🇷🇺🇨🇺 On February 19, Foreign Minister Sergey Lavrov paid a visit to the Republic of Cuba as part of his trip to the Latin American region.

He was received by the President of the Republic of Cuba Miguel Díaz-Canel Bermudez and held talks with Cuban Minister of Foreign Affairs Bruno Rodríguez.

During the meetings, which took place in a traditionally friendly and constructive atmosphere, the Sides had a substantive exchange of views on cooperation in politics, trade and the economy, culture and the humanitarian field.

📈 They noted the key achievements of the two countries over the past year in the material sphere, which will help Russian economic operators to play a more active role in the implementation of Cuba's large-scale plans for socio-economic development until 2030.

The Parties had a detailed discussion on the parameters for strengthening close coordination between Russia and Cuba in the global arena and on regional platforms. They confirmed mutual willingness to fully strengthen the Russian-Cuban strategic partnership.

🤝 The Officials noted that their approach had not changed regarding the categorical unacceptability of unilateral illegitimate restrictive measures, and the desire to jointly advance in building a multipolar world based on genuine equality of states, respect for mutual interests and fundamental principles and standards of international law.

☝️ The Russian Side reaffirmed its unwavering support for Havana in its just demand for the complete and immediate lifting of the US embargo and the removal of the country from the US State Department's list of states sponsors of terrorism.

💬 Sergey Lavrov: I would like to begin by thanking you for your traditional hospitality, as is customary between our countries. <...>

In September 2023, you and I met in New York on the sidelines of the 78th Session of the UN General Assembly. As always, we had a trust-based exchange concerning the unprecedented processes unfolding in the international arena, when the realities of the multi-polar world, objectively shaped and reflecting the unstoppable course of history, are not just being tested, but are eliciting an aggressive response from the US and other Global Minority countries. These countries are using every available avenue to preserve their dominance, hegemony and control. The means used by the American and other Western policymakers to get there include blackmail, ultimatums, threats, heavy-handed military force, and sanctions rather than diplomacy.

Cuba has firsthand experience of the unlawful pressure and total embargo that the US continues to enforce as a supposed legitimate course of action. Although the rest of the international community finds it intolerable, Washington persists in its actions.

We have global tasks at hand, including the mobilisation of the Global Majority to uphold their legitimate rights. We are working on it actively within the Group of Friends in Defence of the UN Charter established in 2021. The interest in this Group is steadily increasing. We will work to safeguard the fundamental principles of the UN Charter against attempts to rewrite international law and replace it with obscure rules.

☝️ The Charter explicitly states that the UN is based on the sovereign equality of states. It is imperative that we hold our Western colleagues accountable, as they have long ago disregarded that principle and continue to go about their affairs the way they did in colonial times.

🇷🇺🇻🇪 On Foreign Minister Sergey Lavrov’s visit to the Bolivarian Republic of Venezuela

On February 20, Foreign Minister Sergey Lavrov will visit Venezuela.

During the visit, he will:
• meet with President of the Bolivarian Republic of Venezuela Nicolás Maduro,
• Executive Vice President Delcy Rodríguez,
• hold talks with Foreign Minister Yván Gil.

The Parties will discuss key issues of bilateral cooperation and interaction on the global stage, as well as regional and global developments.

🤝 Venezuela is Russia’s strategic partner and ally. These bilateral relations, based on strong friendship and solidarity, are on the rise and are actively developing in all key areas.

The political dialogue between Russia and Venezuela is very intensive. Last year, President Vladimir Putin and President Nicolás Maduro had two telephone conversations (on May 4 and December 21). Security Council Secretary Nikolai Patrushev and Foreign Minister Sergey Lavrov visited Caracas on February 28 and on April 18, respectively. Executive Vice President and Minister of the Economy, Finance and Foreign Trade Delcy Rodríguez visited Moscow on October 11-13, President of the National Assembly of Venezuela Jorge Rodríguez on September 29 – October 3, and Foreign Minister Yván Gil on November 15-17.

At various multilateral platforms, Russia and Venezuela consistently support the establishment of a more equitable multi-polar world order.

Moscow and Caracas share a unanimous stance on the unacceptability of interfering in internal affairs and using unilateral coercive measures as instruments of pressure.

☝️ Russia will continue to provide all possible assistance to the government and people of Venezuela as regards protecting their national sovereignty and right to choose their own development path, including as a country that helps maintain national dialogue among the political forces in Venezuela.

❗️ Commentary on the 10th anniversary of the Euromaidan events

💬 10 years ago, the Euromaidan with the participation of the West reached its apex.

Provocateurs trained by American and European instructors led people to protests under the slogans of a "better European" life.

