How Does a Layman Know Who The Scholar Is That He Should Ask?

He Knows Him From Before Of Person of Knowledgeable And Trustworthiness & Reliability.

Meaning He Is A Person Of Knowledge And Is Trustworthy & Ralible.

Or the Scholar's Refer Back To This Individual By Mentioning The Person's Name When giving Fatawas for Example, Shaykh Bin Baz, Ibn Uthaymīn, Albani and Shaykh Muqbil Bin Hadi.

Or Someone Who's Knowledgeable And Reliable Say's He Is to Be Taken From.

These Are Some Of The Way's.

If a Person Take's A Ruling By A Mujtihad And Act's Upon it, He Shouldn't Go Against It And Be Doubtfully Unless There's Evidence That Points To The Opposite of That.

If He Hasn't Acted Upon The Ruling Issued Then He Doesn't Need To Take It.

Meaning: If He Act's Upon A Ruling Then He Believe's It Is The Hukm of ALLĀH ﷻ In That Issue. If He Isn't Convinced Then He Shouldn't Act Upon It.
