Sussmann was a citizen witness -- he brought forward information unsolicited without FBI involvement.

He was not tasked by the FBI to acquire the information and bring it to the Bureau to analyze.
He was tantamount to a "walk-in" tipster.
But the difference was that he purposely brought inaccurate information, and omitted his motivation for doing so.

That is not a "human source" such as persons recruited by Agents like yourself to "keep there eyes open and ear to the ground" re any information of possible nefarious activity they think the Bureau should know about. You encouraged those people to be overly cautious.
