All seafarers must now be trained to prevent and respond to violence and harassment, including sexual harassment, bullying, and assault.
This new requirement expands the Personal Safety and Social Responsibilities module, ensuring that every seafarer understands:
• The causes and effects of harassment and abuse on board.
• Contributing factors such as stress, fatigue, discrimination, and isolation.
• How to intervene, report, and support victims and bystanders through trauma-informed approaches.
💻 Electronic Certification (Regulation I/2)
Effective 1 January 2025, seafarers’ certificates may now be issued and verified electronically using secure systems or QR codes — a step toward digital transparency and efficiency.
🧭 Human Element & Wellbeing Focus
The revised guidance in Part B highlights teamwork, inclusion, and psychological safety as vital components of safe operations.
🌍 Full STCW Review (2026 – 2028)
The IMO has also launched a comprehensive review to address future competencies in autonomous ship systems (MASS), cybersecurity, green fuels, and sustainability — preparing the next generation of seafarers for the era of digital and autonomous shipping.
For Maritime Education and Training (MET) institutions, this means:
🔹 Updating course content and assessments to reflect the new PSSR competence.

Responsibilities:

-Maintain records of safety performance, near-misses, accidents, and regulatory reporting.
