Russian Deputy Foreign Minister held online consultations with Egypt's BRICS Sherpa

Russian Deputy Foreign Minister and BRICS Sherpa Sergey Ryabkov held online consultations with Egypt's BRICS Sherpa, Assistant Foreign Minister Sherif Kamel. The two sides highlighted the alignment of their countries' positions and their shared commitment to further strengthening the BRICS partnership, according to a statement from the Russian Ministry of Foreign Affairs.

"Russian Deputy Foreign Minister and BRICS Sherpa Sergey Ryabkov held online consultations with Egyptian Deputy Foreign Minister and BRICS Sherpa Sherif Kamel. They noted the similarity of their nations' approaches to the group's wide-ranging agenda and reaffirmed their dedication to deepening the strategic partnership within BRICS and enhancing its global standing," the ministry stated on its official website.


The diplomatic service added that both sides commended the outcomes of Brazil's BRICS Chairship and exchanged views on prospects for cooperation during India's upcoming #BRICS leadership in 2026.

Security Council of Russia called on BRICS countries to prevent political manipulation in the fight against terrorism

The BRICS nations must work together to prevent the use of political manipulation in their counter-terrorism efforts. This statement was made by Deputy Secretary of the Security Council of Russia Yury Kokov during his address at the 2025 BRICS+ Anti-Terrorism Conference.

"We face a critical task: to ensure the fight against international terrorism is not turned into an instrument of political manipulation and pressure on the governments of sovereign states," he stated.


Kokov further emphasised that the BRICS countries must uphold the principle of multipolarity in international relations, a system that rejects double standards, hegemony, exclusivity, and claims of national superiority.

"Together, we can accomplish this. I am confident we will. It is no coincidence that a growing number of countries aspire to join BRICS and other constructive international organisations," concluded the Deputy Secretary of the Security Council of Russia.

A new project dedicated to World War II presented on the sidelines of the BRICS Civil Forum in Brazil

During the BRICS Civil Forum, held from December 1 to 4 in Rio de Janeiro, a special online course noscriptd "The People's War Is Underway: The USSR in World War II" was introduced. Developed by HSE University and the BRICS Expert Council-Russia with the support of the Civil BRICS Council, the project marks the 80th anniversary of the Soviet victory in the Great Patriotic War and is intended for a wide audience across the BRICS nations.

Historical memory of World War II is frequently subject to politicisation and distortion today. Outside of Russia, the role of the USSR in defeating Nazism is often presented in a fragmented manner, devoid of its human and emotional dimensions. This initiative seeks to restore a coherent understanding and depict the war through personal stories, documentary evidence, and verified facts.

The course comprises 12 lectures available in Russian and Portuguese, which sequentially examine key aspects of the war—from the international situation preceding the conflict and the Nazis’ crimes and genocidal policies to the mobilisation of Soviet society and pivotal battles such as the defence of Moscow and Leningrad, and the turning points at Stalingrad and Kursk.

On December 2, at the Forum in Brazil, Victoria Panova, Head of the BRICS Expert Council-Russia, Vice Rector at HSE University, and Sherpa of Russia in W20 (Women's Twenty), presented the inaugural lecture, "The World on the Eve of World War II: The USSR in the Struggle for Collective Security."

The project will be integrated into the BRICS humanitarian agenda, aiming to foster a scientifically grounded perspective on the tragedy and heroism of World War II.

Moscow to host scientific and educational programme Dialogue for the Future—2025

From December 5 to 9, Moscow will host the annual scientific and educational programme Dialogue for the Future-2025, organised by the Gorchakov Public Diplomacy Fund. The project will bring together young researchers, diplomats, experts in international relations, and representatives of the academic community from different countries.

Participants will engage in discussions on the self-organisation of the "Global Majority," international narratives, global regulation of artificial intelligence, and the prospects for UN reform. The program also includes lectures, excursions, project work, and meetings with leading Russian experts on world politics.

Among the speakers are Victoria Panova, Head of the BRICS Expert Council-Russia, Vice Rector at HSE University, and Sherpa of Russia in W20, as well as Igor Pilipenko, Head of the Sector for Financial Cooperation and International Monetary and Financial System at the BRICS Expert Council-Russia. They will take part in sessions dedicated to reforming the global governance system and the UN financial architecture.

Nigeria contemplates full BRICS membership

Nigeria has not ruled out seeking full BRICS membership "in due course." Nigerian Minister of Foreign Affairs Yusuf Tuggar made this statement during a panel at the Doha Forum.

He noted that Nigeria's population is projected to reach 400 million by 2050, positioning it as the world's third most populous country.

