NORTHERN NIGERIA IN THE LAST TWO DECADES

PART ONE

Northern Nigeria comprises roughly speaking, the countries lying in both banks of the Middle Niger and Benue Rivers and the regions extending from these to Lake Chad which forms it's extreme eastern corner. The North of Nigeria is an area rich in natural solid minerals and agricultural potential. In terms of population and land mass, Northern Nigeria is 52.3% of country's population according to 2006 official census which is 73.5million, and covers nearly two thirds of Nigerian's landmass approximately 711.828 square kilometers. One state, Niger can accommodate the entire South Eastern states of Nigeria. It has occupied a total land mass of 76,363 square kilometers.

At population growth of 2.4%, Northern Nigeria is equal in size to three thriving African countries of Kenya, Ghana and Morocco and it can compete with Egypt. Northern Nigeria was under British protection and was proclaimed so in January 1st,1897 with its headquaters at Lokoja, the state capital of present Kogi. In 1914 Northern Nigeria was merged with Southern Protectorate by Fredrick Lugard in 1914. Zungeru in present Niger state was the capital of Northern Nigeria up to when it gained self independence in 15 March 1957.

Probably according to one historian, nowhere in Africa and possibly nowhere in the world- can be found varieties of tribes, or such diversity of languages as Northern Nigeria. There are about 250 languages.The dominant languages are Hausa, it shares with Arabic and Swahili the honor of being one of the three most important tongues spoken throughout the continental Africa. There are Fulani who are unquestionably the most remarkable and interesting of all the tribes and nations of Equatorial Africa. Then Kanuris who build the Borno Empire. There are hundreds of tribes and ethnic groups not so large as Hausa, Fulani and Kanuri. They are Nupe, Tivs, Jukun, Igbra, Gwari,Idoma, Igala, Okun Yoruba, Birom, Chamba, Mumuye, Tangale, Waja, Babur, Eggon, Awe, Doma, Angas, Bura, Warji, Sayi, Onoja, Bede, Karekare, Wamba, Keana,Bwari,Kutebs, Alago and Bole.

Islam has been in existence in Northern Nigeria since eleventh century in Borno and it came into contact with Hausa in the fifteenth century and established Borno Empire and Sokoto Caliphate as the largest African independent polity. Christianity much later came to Northern Nigeria through colonialists in nineteen century. There are small number who practices traditional beliefs across major dominant groups and minority tribes.

Northern Nigeria as an entity has undergone various structural transformations and metamorphosis. From one region under colonial governor Sir Carroll, and to six Northern states of Northwestern, Kaduna, Kano, Kwara, North Eastern and Benue-Plateau all led and governed by military administrators from 1967-1976. During Murtala/Obasanjo regimes more states were created and it was further balkanized. North became ten states of Sokoto, Kaduna, Kano, Niger, Kwara, Bauchi, Borno, Plateau, Gongola and Benue.One more state was added in 1987 as Katsina. In 1991 former head of state General Babangida split Kebbi out of Sokoto, Kogi out of Kwara, Jigawa out of Kano, Yobe out of Borno and disbanded Gongola to create new Adamawa and Taraba states. A further sub division was effected in 1996 by late head of state General Sani Abacha. The states are Nassarawa out of Benue, Gombe from Bauchi and Zamfara was carved out of Sokoto again. Currently in its present form North comprises 19 states.

For geo-political exigencies, North at the national level is being grouped into three zones of North West comprising seven states of Kano, Kaduna, Katsina, Kebbi, Jigawa, Sokoto and Zamfara. This zone is home of 25.56% of entire Nigerians. There are over 35 million people living in the zone. North East zone is made up of six states of Bauchi, Borno, Adamawa, Gombe, Taraba and Yobe. There are about 18 million people within the zone.
The North Central zone, which is agitating for calling it as Middle Belt Zone comprises of Benue, Niger, Kogi, Plateau, Kwara and Nassarawa states. The population of the zone is above 18 million and is 13.46% of the entire federation.

