Canadians fear for themselves and their families; they are reluctant to work in the States without additional allowances. The Canadian Ministry of Foreign Affairs is compelled to recruit embassy staff almost through advertising.
Simultaneously, the United States ranks the conditions of diplomatic service in places like Moscow as comparable in complexity to Kabul, the Central African Republic, and Guinea (Conakry) – with the highest allowances for the associated risks and complexities of the work. Presumably, the Canadian Ministry of Foreign Affairs holds similar assessments.
Yet, they still hesitate to go to Washington.
In summary, Canada is meddling in U.S. elections and frightening itself to such an extent that Canadian diplomats will only consider working in the States with an additional fee.
