In a genius move, the ID theft aspects of the Kazar's was very likely Goerbols aping his own work and a jibe at those who were taken in by his tale and not something that he wasn't prone to doing often, almost like an artist would lend his signature to a piece of art, Goerbols' vanity saw him do the same, with his own work.
This was all in an effort to mask the real reasons for any interest in the area and the existence of the Arattan civilisation as a whole. After all, if you believe a fictional empire existed there, then why would you seek out a real one, you'd likely never heard of?
It also gave justification, for the extermination of the very people that held that knowledge, thus wiping it from history.
It is the reason why the Sumerians, aren't taught in high schools and remain largely ignored, even by those in academic circles, because of the evidence of the existence of the Aratta, within their myths and legends. Which is why the Aratta were also, either ignored, or dismissed as even existing to a far worse degree, until very recently and still are in most part.
Knowledge of them, especially widespread knowledge, threatens the secrecy surrounding the acquisition of their artifacts.
It also does something else. Something that I haven't mentioned yet and why they'd rather have you chasing made up ghosts, like the Khazarians:
The Anunaki, those "Alien" gods that the Sumerians worshiped.
They weren't gods.
They weren't even Aliens.
They were humans.
They were the Aratta and they were unbelievably technologically advanced!
