Strategic Session of Civil BRICS Council took place in Moscow

On November 17–18, 2025, the Strategic Session of the Civil BRICS Council took place in Moscow. The event was organised by the BRICS Expert Council-Russia together with the Russian Chapter of the Civil BRICS Council. The session brought together representatives of civil society, research institutions, and think tanks from the BRICS nations, marking a significant step in preparing for the handover of the Civil BRICS Track Chairship to India and coordinating joint work plans for 2026. 

The opening ceremony featured Victoria Panova, Head of the BRICS Expert Council-Russia, Vice Rector at HSE University, and Co-Chair of the Russian Chapter of the Civil BRICS Council. She emphasised that as BRICS expands, the role of its Civil Track continues to grow, with sustainable horizontal ties becoming a key factor for strengthening humanitarian cooperation.

A key event of the programme was a meeting between BRICS civil society representatives and Sergey Ryabkov, Deputy Minister of Foreign Affairs of the Russian Federation and Russia’s BRICS Sherpa, along with representatives of BRICS embassies.

At the end of the meeting, the delegations summarised the outcomes of the two-day session, identified priority cooperation areas for 2026, and reached agreement on future collaboration formats for India's upcoming Chairship.

Victoria Panova: Key security challenges require honest dialogue

Victoria Panova, Head of the BRICS Expert Council-Russia and Vice Rector at HSE University, appeared as a guest on RBC's TV programme CHEZ (What It Means). During the discussion, she addressed Russia's position regarding the resolution of the conflict in Ukraine, security concerns, and current economic risks facing Europe.

Victoria Panova stressed that Moscow supports a diplomatic resolution to the conflict in Ukraine and remains prepared for negotiations that account for the legitimate interests of all parties. She noted that the initial draft peace plan aligned with the spirit of the Anchorage Agreements and demonstrated the feasibility of dialogue between two nuclear powers.

On broader security issues, the Head of the BRICS Expert Council-Russia observed that Russia has long championed the principle of indivisible security, underscoring the need to respect the interests of all states. As early as 2008, Moscow proposed developing a new European security architecture, yet these initiatives—along with subsequent proposals in 2021—were disregarded.

She also pointed out that plans to raise military spending in Europe predated the current crises, and present rhetoric primarily serves to legitimise those earlier decisions.

Russian diplomat: No Western country will join BRICS due to hostile stance

The West has approached BRICS through a lens of confrontation, so no Western country is likely to ever join the grouping, said Russian Ambassador-at-large and Russia’s coordinator in BRICS, Pavel Knyazev.

"Let’s make this clear: no Western country will ever join BRICS for a very simple reason. The so-called golden billion, or the privileged minority of developed economies, has consistently opposed multipolarity, seeking to retain the convenience and comfort of the unipolar world order as well as historical dominance," the senior Russian diplomat said at an expert discussion noscriptd "BRICS Today: Plateau or New Rise?"


Referencing an article in Foreign Affairs, a US magazine, Knyazev noted that the West views BRICS solely through the prism of confrontation.

"They are accustomed to thinking within the framework of their own paradigm, following the rationale of `whoever is not with us is against us’," he maintained. "Hence their suspicions and efforts to find ways to weaken BRICS," he argued.

"In BRICS, all decisions are made exclusively by consensus, and this is one of the main guarantees that the interests of each state are protected. This is truly a common denominator that allows us to gain additional weight in other international multilateral forums.

Since its inception, BRICS has been based on three pillars of cooperation: politics and security, economics and finance, and people-to-people cooperation.

BRICS cannot be compared to Western alliances: countries retain their strategic autonomy. Our Western opponents view the group only through the lens of confrontation. They are accustomed to thinking within their own paradigm: if you are not with us, you are against us.

Despite the growth of formats, the original name BRICS should remain the main one after the expansion. A common understanding has been reached that we will retain the original name BRICS, and other terms will be used strictly according to their definitions.

Russian Deputy Foreign Minister: Russia expects India to host BRICS Games as per tradition


Russia expects India to continue the tradition of hosting the BRICS Sports Games during its BRICS Chairship. This was stated at a press conference by Sergey Ryabkov, Deputy Foreign Minister of the Russian Federation and Russia's BRICS Sherpa.

"The BRICS Sports Games are a regular event, and we, of course, expect that our Indian colleagues and friends will continue this tradition and, in general, present a vast program for their Chairship in 2026," he said.


Ryabkov stated that the group faces great challenges in 2026.

"These are, among other things, financial and economic issues, where we place special emphasis on the use of national currencies in mutual settlements, exploring opportunities to create payment mechanisms resistant to external risks. The key projects here are the launch of a cross-border payment initiative, the creation of the BRICS Clear settlement and depository infrastructure, a reinsurance company, as well as the establishment of a new investment platform to attract additional capital investments to stimulate new growth drivers," he said.


Ryabkov also pointed out that one of the main directions of BRICS activities will be to strengthen artificial intelligence cooperation.

"We will continue to deal with cultural and humanitarian issues, including by organising large-scale events such as Academic and Civil Forums, Cultural Festivals, Film Festivals, Youth Summits, a Forum of Young Diplomats, and so on," he added.

Egyptian writer wins first BRICS Literature Award

Egyptian author Salwa Bakr has been named the first winner of the BRICS Literature Award, the prize's press service announced.

"On November 30, 2025, the first winner of the #BRICS Literature Award was revealed in Khabarovsk. Following a vote by the international jury, Egyptian writer Salwa Bakr was named the laureate. She is one of the foremost voices in contemporary Arabic literature, the author of seven short story collections, seven novels, and a play, whose works have been translated into numerous European languages," the press service stated.


