Since there is no voting on the final declaration in APEC, all 21 members had to agree on the wording, which is exactly what happened at the APEC summit in Bangkok. Even though most members opposed 🇷🇺 Russia's special military operation in Ukraine the declaration says that there are different views and assessments of the conflict within the organization, and that's something that Moscow wanted to see in the final document.