After clashes in the centre of Kiev on February 18-19, 2014, former Ukrainian President Yanukovych and the opposition agreed on a "ceasefire". In parallel, the bloody events were forced by Euromaidan activists.

The office of the Prosecutor-General of Ukraine admitted that there were no Russian snipers on the Maidan.

The February 21 agreement on resolving the political crisis in Ukraine between President Yanukovych and the opposition was trampled on, and its guarantors - Germany, Poland and France - did nothing to stop the tragic development of events. 10 years later, they figure among the main sponsors of the Kiev regime.

🎙 Explanation of vote by Permanent Representative Vassily Nebenzia during UNSC voting on the situation in Gaza (February 20, 2024)

Before the vote on the Algerian draft:

💬 On October 16, 2023, when Russia proposed the very first draft resolution calling for a ceasefire, the number of Palestinian casualties was about 1,000. At that time, the Western delegations in the Council chose to abstain en masse in order not to incur the wrath of Washington.

❗️More than 28,000 deaths that occurred since then were the price of that first shameful inaction, the collective irresponsibility of Western delegations to the Security Council, whose NATO solidarity outweighs any national declarations of commitment to international humanitarian law and the protection of civilians and humanitarian personnel.

<…>

On behalf of the Arab Group, the delegation of Algeria proposed a solid, well-balanced draft resolution centered around the long-awaited ceasefire. <…> However, the US delegation issued an ultimatum from the outset, demanding that work on the document be halted.

👉 I call on the members of the Council to demonstrate solidarity in confronting the arbitrariness of Washington, who is ready to make any sacrifice in any region in pursuit of its geopolitical ambitions.

Remarks following the vote:

💬 Today we have seen yet another black page in the history of the UN Security Council. It was written again by the US delegation, whose goal remains unchanged – to cover for its closest Middle Eastern ally and drag out time for as long as possible so that it can complete its inhumane plans for Gaza, namely to expel the Palestinians from the Strip and completely "clean up" the enclave, literally turning it into an uninhabited land.

<…>

☝️ However bitter the "aftertaste" of today's vote may be, we are in no mood to give up. The UNSC's demand to the parties for an immediate ceasefire remains an imperative. Without it, any "product" of the Council will be meaningless.

I read the South Korean Foreign Ministry’s comment regarding “Russian cars in the DPRK.”

If Seoul has questions about “compliance with UN sanctions” on the DPRK, then it should contact the UN Security Council Sanctions Committee instead of running to the microphones. By the way, the whole committee should also discuss the over 12,000 illegal sanctions against Russia and the West’s sanctions wars that are killing international law.

It would also be interesting to know what pressure Washington is putting on Seoul to disrupt lawfully existing trade relations with other countries.

I think these advocates of purity in international law should be asked what damage the illegal sanctions are causing to people around the world when they cannot access food, medicine, and vaccines because of the Western sanctions wars.

It became clear that relying on just one centre of economic power is not a viable approach and most recently the G20 has engaged in a dialogue to reform and to restore the functionality of global economic institutions.

The positive dynamics of this forum are largely attributable to the fact that emerging markets are acting independently and insisting on fair consideration of their interests.

☝️ It is important for the G20 countries to commit to not weaponise the economy and to not engage in unfair competition.

🌐 Strengthening the potential and role of BRICS in international affairs is our priority.

BRICS members represent different economic and political systems, religions, and macro-regions and are able to work together as equal partners. Its international standing is steadily growing.

#Ukraine

❗️The root causes of the Ukraine crisis need to be eliminated if we want to achieve a sustainable and fair settlement. The West must stop supplying weapons to Ukraine, and Kiev must stop hostilities.

Ukraine should reinstate its neutral, non-aligned, and non-nuclear status and ensure the rights and freedoms of its citizens. It is critical that the basis be the new territorial realities and the situation on the ground.

👉 The ruling elite of the US views Russia as an adversary and a threat regardless of its party affiliation. The former president did nothing to improve Russia-US relations during his four-year stint in the White House.

We have no illusions and do not expect the anti-Russian course of the US to change in the foreseeable future. We are prepared to work with any leader who wins the American people’s trust. What matters to us is not specific political figures, but their policies towards Russia. President Putin made that clear recently in his televised interview.

💬 Three days ago, we celebrated the 167th Anniversary of our bilateral relations. This is an impressive milestone. I congratulate all of us on this significant occasion.

Throughout this time, our relations have evolved into a stable strategic partnership and a true friendship. We support each other on the international stage in our efforts to promote justice and democracy in global affairs.

We cooperate within the Group of Friends in Defence of the UN Charter, established at the initiative of the Bolivarian Republic of Venezuela. Our work has had a galvanising effect on all the countries seeking to assert their identity and avoid being adversely affected by Western policies that still rely on neo-colonial practices.

