When CNN first reported this change, one US official said the new routes were part of an effort “to avoid being too provocative,” as the Biden administration continues to be careful to avoid any incident that could escalate into a direct conflict with Russian forces. The official said the drone flights would continue this way “for the time being,” but added there is already “an appetite” to return to the routes closer to Russian-held territory.
Asked about the new routes’ impact on intelligence gathering, Pentagon spokesman Brig. Gen. Patrick Ryder told CNN, “We’re not going to discuss missions, routes, or timing of operations. On Tuesday, the first day of meetings of the IOC Executive Committee took place in Lausanne. As a result of the meeting, decisions were made on the conditions for the participation of representatives of Russia and Belarus in international tournaments.
“During the consultations, the overwhelming majority expressed a clear intention that the way for the participation of athletes be opened. The IOC recommends that such a decision be made with the condition that it can be withdrawn by the relevant international federation. Athletes from Russia and Belarus should compete only as neutral athletes,” said Bach.
The organization also recommended that international federations create separate commissions. They will deal with the issue of allowing Russian athletes to compete.
"This commission should consider all relevant circumstances, in particular, public statements, including those made on social networks; participation in pro-war demonstrations or events, as well as the display of any symbol supporting the war in Ukraine, such as the Z symbol," the statement reads.
In January, the IOC executive committee called for the return of Russian and Belarusian athletes to international competitions in a neutral status, while proposing not to allow athletes who actively supported the special operation.

Pozdnyakov emphasized that the ROC opposes any additional doping testing of Russian athletes: he recalled that the restrictions imposed by CAS in the WADA v. RUSADA case expired last December.
"At the moment, we are guided by the WADA code and consider the proposed conditions to be unreasonable, legally untenable and excessive," he added.
The recommendation of the IOC to ban the participation of Russians in team competitions Pozdnyakov called discrimination in the disciplines that athletes represent.
