National Coordination Committee of BRICS Network University Discussed Plans for 2026

A session of the National Coordination Committee of the BRICS Network University (BRICS NU) was held at RUDN University. The event brought together representatives from the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Agriculture of the Russian Federation, as well as leaders and delegates from 22 Russian universities participating in the BRICS Network University project.

The BRICS Network University is a consortium of higher education institutions from the BRICS nations. Initiated by the Russian Federation during its #BRICS Chairship, it was institutionalised in 2015.

On December 3–4, 2025, Rio de Janeiro will welcome participants of the BRICS International School: New Generation! The program is organized by the BRICS Expert Council-Russia, HSE University, and the Federal University of Rio de Janeiro (UFRJ), with the support of the Russian Ministry of Foreign Affairs. The school will be held as part of Brazil's 2025 Chairship in BRICS. 🔥

🌐 Who can participate?
As always, we invite scientists, analysts, diplomats, representatives of ministries and agencies, think tank experts, entrepreneurs, journalists, and leaders of youth and civil society organizations, aged 18 to 35.

💭 What can you expect?
The program will feature lectures, strategic sessions, and other activities. Young leaders will have the chance to explore key areas of BRICS cooperation and discuss the group's role in shaping a new global balance of power.

Promising areas of business cooperation in BRICS countries

Roscongress Foundation prepared an expert opinion following the SPIEF 2025 session "BRICS and Partners: Shaping a Shared Business Future."

Over the past five years, sustained political and economic sanctions pressure from the EU and US against Russia and the Global South nations has fundamentally reshaped international and macroregional markets. These markets are crucial for ensuring the economic, energy, and food security of Russia and countries across Asia, Africa, and Latin America.

In this new landscape, a multipolar world is taking shape, with #BRICS at the forefront of integration. Owing to their collective resource, industrial, technological, and socioeconomic potential, the BRICS nations are well-positioned to significantly influence the development of global and macroregional markets that underpin the economic, energy, and food security of Russia and its BRICS partners.

BRICS today: plateau or new rise

International competition continues to intensify, presenting new challenges even for the most successful formats of intergovernmental cooperation. In recent years, BRICS has emerged as one of the most crucial universal institutions in the modern world, representing the majority of nations and serving as a cornerstone of genuine multipolarity.

The group's expansion in 2024–2025 has enhanced its regional representation. Nevertheless, #BRICS must still develop its internal modus operandi and adapt to the most pressing trends in international development.

✔️How is BRICS addressing new challenges that undermine global stability and connectivity?
✔️What is the current state of cooperation among BRICS countries, including in hi-tech, artificial intelligence, and the creation of reserve currencies?
✔️What are the opportunities for its further development in the face of global upheavals?

Presentation of Report on Transformation of General Education in BRICS Countries to be Held in Moscow

On November 25, 2025, an analytical report noscriptd "Transformation of General Education in BRICS Countries" will be presented at HSE University. This report was prepared by the BRICS Expert Council-Russia in collaboration with the HSE Institute of Education.

The new report analyses how the core BRICS nations—Brazil, Russia, India, China, and South Africa—are responding in distinct ways to shared challenges in school education. The study focuses on equalising educational opportunities, integrating digital technologies, supporting teachers, advancing inclusion, preserving linguistic diversity, fostering cross-cultural dialogue, and strengthening the role of schools in fostering social cohesion.

During the presentation, experts will explore the different approaches the #BRICS nations are taking in response to global megatrends, the conditions that promote student well-being and high achievement, and how international research helps build an evidence base for improving education systems in nations with varying income levels.

Russian Deputy Foreign Minister: BRICS may put forward security initiatives during Indian Chairship

BRICS may propose new security initiatives during India’s Chairship, stated Russian Deputy Foreign Minister and Russia’s BRICS Sherpa Sergey Ryabkov.

"As India prepares to assume Chairship, we look forward with anticipation to our Indian partners presenting their perspectives on key priorities of BRICS. I anticipate that in the coming year we may hear something new from BRICS even in the sphere of ‘hard security’," he noted.


According to Ryabkov, BRICS "will continue to focus on ‘hard security’ in the broad sense of this term. However, it does not mean BRICS will necessarily serve as an idea generator or a guiding beacon in this particular sphere."

"There are certain domains where this is feasible, with artificial intelligence representing one of such domains. Under Brazil’s leadership this year, BRICS achieved a milestone: alongside streamlined wordings incorporated into the principal Summit’s declaration in Rio de Janeiro, BRICS adopted its first-ever standalone leaders’ declaration focusing on artificial intelligence. This is a significant step further. It also illustrates that #BRICS might be undergoing an internal transformation," the senior Russian diplomat pointed out.

The Russian Foreign Ministry commented on the rapprochement between the G20 and BRICS

The rapprochement between the G20 and BRICS will give a positive impetus to international economic diplomacy, said Marat Berdyev, Ambassador-at-Large for the G20, APEC and The Greater Eurasian Partnership (GEP).

