Russian Federal Taxation Service emphasises active cooperation with BRICS nations

The Federal Taxation Service (FTS) of Russia is actively cooperating with the BRICS nations despite sanctions pressure, stated FTS Head Daniil Egorov.

"We maintain active participation in tax cooperation with the BRICS countries, and despite external sanctions pressure, we observe a significant increase in collaboration with friendly nations," Egorov announced.


He specified that "in 2025, a pilot exchange of business requests was conducted between the tax authorities of Russia, Brazil, China, and India."

"In 2026, a joint training programme for tax officials from the #BRICS countries will be launched. We are establishing a knowledge base containing current materials on tax systems, business administration, and communication channels for foreign taxpayers in the BRICS nations," the FTS Head added.


He also noted that technological cooperation with partner countries deserves separate consideration.

Flexible integration in BRICS: window of opportunity for Africa

Over the past 18 years, BRICS summits have transformed from a small, five-nation format into a multi-layered system of forums that increasingly engages non-Western actors. The steady incorporation of the "African agenda" into BRICS final documents, alongside the growing participation of African representatives in the group's specialised bodies, clearly signals the continent's rising influence.

The creation of the "partner country" category marked a pivotal stage in the institutional development of #BRICS. This new "flexible integration" mechanism enables the group to broaden engagement with new nations while minimising the risks that arise from a lack of full consensus. The cases of Nigeria and Uganda demonstrate its practical relevance.

Russian Minister of Finance: BRICS countries are growing rapidly

Emerging economies, particularly the BRICS nations, are experiencing rapid growth and displacing developed economies, stated Anton Siluanov, Russian Minister of Finance.

"Emerging economies, first and foremost the #BRICS nations, are growing quickly and displacing developed economies. We are now witnessing these shifts—the confident, accelerated development of so-called developing countries. We observe the resistance and reluctance of developed economies to yield their position. This is evident across the board, in technology and other sectors. We support the growing share and influence of emerging economies and believe this growth should be reflected within all institutional structures," he stated.

Russian Deputy Foreign Minister: BRICS countries must engage in dialogue in their fight against terrorism

The BRICS nations must strengthen dialogue in combating terrorism and enhance their methods for countering destructive organisations, stated Sergey Ryabkov, Deputy Minister of Foreign Affairs of the Russian Federation. He emphasised the critical importance of cutting off financing for all sabotage activities.

"The urgency of this topic requires no further explanation. All #BRICS nations recognise this reality, with many facing direct terrorist threats," the Deputy Minister added.


Ryabkov highlighted that the upcoming BRICS+ Counter-Terrorism Conference, scheduled for December 3–4 in Moscow, will dedicate significant attention to coordination efforts. A separate session will focus specifically on the work of international specialised structures, addressing the current lack of synergy between units operating across different organisations.

"These units need to establish connections and multiply the impact of their work. This will help reduce duplication while ensuring proper focus and efficient use of limited resources in this field," the Deputy Minister stressed.

The Suez Canal is ready to charge tolls for ships in BRICS national currencies

The Suez Canal is ready to collect transit fees from merchant vessels in BRICS national currencies. Approval from Egypt's Central Bank is currently pending, according to Osama Rabie, Chairman of the Suez Canal Authority.

"We are exploring the possibility of settlements in local currencies with #BRICS countries. We submitted a formal request to the Central Bank after numerous shipping companies approached us seeking to shift from US dollar payments to alternative currencies," he stated.


The Suez Canal, under Egyptian administration, ranks among the world's most vital maritime corridors, facilitating approximately 10–12% of global trade. For Egypt, the waterway represents a crucial revenue source, generating billions of dollars annually for the national budget.

Strategic Session of Civil BRICS Council took place in Moscow

On November 17–18, 2025, the Strategic Session of the Civil BRICS Council took place in Moscow. The event was organised by the BRICS Expert Council-Russia together with the Russian Chapter of the Civil BRICS Council. The session brought together representatives of civil society, research institutions, and think tanks from the BRICS nations, marking a significant step in preparing for the handover of the Civil BRICS Track Chairship to India and coordinating joint work plans for 2026. 

The opening ceremony featured Victoria Panova, Head of the BRICS Expert Council-Russia, Vice Rector at HSE University, and Co-Chair of the Russian Chapter of the Civil BRICS Council. She emphasised that as BRICS expands, the role of its Civil Track continues to grow, with sustainable horizontal ties becoming a key factor for strengthening humanitarian cooperation.

A key event of the programme was a meeting between BRICS civil society representatives and Sergey Ryabkov, Deputy Minister of Foreign Affairs of the Russian Federation and Russia’s BRICS Sherpa, along with representatives of BRICS embassies.

At the end of the meeting, the delegations summarised the outcomes of the two-day session, identified priority cooperation areas for 2026, and reached agreement on future collaboration formats for India's upcoming Chairship.

Victoria Panova: Key security challenges require honest dialogue

Victoria Panova, Head of the BRICS Expert Council-Russia and Vice Rector at HSE University, appeared as a guest on RBC's TV programme CHEZ (What It Means). During the discussion, she addressed Russia's position regarding the resolution of the conflict in Ukraine, security concerns, and current economic risks facing Europe.

Victoria Panova stressed that Moscow supports a diplomatic resolution to the conflict in Ukraine and remains prepared for negotiations that account for the legitimate interests of all parties. She noted that the initial draft peace plan aligned with the spirit of the Anchorage Agreements and demonstrated the feasibility of dialogue between two nuclear powers.

On broader security issues, the Head of the BRICS Expert Council-Russia observed that Russia has long championed the principle of indivisible security, underscoring the need to respect the interests of all states. As early as 2008, Moscow proposed developing a new European security architecture, yet these initiatives—along with subsequent proposals in 2021—were disregarded.

She also pointed out that plans to raise military spending in Europe predated the current crises, and present rhetoric primarily serves to legitimise those earlier decisions.
