According to the senior Venezuelan official, the incident was a reprisal following negotiations to secure the release of the citizens. He reiterated accusations of torture and cruel treatment against migrants at the Terrorism Confinement Center, which he described as a "concentration camp."
Maduro celebrates the arrival of 252 migrants from El Salvador and said it was in exchange for releasing "terrorists."

From the Poliedro in Caracas, during a "peasant congress," Maduro said that in exchange for the release of the migrants held at the Terrorist Confinement Center (CECOT) in El Salvador, his administration agreed to the release of the Americans, whom he called "terrorists who came to kill him."

Clippve reported that at least 28 citizens who were detained in Venezuela for political reasons were released in the last hours.

The non-governmental organization updated the names at 10:36 p.m. on July 18. Initially, it mentioned 14 people and, in its latest tweet about the case, the list increased to 28.

These people were held in the Tocorón prison (Aragua state); in El Helicoide-Caracas and other detention centers. They were released as part of an agreement between the United States and Venezuela.

The negotiation established the exchange of 252 Venezuelans deported from the United States who were imprisoned in the Terrorism Confinement Center (Cecot) in El Salvador, for American prisoners detained in Venezuela and political prisoners.