"The strengthening of ties between the #G20 and #BRICS, based on the G20's already established contacts with the NBR, would also give a positive impetus to international economic diplomacy," the diplomat said.


He added that such influential groups, which include countries with developed economies, could enhance the authority and representativeness of the forum. The G20 summit will take place in Johannesburg, South Africa, on 22–23 November.

BRICS & Global South Countries Now Form Dominant Driver of Global Growth: Russian G20 Delegation Head

“We have the talent, the resources, the technology, and the capacity to drive growth and improve the lives of our people,” Deputy Chief of Staff of the Russian Presidential Executive Office Maxim Oreshkin said.


Unlike in past decades, Global South economies are now prepared to advance their own platform for economic growth, grounded in homegrown solutions, he noted at the G20 Summit.

🟠 It is indisputable that 21st-century global growth will be driven primarily by the Global South, the official stressed.

📖 Word of the week: BRICS Law Institute

The BRICS Law Institute was established in 2015 in Yekaterinburg as a platform for academic and expert cooperation between leading law schools in the 🕊🕊🕊🕊🕊 countries. Its formation was the result of many years of work by research centres, universities and international organisations.

The memorandum on the establishment of the Institute was signed by universities from Brazil, Russia, India, China and South Africa. Later, new partners joined the project, forming a broad network of law schools and research centres in the #BRICS countries.

🖋️ Key tasks of the BRICS Law Institute:
conducting comparative studies of the legal systems of BRICS countries;
preparing legal recommendations and draft documents for the harmonisation of legislation;
working on international legal acts on economic, financial, taxation and dispute resolution issues;
organising international conferences, forums and scientific meetings;
supporting publishing activities and developing legal education;
expert and analytical work on cross-border economic activities.

📊 The Institute brings together leading scholars and practitioners from Brazil, Russia, India, China, South Africa and other countries. The work is carried out within the framework of two key expert groups—on public economic disputes, international taxation and mediation, as well as on comparative law and the integration of legal education.

Russian Federal Taxation Service emphasises active cooperation with BRICS nations

The Federal Taxation Service (FTS) of Russia is actively cooperating with the BRICS nations despite sanctions pressure, stated FTS Head Daniil Egorov.

"We maintain active participation in tax cooperation with the BRICS countries, and despite external sanctions pressure, we observe a significant increase in collaboration with friendly nations," Egorov announced.


He specified that "in 2025, a pilot exchange of business requests was conducted between the tax authorities of Russia, Brazil, China, and India."

"In 2026, a joint training programme for tax officials from the #BRICS countries will be launched. We are establishing a knowledge base containing current materials on tax systems, business administration, and communication channels for foreign taxpayers in the BRICS nations," the FTS Head added.


He also noted that technological cooperation with partner countries deserves separate consideration.

Flexible integration in BRICS: window of opportunity for Africa

Over the past 18 years, BRICS summits have transformed from a small, five-nation format into a multi-layered system of forums that increasingly engages non-Western actors. The steady incorporation of the "African agenda" into BRICS final documents, alongside the growing participation of African representatives in the group's specialised bodies, clearly signals the continent's rising influence.

The creation of the "partner country" category marked a pivotal stage in the institutional development of #BRICS. This new "flexible integration" mechanism enables the group to broaden engagement with new nations while minimising the risks that arise from a lack of full consensus. The cases of Nigeria and Uganda demonstrate its practical relevance.

Russian Minister of Finance: BRICS countries are growing rapidly

Emerging economies, particularly the BRICS nations, are experiencing rapid growth and displacing developed economies, stated Anton Siluanov, Russian Minister of Finance.

"Emerging economies, first and foremost the #BRICS nations, are growing quickly and displacing developed economies. We are now witnessing these shifts—the confident, accelerated development of so-called developing countries. We observe the resistance and reluctance of developed economies to yield their position. This is evident across the board, in technology and other sectors. We support the growing share and influence of emerging economies and believe this growth should be reflected within all institutional structures," he stated.

Russian Deputy Foreign Minister: BRICS countries must engage in dialogue in their fight against terrorism

The BRICS nations must strengthen dialogue in combating terrorism and enhance their methods for countering destructive organisations, stated Sergey Ryabkov, Deputy Minister of Foreign Affairs of the Russian Federation. He emphasised the critical importance of cutting off financing for all sabotage activities.

"The urgency of this topic requires no further explanation. All #BRICS nations recognise this reality, with many facing direct terrorist threats," the Deputy Minister added.


Ryabkov highlighted that the upcoming BRICS+ Counter-Terrorism Conference, scheduled for December 3–4 in Moscow, will dedicate significant attention to coordination efforts. A separate session will focus specifically on the work of international specialised structures, addressing the current lack of synergy between units operating across different organisations.

"These units need to establish connections and multiply the impact of their work. This will help reduce duplication while ensuring proper focus and efficient use of limited resources in this field," the Deputy Minister stressed.
