$5 billion is an estimate. An estimate that includes more than just the unit price of the missiles. The possible sale includes associated equipment and services, which can add a lot of additional costs. If they end up actually signing a contract, it will be for less than $5 billion. The unit cost of the missiles is not going to significantly deviate from the current average, which is $4 million.

To be clear, this award has been planned since at least 2022. I think the timing is an interesting coincidence; USAF contracting officers are not privy to what the White House & Pentagon are leaking to Politico. There are big implications for Ukraine though. Higher production levels mean the USAF will be more willing to part with their existing inventory.
