❤️‍🔥 If Monday needs a bit of magic — good news: the season of miracles is officially on — and we’re part of it

🎁 New Year is just around the corner, and now is the perfect time to give someone not just a present, but a true feeling of celebration.

This year PARI Affiliates, Let it Cash, and Click2Money have once again come together to make children’s wishes — written in their letters to Ded Moroz — come true! 🎁

We’ve also joined the “Miracle as a Gift” initiative — a project helping children from orphanages, boarding schools, and foster families receive the New Year gifts they dream of. And most importantly — *everyone* can take part.

You can choose a child’s gift on the project website: chudovdar.com
Donations are open until December 7, so little dreams can become real New Year miracles.

🔥 What’s new in iGaming this November?

🔹 Europe unites against offshore operators
Germany, France, Italy, Spain, Austria, Portugal, and the UK are launching a joint front: unified procedures, data exchange, and ad blocking. At the Madrid summit, regulators agreed that no country can fight transnational illegal networks alone. A joint strategy will be developed, including shared information on offenders.
More in the overviews:
Germany
Italy

🔹 Turkey tightens advertising rules
A new regulation is at the door:
— strict sponsorship labeling;
— disclosure of AI and filters;
— ban on targeting minors.
Time to prepare now.

🔹 Slovakia — reform on hold
The president blocked the recently adopted bill, sending it back for revision due to concerns about citizen protection and doubts about the legislative process — some amendments were not properly discussed.

🔹 Estonia lowers the online gambling tax
Instead of 6%, the rate will be 4%. The government aims not only to attract more international operators but also to increase funding for cultural and sports initiatives in the long term.

🔹 Ireland publishes a concerning report
It shows that many local players split their activity across multiple accounts. Around 10% of users operate four or more bookmaker accounts simultaneously.

🔹 Argentina introduces unified advertising rules
Mandatory “+18” and harm warnings for the entire video, strict rules for influencers — the first national standard across the country.

🔹 Australia loses $2B to offshore operators
A third of bets bypass regulation. BetStop doesn’t help — workarounds exist. Forecasts are grim: by 2029 this number may reach $5 billion.

🔹 Chile admits blocking failure
Providers cannot technically restrict access — legalization is now being actively discussed.

⚡️ Argentina introduces unified betting advertising rules: what changes on December 3

Argentina’s market is taking a major step toward unifying requirements. For the first time, a federal standard appears — mandatory for everyone, from operators to influencers. And this directly affects anyone working with iGaming advertising in the region.

✔️ Key points
Starting December 3, new gambling advertising rules come into force. All ads must now include mandatory warnings — clear, visible, and constantly displayed.

👉 What you need to know
— The warning “Compulsive gambling harms health” and the +18 label are mandatory for all formats
— The warning must take up at least 10% of the screen height, placed in bold, high-contrast text across the full width of the bottom section
— For influencers, the warning must stay on screen for the entire integration
— On radio, the warning must be read at the end without music
— Violations fall under consumer protection and fair-commerce laws

📌 Why this matters for the market
Previously, each province regulated advertising differently — resulting in inconsistencies, confusion, and challenges for operators. The new regulation cancels old norms, establishes a uniform federal standard, and creates an official mechanism for submitting complaints against violators.

At the same time, overall iGaming regulation in Argentina remains inconsistent and varies by region.

⚡️ Blocking is the new normal. Check what’s already gone dark

Recent weeks in Russia have brought a nonstop wave of restrictions: messengers, games, social networks, and services used by millions are getting hit. 📌 We created a tool that solves this problem

🔥 The biggest iGaming updates from the first week of December: bans, investigations, and new rules of the game

The week was intense: Roskomnadzor is cracking down on VPNs, Curaçao is shaken by scandals, Google rewrites the rules yet again, and illegal operators in Asia live as if in a parallel universe. Here’s the essential — short and to the point.

📌 Russia — a week of blockages
Roskomnadzor upgraded its blocking system and targeted the VLESS protocol, once considered one of the most resilient. WhatsApp*, Roblox, FaceTime, and Snapchat were taken down. Not related to VPNs — just an unfortunate harvest.
You can check the current block status here.

📌 Curaçao: regulatory scandal of the week
The prosecutor’s office is investigating CGA — no details, full fog. In parallel, former tax chief Alfonso Trona is under investigation, and the ex-minister of finance resigned amid mutual corruption accusations.
Expected licensing revenue was $17M, but the budget shows $30M — with little transparency. The regulator denies everything, the new minister demands answers. A real regulatory thriller on the island.

⚡️ Upd: The story ended calmly — Curaçao’s financial supervision council removed from its report the paragraph mentioning a possible investigation of the regulator.

📌 Global regulation: who got relief, who got pressure
— Montenegro refuses to revise its new gambling law — strict course unchanged.
— Bulgaria rejects the idea of state monopoly and privatization — the market stays free.
— Finland will launch dual licensing in 2027: B2C for operators, B2B for software.

📌 Taxes: from hits to gifts
— Zimbabwe raises operator tax from 3% to 20% and winnings tax from 10% to 25%.
— Estonia lowers its online gambling tax from 6% to 4%.
— Bolivia plans to cancel gambling tax entirely — administration costs exceed revenue.

📌 Illegal markets: the scale is shocking
— In India, up to 82% of players moved offshore after bans — illegal became mainstream.
— Indonesia uncovered a network of 328,000 domains: hacked sites, US & EU gov subdomains, malware apps, fake brands, tens of thousands of stolen accounts.
Maintaining such infrastructure costs millions — the underground level is astronomical.

📌 Google Ads changes the rules again
From December 1 in the US, Google banned CPA networks and affiliates from promoting online horse race betting. Certifications revoked, new applications rejected, violations lead to instant bans.
Licensed operators may still advertise — intermediaries no longer can. The industry will need to quickly restructure acquisition channels.
