fifth Tank Division, commanded by Major General Ivan Shlemin, engaged the enemy in the battle for Voroshilovgrad.

🕯 German invaders had occupied Voroshilovgrad for over seven months, during which they executed thousands of civilians. Many people died of starvation. Over 4,000 people were deported to Germany for forced labour.

The enemy destroyed over 2,500 buildings, including seven out of the nine schools, and 65 medical institutions, including almost all outpatient clinics.

Red Army personnel fought resolutely to liberate Voroshilovgrad, displaying extraordinary courage, fortitude and heroism. In total, 10,000 Red Army officers and soldiers lost their lives in the battle for the city.

⚔️ Voroshilovgrad became the first regional centre of Soviet Ukraine to be liberated during the Great Patriotic War. Operation Leap marked the beginning of the liberation of the Ukrainian SSR by the Red Army.

In September 1943, Soviet forces expelled the enemy from the Voroshilovgrad Region. Over 120,000 Soviet officers and soldiers were killed in action.

⚡️For at least ten years - since the coup d'état in Ukraine - the European Union has pursued a destructive policy towards the Ukrainian crisis.

The West supported the unconstitutional and forced change of power. The EU remained silent when the then authorities in Kiev started a war against their own people by launching the so-called "anti-terrorist operation" against the south-eastern regions of the country in April 2014. In all these years, we have not heard a single comment from Brussels while civilians in Donbass have been under daily shelling since 2014.

❗️Russia has repeatedly called on the West to face the facts and to stop condoning Kiev's illegal actions against the civilian population. The European Union bears a large part of the responsibility for what is happening in and around Ukraine today.

🗓As we approach the 10 years since the coup d'état in Ukraine, we invite you to recall just some of the numerous publications and media statements in which we have repeatedly underlined the illegal change of power in Ukraine and the catastrophic consequences of Euromaidan.

🗓 On February 14, Foreign Minister Sergey Lavrov took part in a Government Hour session of the State Duma where he made remarks on current issues related to the foreign policy of the Russian Federation.

The Foreign Minister focused on the key aspects of the Ministry’s efforts to resolve the foreign policy challenges facing the country and took questions from deputies. He concentrated on issues related to promoting partnerships with states that have a constructive attitude to Russia, ensuring favourable external conditions for its socio-economic development, and protecting the rights and interests of compatriots living abroad.

Sergey Lavrov also spoke about strengthening Russia’s role as a leading world power, deepening integration in the Union State, #EAEU, #CIS and #SCO, the Russian chairmanship of #BRICS, the resistance of the Global Majority to the dictates of the collective West, and the formation of a fair multipolar world order.

☝️ The Minister’s regular meetings with the members of both chambers of the Federal Assembly are an opportunity to “compare notes” and determine the main areas of joint effort by the executive and legislative authorities in the framework of the Foreign Policy Concept of the Russian Federation.

🎙 President Vladimir Putin answered questions from journalist Pavel Zarubin (February 14, 2024)

Key talking points:

❗️ We have been constantly deceived about NATO’s non-expansion to the east. NATO proceeded to expand five times, completely deceiving us.

🔹 We did not initiate this war; rather, we are striving to end it. During the first phase, we tried to achieve this through peaceful means, specifically, through the Minsk agreements. However, it became apparent that we had been given the runaround once again. Both the former German Chancellor and the former President of France admitted and publicly stated that they had never intended to honour the agreements.

🔹 German Foreign Minister and people like her, are, of course, hostile towards Russia. In my opinion, she is also hostile towards her own country because it is hard to imagine such a high-ranking politician treating the economic interests of her country and people with such disdain.

🔹 Exceptionalism of certain nations, as compared to others, is found in many countries these days. This is how Nazism started. Now that this has become so widespread, it would be appropriate to conduct this anti-fascist and anti-Nazi propaganda and work at the same global level.

🔹 I believe that there is absolutely no point in NATO. Its only purpose is to serve as a tool of US foreign policy. If the United States considers this tool no longer necessary, that is their decision.

🎙 President of Russia Vladimir Putin sent greetings to guests of the gala event marking the 35th Anniversary of Soviet forces concluding their combat mission in Afghanistan.

💬 President Putin: February 15, 1989, is a significant date in the military history of the Fatherland. On that day, the Soviet withdrawal of its limited contingent of troops from Afghanistan was completed. Our invincible, battle-hardened units returned to their homeland.

Hundreds of thousands of soldiers, officers, civilian specialists – medical workers, teachers, builders, representatives of other professions – performed their duty honourably in the most difficult of conditions.

🎖 They showed fearlessness and bravery, nobility and compassion as they fulfilled their mission.

🕯 We will always keep alive the memory of the fallen heroes who bravely fought on Afghan soil in defence of the Fatherland.

It is important that over the years and decades you have maintained the unbreakable brotherhood forged in combat, which helped you to overcome all trials and persevere.

Today, Afghan veterans participate as volunteers in the special military operation, provide support to the families of their fallen comrades, and devote themselves to the patriotic education of young people.
