It is with great pleasure that I join you here today to present the Outstanding Achievement Award of Certificates of Appreciation and Recognition on behalf of (Nigerian Students Parliament 1st Republic. Dissolved Senators). This is the 1st year this award has been presented, and it remains one of the highest honors in this field, recognizing their effort in Students Parliament whose work has had a truly outstanding.

As a dissolved SSA Media to the National Speaker, I can tell you that the nominees this year were some of the most incredible, hardworking and compassionate NSP Senators I've had the pleasure of knowing. They have made an inestimable contribution to 1st Republic Parliament Most especially in Kano State. over their 1year of work in the Students Parliament, working to improve the lives of our students and future leaders. They have gone on to become an example in social work and innovation in combatting homelessness and worked tirelessly to obtain greater resources for people in marginalized communities. I have had the absolute honor of working closely with this senators throughout their career as Kano State 1st NSP Senators.

Without further ado, the Outstanding Achievement Award of Certificate of Appreciation and Recognition goes to (Muhammad Saddiq Abdullah Kano Central, Represented by Comrade Isyaku Y Abdullahi, Sen. Amal Abubakar Kano North, Represented by Isa Umar NANS Revolutionary Comrade, and Sen. Shamuddeen Abdulmajid Musa witness the event by him self). Please join me in congratulating them.

RESTRUCTURING IN NIGERIA IS NOT THE WAY OUT. OUR LEADERS SHOULD GO BACK TO SPECIFIC POLICY ACTIONS.

Some of the specific policy actions will include the following Steps:
1. The provision of effective security and protection for the life and property of all persons in Nigeria;
2. A just land policy;
3. Guaranteed national minimum wage and the regular payment of salaries and allowances to all wage earners;
4. A new system of social and effective national defence;
5. A programme of rural development centred around the peasant farmers;
6. A programme of building new, modern, industries in each state to bring about rapid and balanced industrialization and increase spread employment opportunities;
7. A programme of urban renewal to save old towns and cities from decay, congestion and filth; and construction of new ones which promote the work, health and happiness of all the inhabitants.
8. Free and purposeful education;
9. Free and effective health care based on national preventive health system with grassroots foundation;
10. Promotion of the dignity of women through the building of women centres run by women for accelerated literacy and acquisition of skills and civic right by all women;
11. Mass literacy campaign for all adults to make all adult population literate and numerate within a decade;
12. Creation of viable states in accordance with the wishes of the people, to promote harmonious social and economic development;
13. A purposeful and dynamic foreign policy that recognised and provides substantive support for the liberation movement in Africa, Asia and laten America as well as directed towards the achievement of African Unity and a more just and peaceful world order;
14. Social policy which will contribute to a redistribution of our national wealth and guarantee the benefits of national progress to all the workers, peasants and other toiling masses in the country;
15. Promotion and support of scientific, technical and other areas.

NORTHERN NIGERIA IN THE LAST TWO DECADES

PART ONE

Northern Nigeria comprises roughly speaking, the countries lying in both banks of the Middle Niger and Benue Rivers and the regions extending from these to Lake Chad which forms it's extreme eastern corner. The North of Nigeria is an area rich in natural solid minerals and agricultural potential. In terms of population and land mass, Northern Nigeria is 52.3% of country's population according to 2006 official census which is 73.5million, and covers nearly two thirds of Nigerian's landmass approximately 711.828 square kilometers. One state, Niger can accommodate the entire South Eastern states of Nigeria. It has occupied a total land mass of 76,363 square kilometers.

At population growth of 2.4%, Northern Nigeria is equal in size to three thriving African countries of Kenya, Ghana and Morocco and it can compete with Egypt. Northern Nigeria was under British protection and was proclaimed so in January 1st,1897 with its headquaters at Lokoja, the state capital of present Kogi. In 1914 Northern Nigeria was merged with Southern Protectorate by Fredrick Lugard in 1914. Zungeru in present Niger state was the capital of Northern Nigeria up to when it gained self independence in 15 March 1957.

Probably according to one historian, nowhere in Africa and possibly nowhere in the world- can be found varieties of tribes, or such diversity of languages as Northern Nigeria. There are about 250 languages.The dominant languages are Hausa, it shares with Arabic and Swahili the honor of being one of the three most important tongues spoken throughout the continental Africa. There are Fulani who are unquestionably the most remarkable and interesting of all the tribes and nations of Equatorial Africa. Then Kanuris who build the Borno Empire. There are hundreds of tribes and ethnic groups not so large as Hausa, Fulani and Kanuri. They are Nupe, Tivs, Jukun, Igbra, Gwari,Idoma, Igala, Okun Yoruba, Birom, Chamba, Mumuye, Tangale, Waja, Babur, Eggon, Awe, Doma, Angas, Bura, Warji, Sayi, Onoja, Bede, Karekare, Wamba, Keana,Bwari,Kutebs, Alago and Bole.

