2019 November - COPPA doesn't seem to apply to creators

Hoeg Law says the law has nothing on creators so I decided to look up the law and there is nothing with regards to content creators in there, it just a giant mountain of "you need parental permission to collect a kids data and the parents can ask to review or delete the data you collected about their kids" and nothing else.

please read it and tell me I'm wrong:

the law goes after website operators and last I check we don't exactly own the channel since Youtube/Google can kill it anytime they wish and creators don't collect any information so how exactly are creators supposed to comply with the law?

2019 November - Youtube is about to become a warzone because of COPPA - Anything that the FTC considers "children's content" will become unsearchable and lose 90% of current revenue, including "gaming"

2019 November - I fear for the future of this platform.

By now, we all know what COPPA has been doing with YouTube. I have long dreamt of becoming a game reviewer on this platform but never got around to it, and now I fear that I won’t be able to. So much of the content we know and love is at great risk, and even my own channel - which isn’t monetized and is used solely for fun - may not be safe. Is YouTube really gonna shut me down for not making money? Are they really going fine me $40,000 for each of my videos simply for not marking whether they are “kid-friendly”? Will our efforts in writing to COPPA make a difference in the end? Remember back in 2017/2018 when we wrote to the FCC hoping to keep Net Neutrality alive, and it wound up doing jack-shit in the end? What if it has the same effect here? Why couldn’t parents just keep an eye on their kids? I sincerely hope that this whole situation blows over and we can forget about it, but every time I look into it, I only find more and more corruption.

Heaven help us all.
