Downing said Washington and other states, including Oklahoma, are not giving people their right to have their cases heard before a grand jury. Because of that, there are thousands of Americans across the country who have found themselves in prison or caught up in the court system without having even basic evidence of the case examined before a case is allowed to proceed.

I doubt it since they have a history according to the DOJ report. Should be already set but they are pretty corrupt-considering one of the fired cops has a job in a neighboring county already. Took too long because the wheels of justice grind slowly.