In this new dispensation, at sub state levels, Northern Nigeria comprises of 421 local government areas of Nigeria. There are nineteen governors, 57 senators as each state has three, there are 189 constituencies of federal House of Representatives, 525 state House of Assembly seats. Kano has the highest no of all elected officials in the North. Yobe is the least. Of 19 elected governors seven are from seven states of North West and the other two zones of North East and Central have six six each. Twenty one senators are from North West and eighteen eighteen for North East and Central respectively. North West have 92 members of House of Representatives, North Central 49 and North East 48. The state House of Assembly constituencies of each zone is 216 for North West, 156 North East and North Central have 153.

After Shehu Shagari newly civilian government was interrupted and toppled in December 1983 by military junta, there were three transition programs by military within fifteen years, from 1984-1998 to return Nigeria to civil rule. The long transition program of Former President Ibrahim Babangida that usher in new set of elected leaders from ward councillors, local government areas chairmen, state house of assembly members, members of upper and lower houses of National Assembly and culminating in the presidential elections in June 12, 1992. All elections were conducted under either SDP or NRC. Most actors of the two parties are old brigades of the first or second republics of pro establishment NPC-NPN or progressive NEPU-PRP. They were indirectly involved through backdoor

Babangida transition collapsed when abruptly in August 1993 he step aside and inaugurated new Interim Government of Unity under Ernest Shonekan. In less than six months General Sani Abacha staged another palace coup. Immediately he set up a transition agenda. He inaugurated a constitutional conference in 1994 and lifted political embargo. Five political parties UNCP, DPN, CNC, GDM and NCPN were registered. The old and new breed politicians from conservative and progressive find their ways into these parties. Knowingly or unknowingly, Abacha has his agenda to transmute himself from military to civilian president through five parties he registered. Elections into local government areas were conducted, similarly that of National Assembly was conducted, but suddenly in a mysterious circumstances, the head of state General Sani Abacha and the presumed winner of annulled 1992 presidential election MKO Abiola died.

The third transition program was organized by former head of state General Abdussalami Abubakar. It took him only eleven months between June 1998 and May 1999 to draft a new constitution for the country, constitute a credible election umpire and hand over to elected sets of new civilian government.

All active elements from pro-establishment and progressive parties who are alive and participated in first, second and third republics in 1954, 1978 and 1988-93 respectively, agree to work in harmony with each other, with the sole aim of removing military politicians out of political corridor and promoting one of their own to pursue their original Nigerian political agenda. It was a settled matter from Northern Nigeria elites that power should shift to South in the interest of Nigeria.

The anticipation of Northern political establishment was for the person in charge to reciprocate the mutual agreement and understanding in the best interest of one stabilized Nigeria, the sustenance of democracy and global positioning of the country in the comity of international community. At sub national level the regional development which is also an overall national interests be taken care of.

The Abubakar Abdusalmi political programme serve as spring board to actualised the vision.
The G18 group that vehemently fight Abacha coalase into G34, the thirty four members are Chief Alex Ekwueme former Vice president to Shehu Shagari as the chairman of the group. The rest are Alhaji Abubakar Timi, Chief Audu Ogbeh, Chief Sunday Awoniyi, Alhaji Adamu Ciroma, Alhaji Lawal Kaita, Alhaji Sule Lamido, Alhaji Atiku Abubakar, Chief Solomon Lar, Alhaji Iro Abubakar, Alhaji Dan Musa, Professor Ango Abdullahi, Alhaji Tanko Yakasai, Ambassador Aminu Wali, Ambassador Yahaya Kwande, Professor Jibrin Aminu, Professor Iya Abubakar, Alhaji Bello Kirfi, Professor Daniel Saror, Dr Suleiman Kumo, Mr Iyorcia Ayu, Chief Tom Ikimi, Alhaji Isyaku Ibrahim, Senator Walid Jibrin, Dr Garba Nadama, Alhaji Bamanga Tukur, Dr Olusola Saraki, Alhaji Sani Zangon Daura, Alhaji Musa Musawa, Chief Bola Ige, Chief Jim Nwobodo, Professor Jerry Gana, and Colonel Ahmadu Ali.