Islam has been in existence in Northern Nigeria since eleventh century in Borno and it came into contact with Hausa in the fifteenth century and established Borno Empire and Sokoto Caliphate as the largest African independent polity. Christianity much later came to Northern Nigeria through colonialists in nineteen century. There are small number who practices traditional beliefs across major dominant groups and minority tribes.

Northern Nigeria as an entity has undergone various structural transformations and metamorphosis. From one region under colonial governor Sir Carroll, and to six Northern states of Northwestern, Kaduna, Kano, Kwara, North Eastern and Benue-Plateau all led and governed by military administrators from 1967-1976. During Murtala/Obasanjo regimes more states were created and it was further balkanized. North became ten states of Sokoto, Kaduna, Kano, Niger, Kwara, Bauchi, Borno, Plateau, Gongola and Benue.One more state was added in 1987 as Katsina. In 1991 former head of state General Babangida split Kebbi out of Sokoto, Kogi out of Kwara, Jigawa out of Kano, Yobe out of Borno and disbanded Gongola to create new Adamawa and Taraba states. A further sub division was effected in 1996 by late head of state General Sani Abacha. The states are Nassarawa out of Benue, Gombe from Bauchi and Zamfara was carved out of Sokoto again. Currently in its present form North comprises 19 states.

For geo-political exigencies, North at the national level is being grouped into three zones of North West comprising seven states of Kano, Kaduna, Katsina, Kebbi, Jigawa, Sokoto and Zamfara. This zone is home of 25.56% of entire Nigerians. There are over 35 million people living in the zone. North East zone is made up of six states of Bauchi, Borno, Adamawa, Gombe, Taraba and Yobe. There are about 18 million people within the zone.
The North Central zone, which is agitating for calling it as Middle Belt Zone comprises of Benue, Niger, Kogi, Plateau, Kwara and Nassarawa states. The population of the zone is above 18 million and is 13.46% of the entire federation.

In this new dispensation, at sub state levels, Northern Nigeria comprises of 421 local government areas of Nigeria. There are nineteen governors, 57 senators as each state has three, there are 189 constituencies of federal House of Representatives, 525 state House of Assembly seats. Kano has the highest no of all elected officials in the North. Yobe is the least. Of 19 elected governors seven are from seven states of North West and the other two zones of North East and Central have six six each. Twenty one senators are from North West and eighteen eighteen for North East and Central respectively. North West have 92 members of House of Representatives, North Central 49 and North East 48. The state House of Assembly constituencies of each zone is 216 for North West, 156 North East and North Central have 153.

After Shehu Shagari newly civilian government was interrupted and toppled in December 1983 by military junta, there were three transition programs by military within fifteen years, from 1984-1998 to return Nigeria to civil rule. The long transition program of Former President Ibrahim Babangida that usher in new set of elected leaders from ward councillors, local government areas chairmen, state house of assembly members, members of upper and lower houses of National Assembly and culminating in the presidential elections in June 12, 1992. All elections were conducted under either SDP or NRC. Most actors of the two parties are old brigades of the first or second republics of pro establishment NPC-NPN or progressive NEPU-PRP. They were indirectly involved through backdoor

Babangida transition collapsed when abruptly in August 1993 he step aside and inaugurated new Interim Government of Unity under Ernest Shonekan. In less than six months General Sani Abacha staged another palace coup. Immediately he set up a transition agenda. He inaugurated a constitutional conference in 1994 and lifted political embargo. Five political parties UNCP, DPN, CNC, GDM and NCPN were registered. The old and new breed politicians from conservative and progressive find their ways into these parties. Knowingly or unknowingly, Abacha has his agenda to transmute himself from military to civilian president through five parties he registered. Elections into local government areas were conducted, similarly that of National Assembly was conducted, but suddenly in a mysterious circumstances, the head of state General Sani Abacha and the presumed winner of annulled 1992 presidential election MKO Abiola died.

The third transition program was organized by former head of state General Abdussalami Abubakar. It took him only eleven months between June 1998 and May 1999 to draft a new constitution for the country, constitute a credible election umpire and hand over to elected sets of new civilian government.

All active elements from pro-establishment and progressive parties who are alive and participated in first, second and third republics in 1954, 1978 and 1988-93 respectively, agree to work in harmony with each other, with the sole aim of removing military politicians out of political corridor and promoting one of their own to pursue their original Nigerian political agenda. It was a settled matter from Northern Nigeria elites that power should shift to South in the interest of Nigeria.

The anticipation of Northern political establishment was for the person in charge to reciprocate the mutual agreement and understanding in the best interest of one stabilized Nigeria, the sustenance of democracy and global positioning of the country in the comity of international community. At sub national level the regional development which is also an overall national interests be taken care of.

The Abubakar Abdusalmi political programme serve as spring board to actualised the vision.