📅 Today outstanding Russian diplomat Vitaly Churkin would have turned 72.

He devoted his life to defending our country’s interests on the global stage, navigating a storied career path from the translation department of the USSR Ministry of Foreign Affairs to Deputy Minister of Foreign Affairs of the Russian Federation. Over the years, he headed our country’s diplomatic missions in Chile, Belgium and Canada. He successfully conducted challenging negotiations within the Arctic Council on cooperation in the Arctic.

🎙In 1991-92, Vitaly Churkin served as Head of the Information Department of the Ministry of Foreign Affairs of the USSR, then the Ministry of Foreign Affairs of Russia. He pioneered the practice of conducting regular open briefings for foreign journalists, marking a historic milestone in Russian diplomatic communication.

As a special Presidential representative in the Balkans, Churkin made a significant contribution to the settlement of conflicts in the former Yugoslavia. Notably, he served as a mediator in negotiations that stopped the NATO airstrikes and proposed the deployment of Russian military units to Sarajevo, which later formed a UN battalion.

🇺🇳The high point of Churkin’s diplomatic career was his tenure as Russia’s Permanent Representative to the United Nations, a post he held for 11 years. Renowned for his extensive knowledge and adept humour, Churkin fostered and sustained good relations with his colleagues from other countries.

✍️ Foreign Minister Sergey Lavrov in his foreword to Vitaly Churkin’s memoirs, Lost in Translation: Vitaly Churkin was respected even by those foreign partners who did not always share Russia’s approaches to the key problems of our time. For example, one US Ambassador to the United Nations referred to him as “formidable as a foe, caring as a friend and fierce as a defender of Russia, the country he adored and strived to make proud.”

🇷🇺🇨🇺 Cuba is our traditional partner and an important ally in Latin America and the Caribbean. We are happy with the constructive and intensive political dialogue between Russia and Cuba at all levels.

• Today, we reaffirmed our mutual interest in continuing to build up our trade, economic and investment cooperation. Our recent decisions have contributed to the development of a full-scale legal framework for interaction in the material sphere.

• We have noted our Cuban friends’ consistent and growing interest in cooperation with #BRICS. Russia, which holds the group’s rotating chairmanship this year, will encourage this intention.

• We expressed a high opinion of our bilateral interaction or more precisely the coordination of our actions on the international stage. We will continue to support each other in the UN, protecting the ideals enshrined in the UN Charter but remain ignored and undermined by Americans and their satellites.

Cuba is interested in closer relations with #BRICS. As the country chairing BRICS this year, Russia will actively facilitate this process. We will also contribute to developing Cuba-EAEU relations.

🎙 Foreign Minister Sergey Lavrov’s remarks at a solemn ceremony of unveiling a monument to Alexander Pushkin (Caracas, February 20, 2024)

💬 While the West is mindlessly rewriting history, destroying monuments and cancelling Russian culture, we, together with our Venezuelan friends, continue to respect historical memory & convey it to new generations.

Alexander Pushkin was not only a great poet who created the modern Russian language but also a diplomat, a thinker and a patriot. He wrote:

“On my honour I swear to you that I would not wish another homeland or history than that of our ancestors.”

I have no doubt that Venezuelan patriots have the same feelings for their beautiful country. Alexander Pushkin was a contemporary of Simon Bolivar, an outstanding Venezuelan statesman, military leader and politician. Both had the same ideals – freedom, equality and fraternity – and both loyally served their country.

The name of Simon Bolivar has become the symbol of struggle for freedom and independence both within and beyond Latin America. Alexander Pushkin immortalised the glorious deeds of the national hero of Venezuela by writing about the “broad-brimmed Bolivar,” a hat that became known in Russian fashion as a symbol of progressive ideals. Today, Moscow has a monument to Simon Bolivar, which was unveiled last year in the presence of Caracas Mayor Carmen Melendez.

☝️ The values which Pushkin and Bolivar upheld have not lost their significance today. Our countries are at the forefront of the struggle for the right of all nations to choose freedom, justice and respect for their history and traditions.

🔸 Venezuela is one of the most reliable and close friends of Russia in Latin America and the world as a whole. We maintain close relations of strategic partnership. They are intrinsically valuable and do not depend on the political environment.

🔸 We agreed to accelerate and increase our levels of cooperation in all these spheres. We share the opinion that this will strengthen the stability of our national economies and the technological sovereignty of Russia and Venezuela.

🔸 In September 2023, a centre for open education, offering a number of courses in the Russian language, was established in Caracas. With the permission of our Venezuelan colleagues, we plan to open a similar centre on Margarita Island. We also intend to reopen the Russian Centre for Science and Culture in Caracas.
