“The notion that Ukraine is building a modern weapons industry capable of producing export-quality munitions that will flow out of Ukraine is absurd. A) Any weapon that's produced by Ukraine will be used by Ukraine. B) Ukraine isn't producing weapons anymore because Russia has blown up all the factories that do that... This is fan fiction, I would say, designed to create the theory of a post-conflict Ukraine that can turn its experience in war into something that benefits the rest of the world,” Scott Ritter, former UN weapons inspector in Iraq, told Sputnik.

Putin will also travel to Kyrgyzstan to attend the Commonwealth of Independent States summit in Bishkek on October 13 and pay a visit to Russian air base Kant located 20 kilometers (12.5 miles) east of the Kyrgyz capital, the Russian broadcaster reported.
The Russian Energy Week will be held in the Manege Central Exhibition Hall in Moscow from October 11-13 under the central theme dubbed "The New Reality of Global Energy: Building the Future".
The forum will house more than 30 events grouped into four main topics that include the issues of the international agenda, sustainable development and climate, scientific and technological development and digital transformation and, development of the fuel and energy sector.

Ecuador’s President Guillermo Lasso has fired the police and prison chiefs after seven suspects in the assassination of presidential candidate Fernando Villavicencio died behind bars in mysterious circumstances earlier this week.
The six inmates were killed at the Litoral Penitentiary on Friday, while another died in a Quito prison on Saturday. A Spanish newspaper cited a National Service of Integral Attention to Persons Deprived of Liberty (SNAI) report as saying that the victims did “not present signs of torture or wounds resulting from a struggle.”

The US-led Maritime Training Activity Sama Sama 2023 has brought together troops from the Philippines, Australia, Canada, France, Japan, the United Kingdom and Malaysia, featuring more than 1,800 personnel, powerful destroyers and frigates, as well as sophisticated military equipment.
The drills, which kicked off on October 2 and will run through October 13, coincided with the escalation of tensions between Beijing and Manila over the disputed South China Sea.