Except three of 34 members of this group the rest were all Northerners and they were the brain behind forming PDP in August 1998 as a strong, inclusive, broad-based and National Party.

Another Northern group also, spearheaded by Alhaji Umaru Shinkafi, Senators Olusola Saraki and Mahmudu Waziri and many others formed APP. Among these personalities most elected representatives and party leaders emerged after subsequent elections and at their local levels there were instrumental in emergence of all governors either in PDP or APP.
At the beginning of elections in the Abdusalmi Abubakar transition, pioneer old guards of first, second and third republics call the shots at every level. Their significance manifested more during gubernatorial elections in all states of Northern Nigeria.

From North East the quartets of Atiku Abubakar, Bamanga Tukur, Professors Iya Abubakar and Jibril Aminu were responsible for PDP and one of them ATIKU Abubakar contested Adamawa governorship seat and strongly supported Ahmed Muazu in Bauchi and Jolly Nyame in Taraba, and Suleiman Kumo lost Gombe to APP. Adamu Ciroma who could have taken control of Borno and Yobe lost the two states. In North Central Iyorcia Ayu, Ahmadu Ali, Audu Ogbeh, Professor Daniel Saror who hailed from Benue settled for George Akume, in Nassarawa Isyaku Ibrahim and Senator Walid Jibril promoted Aliyu Akwe Doma, in Plateau Solomon Lar, Ambassador Yahaya Kwande, were behind Joshua Lidani Dariye, Kogi and Kwara was firmly under late Olusola Saraki of APP and they neutralise Chief Sunday Awoniyi. Professor Jerry Gana was in charge in Niger and see to the emergence of AA Kure as governor in 1999. Ambassador Aminu Wali, Abubakar Muhammad Rimi strongly supported Engr Rabiu Musa Kwankwaso in Kano. The trio of Lawal Kaita, Iro Abubakar Dan Musa, Sani Zangon Daura, and Musa Musawa fully support Ummaru Musa Yar Aduwa, like wise Ango Abdullahi with assistance of active Kaduna elites who have dual say in both Kaduna and Katsina supported Ahmed Makarfi. But Jigawa slip from Sule Lamido and all three states created out of old Sokoto for obvious political reasons of the time fell to APP.

Some of these members from G34 were later elected as senators, or make it as National chairmen of PDP, others nominated as ministers, ambassadors, advisers and head of federal agencies and departments.

These elites in turn recruited new generation of politicians at State levels. Within two decades in nineteen Northern states sixty eight governors were produced either by PDP or APP/ANPP/APC. At state levels the governor's are all powerful dictating for the party leadership and available elective positions and they a strong pressure group to the president at the centre cannot do without governors. Two parties dominated Northern Nigeria at the start of fourth republic. The PDP with ten states and APP with nine, similar to what is obtained in SDP/NRC days.Of the nineteen Northern Nigeria governors who won in 1999, three APP lost second term chance, Kwara, Kogi and Gombe. Only Kwankwaso of all PDP governors did not make It in 2003.
There were twelve state of PDP in 2007, one CPC an offshoot of overhauled ANPP state of Nassarawa and six states of ANPP. In 2011, PDP waxes stronger with 15 governors and ANPP shrink further to three and a lone CPC. When newly merged APC was consummated, all CPC, ANPP and a South West based ACN collapses their structures towards end of 2013. A faction of PDP join APC from Kano, Sokoto, Kwara and Adamawa In the build up to 2015 general elections APC has eight governors while PDP has eleven. When the election proper in 2015 was conducted APC cleared all nineteen Northern Nigeria states except Gombe and Taraba in North East zone. In 2019 APC maintained it's lead with sixteen states against three of PDP.

