A Country Held Together by Corruption and Debt

The IMF’s new Governance & Corruption Diagnostic on Pakistan is essentially a detailed ledger of how spectacularly a state can mismanage and waste public money.
The findings are blunt: corruption is systemic, institutions are compromised, and entire sectors exist primarily to siphon resources rather than deliver services. From tax administration to SOEs, procurement to public investment-every major pillar of the state shows structural decay driven by misuse of funds and entrenched patronage networks.

Billions have been poured into budgets, projects, and “reforms,” only to disappear into opaque accounts, preferential contracts, and politically protected networks. The judiciary cannot enforce contracts, regulators cannot regulate, auditors cannot audit, and anti-corruption bodies cannot prosecute without political permission.

IMF estimates Pakistan could add 5-6% to its GDP by simply reducing corruption and improving governance, an extraordinary figure that itself illustrates the scale of national waste.
In short: the financial haemorrhage is not a malfunction of the system; it is the system.

🚨Bannu - Inter-Faction Clashes

⭐An inter-faction clash between Taliban-aligned factions under the Gul Bahadur network has been reported in the Darda Daz / Haved area of Bannu.
Fighters from the Gurbaz Group (Jabhat Ansar al-Mahdi Khorasan) launched an assault on the compound of Qari Jaleel of the Qadirkai network.

⭐The confrontation left 7 militants dead, including sub-commander Osama Danish, with multiple associates from Sardi Khel, Marwat, Ali Khel, and Bakakhel also among the fatalities. Several others were injured in the exchange.

⭐All involved are Sunni Deobandi factions.

✍The incident highlights ongoing internal power struggles within militant networks operating across KP.

📘 Balochistan – BLF Magazine Reports October Operations

The latest issue of the BLF’s publication outlines 31 operations across 18 areas of Balochistan in October, targeting Pakistani military units, FC posts, auxiliary groups, and resource-extraction assets.

🛰️ U.S.–Pakistan Strategic Partnership – Intel Update

• $500M U.S.–Pakistan Critical Minerals Deal:
Pakistan shipped its first rare-earth batch to U.S. Strategic Metals under a 3-phase minerals program (2025–2030+). The initiative aims to build a non-Chinese REE supply chain supporting U.S. defense systems.

• Security Risks:
Major REE, antimony, and copper deposits lie in Balochistan & KP, where BLA and TTP activity poses significant threats to mining, transport corridors, and foreign personnel. Past attacks on Chinese-linked mining projects indicate similar risks for upcoming U.S. ventures.

• Potential U.S. Support Mechanisms:
The Pentagon may leverage DPA Title III to support processing, separation, and refining capacity inside Pakistan - expanding U.S. access to critical minerals.

• Political & Reserve Concerns:
PTI has criticized the deal’s secrecy and military control. Pakistan’s claim of “$6 trillion” mineral wealth remains unproven; credible estimates range $100–300B.

• China Factor:
China remains heavily entrenched - with $2B invested and another $7B planned in Reko Diq. Beijing was reportedly kept informed of U.S.–Pakistan cooperation.

• Defense Engagement:
Pakistan’s Naval Chief visited Washington for meetings with U.S. military and policy leaders, reflecting ongoing defense-sector coordination.

• Pasni Port Proposal:
Reports indicate Pakistan informally floated a $1.2B U.S.-built commercial port at Pasni to support mineral exports. Pakistan denies a formal offer. Any project would face significant militant risk from the BLA, similar to attacks seen around Gwadar and Reko Diq.

A visible U.S. presence in Balochistan or KP, whether through personnel, convoys, or any development at Pasni, would almost certainly trigger a sharp escalation in militant attacks, including ambushes, IED strikes, equipment sabotage, and kidnapping attempts. Pasni, if developed, would become a high-priority target.