The awards ceremony was held at the City Palace of Culture as part of the BRICS Arts Festival, which took place in Khabarovsk, Russia from November 26 to 30.

Victoria Panova takes part in BRICS People’s Forum in Brazil

The BRICS People’s Forum, a leading international platform for BRICS Civil Track, has opened in Rio de Janeiro. It brings together experts, researchers, and public figures to discuss critical issues of global development.

Victoria Panova, Head of the BRICS Expert Council-Russia, Vice Rector at HSE University, and Sherpa of Russia in W20 (Women's Twenty), is participating in the forum.

The event's programme addresses a broad range of topics, from the role of BRICS in the emerging multipolar order to the future of global governance. Plenary sessions and thematic discussions will cover the modernisation of global governance mechanisms and BRICS's engagement in these processes, new geopolitical configurations and systemic challenges, and the role of civil society, expert communities, and trade unions in strengthening cooperation among the BRICS nations.

Representatives from Brazil, Russia, India, China, South Africa, and other Global South nations are taking part in the forum sessions.

A Strategic Session of the Civil BRICS Council was held in Moscow on November 17–18, where experts from the BRICS countries aligned on key topics for discussion in Rio de Janeiro and developed a shared agenda.

The Civil BRICS Council was established in 2024 at the Kazan Summit on the initiative of the BRICS Expert Council-Russia and partners from the BRICS nations. It now serves as the institutional foundation for the Civil BRICS Track, with its main annual platform being the BRICS Civil Forum.

Thailand has requested India's support in gaining full membership in BRICS

Thailand has formally asked India for its backing to join BRICS as a full member state. The announcement was made by Thailand's Ministry of Foreign Affairs following a meeting between Thai Foreign Minister Sihasak Phuangketkeow and Indian External Affairs Minister Subrahmanyam Jaishankar.

"The Minister sought India's support for Thailand's aspiration to join BRICS during India's upcoming BRICS Chairship in 2026," the ministry's statement read.


"Both sides also discussed foreign policy in the context of current geopolitical challenges. Thailand reaffirmed its readiness to work with India across various multilateral platforms to enhance regional integration," the statement added.


In June 2024, Thailand informed Russia, the #BRICS presiding country, of its desire to become a full member. Last December, Thailand received formal notification from Russia of its accession to BRICS as a partner country, effective January 1, 2025. Bangkok accepted the invitation, describing this step as pivotal for its eventual goal of full membership in the group.

Russian Deputy Foreign Minister held online consultations with Egypt's BRICS Sherpa

Russian Deputy Foreign Minister and BRICS Sherpa Sergey Ryabkov held online consultations with Egypt's BRICS Sherpa, Assistant Foreign Minister Sherif Kamel. The two sides highlighted the alignment of their countries' positions and their shared commitment to further strengthening the BRICS partnership, according to a statement from the Russian Ministry of Foreign Affairs.

"Russian Deputy Foreign Minister and BRICS Sherpa Sergey Ryabkov held online consultations with Egyptian Deputy Foreign Minister and BRICS Sherpa Sherif Kamel. They noted the similarity of their nations' approaches to the group's wide-ranging agenda and reaffirmed their dedication to deepening the strategic partnership within BRICS and enhancing its global standing," the ministry stated on its official website.


The diplomatic service added that both sides commended the outcomes of Brazil's BRICS Chairship and exchanged views on prospects for cooperation during India's upcoming #BRICS leadership in 2026.

Security Council of Russia called on BRICS countries to prevent political manipulation in the fight against terrorism

The BRICS nations must work together to prevent the use of political manipulation in their counter-terrorism efforts. This statement was made by Deputy Secretary of the Security Council of Russia Yury Kokov during his address at the 2025 BRICS+ Anti-Terrorism Conference.

"We face a critical task: to ensure the fight against international terrorism is not turned into an instrument of political manipulation and pressure on the governments of sovereign states," he stated.


Kokov further emphasised that the BRICS countries must uphold the principle of multipolarity in international relations, a system that rejects double standards, hegemony, exclusivity, and claims of national superiority.

"Together, we can accomplish this. I am confident we will. It is no coincidence that a growing number of countries aspire to join BRICS and other constructive international organisations," concluded the Deputy Secretary of the Security Council of Russia.

A new project dedicated to World War II presented on the sidelines of the BRICS Civil Forum in Brazil

During the BRICS Civil Forum, held from December 1 to 4 in Rio de Janeiro, a special online course noscriptd "The People's War Is Underway: The USSR in World War II" was introduced. Developed by HSE University and the BRICS Expert Council-Russia with the support of the Civil BRICS Council, the project marks the 80th anniversary of the Soviet victory in the Great Patriotic War and is intended for a wide audience across the BRICS nations.

Historical memory of World War II is frequently subject to politicisation and distortion today. Outside of Russia, the role of the USSR in defeating Nazism is often presented in a fragmented manner, devoid of its human and emotional dimensions. This initiative seeks to restore a coherent understanding and depict the war through personal stories, documentary evidence, and verified facts.

The course comprises 12 lectures available in Russian and Portuguese, which sequentially examine key aspects of the war—from the international situation preceding the conflict and the Nazis’ crimes and genocidal policies to the mobilisation of Soviet society and pivotal battles such as the defence of Moscow and Leningrad, and the turning points at Stalingrad and Kursk.

On December 2, at the Forum in Brazil, Victoria Panova, Head of the BRICS Expert Council-Russia, Vice Rector at HSE University, and Sherpa of Russia in W20 (Women's Twenty), presented the inaugural lecture, "The World on the Eve of World War II: The USSR in the Struggle for Collective Security."

The project will be integrated into the BRICS humanitarian agenda, aiming to foster a scientifically grounded perspective on the tragedy and heroism of World War II.