In the six circles of elections conducted from 1999, 2003, 2007, 2011, and 2015 up to 2019 PDP and ANPP have sharing the seats at Red and Green Chambers of the National Assembly. In 1999 APP senators were 18, PDP 39. In 2003 APP/ANPP has 27 senators PDP has 30. In 2007 ANPP has 20, PDP 37.In 2011 ANPP has 15 PDP has 42. When a new merged APC surfaced it displaces PDP at the Senate in 2015 and 2019. APC senators in 2015 were 45, 12 from PDP. APC lost five senators to PDP. It is the same scenario in the membership of House of Representatives from North. From 1999 down to 2011 PDP has the strongest members but a vocal and important opposition APP/ANPP. But with the coming of APC in 2015 and 2019 PDP lost ground at Green Chamber.

Many Nigerians were fed up with military style of governance, and even the military lost credibility, both the top politicians and the ranking military agree to return the civil rule immediately. It is in that direction Olusegun Obasanjo was drafted to use PDP platform to contest the 1999 presidential election. The Northern military establishment see in Obasanjo a detribilised Nigerian, a believer in one indivisible Nigeria and a core member of their constituency. They supported him wholeheartedly and persuaded core political elites who are founders of PDP to jettison their long term agenda and work with him with exception of few.

The first Presidential election in the fourth republic was held in February, between PDP of Olusegun Obasanjo and Atiku Abubakar as his running mate and an alliance of APP/AD of Olu False and Ummaru Shinkafi. Atiku was already elected governer in Adamawa and was a de facto leader of PDM elements of former SDP, while Olu Falae was former secretary to the military government of the federation during Babangida regime and his running mate Alhaji Umaru Shinkafi was the head of NSO, the precursor of current DSS during Shehu Shagari rule. Eventually Obasanjo and PDP won, they consolidated their previous gains at all elections.

Immediately after forming his government in June1999, he swung into action, restructuring the government in a civil way and enacting laws and acts. Across the nation agitation for self determination, political and civil freedom, cries of marginalisation at national, regional, state and even senatorial districts, ethnic and tribal strifes which hitherto was militarily suprrassed sprang up. At political level some leaders started crying marginalisation and reading meaning to some government policies, especially expunging and retiring young serving military leaders, and the North is mostly affected much. Obasanjo government was engulfed in a serious crises. The most prominent was the Shari'a agitation started in 2000 by an APP governor of Zamfara, Sani Ahmed Yarima with formal re-introduction of application of shari'a penal code. Soon it gained weight and spread to twelve states of the country.

During this time formal groupings of Arewa Consultative Forum ACF under General Yakubu Gowon was formed to articulate and champion the cause and interests of Northern Nigeria in a larger Nigeria. And another Arewa People's Congress APC, more youthful and militant to counter Southern plank threats was also founded.
The elected governors founded a Northern Governors Forum NGF, and Middle Belt Forum was established to revive the late Joseph Tarka/Aper Aku, of the first and second republic UMBC agenda by Joshua Dariye, Air Commodore Dan Suleiman, Jerry Gana, Jonah Jang and many others. Northern Senators Forum NSF sprang to cater for the interest and to be used as an umbrella for addressing senators grievances, especially with incessant executive and legislature rumpus on the leadership of the both chambers of National Assembly.

Then came a Buhari challenge. In 2001 2002 at the heat of shari'a crises Late Wada Nas drafted General Muhammad Buhari into mainstream politics and joined APP/ANPP. On the other hand, Atiku Abubakar as the number one highest officer from the North was being pushed by NGF to challenge Obasanjo at the next circle of elections in 2003.

Apart from PDP, the second strongest party, the APP which later metamorphoses to ANPP was also mainly founded by Northern Nigeria political establishment. Similarly General Muhammad Buhari from North single handedly established CPC. APC could not have a successful story without Northern support as APC is a consummated product of ANPP, CPC and ACN merger.
