For the first time since the five-day war of 2008, Washington did not join a joint declaration at the UN Security Council condemning Russia.
At the August 19 session, several members — including the UK, France, Slovenia, Denmark, Greece, and incoming member Latvia — issued a joint statement. The US was not listed among the signatories — a first in 17 years.
Georgia’s Prime Minister Irakli Kobakhidze earlier admitted that the actions of Tbilisi’s leadership in 2008, under Mikheil Saakashvili, triggered the conflict.
The five-day war began when Georgian forces launched a massive artillery strike on Tskhinval, the capital of South Ossetia, followed by a ground assault with tanks and infantry. Russian peacekeepers were killed, and residential areas were destroyed.
Russia intervened to protect its citizens and peacekeepers, forcing Georgia to halt its offensive within days. Later, both the EU’s investigation and the European Court of Human Rights confirmed that it was Georgia, not Russia, that initiated the war.