"That is why we are working to create as many jobs as possible and bring as many people into the middle class as possible," the Minister stated. "We cannot achieve this by ideology alone. We need to forge ties with as many nations as possible. We also have much to learn from many BRICS countries, as well as from many G20 countries, which we were originally slated to join. That is why we are eager to participate in associations such as BRICS and the G20."


However, he did not provide a direct answer to the moderator's question about whether Nigeria will formally apply for full BRICS membership in the coming years.

"In due time, in due time," Tuggar responded. "We must be wary of a binary approach to foreign relations. Being friends with one country does not mean you are against another. Yet it is precisely here that we face many challenges."


Nigeria is currently a #BRICS partner state.

Russia and India to strengthen climate cooperation within BRICS, SCO, and G20

Russia and India have agreed to enhance their collaboration on climate change within the Group of Twenty (G20), BRICS, and the Shanghai Cooperation Organisation (SCO). This commitment was outlined in a joint statement published on the Kremlin’s official website.

"The parties agreed to continue interactions within the G20, BRICS, and the SCO on key issues related to climate change," the document states.


The two sides specifically expressed support for advancing this cooperation within #BRICS during India’s Chairship in 2026. They welcomed the results of coordinated efforts within the BRICS Contact Group on Climate Change and Sustainable Development, particularly the launch of the BRICS Climate Research Platform and the BRICS Laboratory for Trade, Climate Change, and Sustainable Development.

We are glad to share the key points from the lecture "A Journey into China's Past: The Hidden Stories Behind China's History and Script," delivered by Maria Efimenko, Lecturer of the School of Asian Studies at HSE University, at Inostranka.

This lecture is a journey through time: from the Neolithic period and the first symbols on pottery to the modern system of simplified characters and Standard Mandarin.

The earliest signs were simple crosses, circles, and "flower-with-eye" motifs; these were sacred symbols applied to ritual objects, not used for administrative record-keeping as in Ancient Sumer.

The transition to the Shang (Yin) dynasty provided us with deciphered innoscriptions on oracle bones and shells: questions were phrased in affirmative and negative pairs so the gods’ answers—interpreted through cracks—could be read as “yes” or “no.”

The Western Zhou period featured innoscriptions on bronze vessels: essentially administrative records with dates, circumstances, appointments, and lists of gifts—a document intended for ancestors, preserved at the bottom of a ritual vessel.

Chinese characters evolved from pictograms (“horse,” “tree,” “woman”) to ideograms and then to phono-semantic compounds, combining a semantic clue with a phonetic indicator within a single character.

A primary challenge for Europeans is the disconnection between writing and sound: a character does not directly represent sound; it cannot be read phonetically “letter by letter,” as in Cyrillic or Latin noscripts.

Chinese writing left a lasting legacy in Japan, Korea, and Vietnam: local writing systems based on Chinese characters were adapted to record not the Chinese language, but their own native tongues.

Eight countries participated in a BRICS working group meeting in Tehran

Eight nations—China, Russia, India, Brazil, South Africa, the United Arab Emirates, Iran, and Indonesia—took an active part in the meeting of the #BRICS Working Group on Research Infrastructures and Mega-Science Projects, which opened on December 9 in Tehran. This was announced by Zahra Farahani, Head of Cooperation with International Organisations at the Presidential Centre for International Scientific Cooperation.

"This working group, established in 2015, aims to identify practical and operational forms of collaboration and joint research to address global issues and challenges, particularly in the Global South countries," she was quoted as saying by the Mehr News Agency.


The Tehran meeting will focus on developing joint scientific cooperation among the BRICS countries, improving funding mechanisms for large scientific projects, and strengthening the role of research institutes as drivers of innovation, sustainable development, and science diplomacy.

"Dialogue for the Future – 2025": Key Role of BRICS and New Contours of Global Governance

From December 5 to 9, 2025, the research and educational programme "Dialogue for the Future – 2025," organised by the Alexander Gorchakov Public Diplomacy Fund, was held in Moscow. Over five days, young researchers and experts from various countries discussed pivotal issues on the contemporary international agenda: the self-organisation of the Global Majority, regulation of artificial intelligence, the UN reform, and the transformation of global governance.

An important part of the event was the discussion "UN Reform in the Interests of the Majority," which featured Victoria Panova, Head of the BRICS Expert Council-Russia, Vice Rector at HSE University, and Sherpa of Russia in the Women 20 (W20). Her presentation made a significant analytical contribution to the debate, focusing participants’ attention on key issues of Global Majority representation and the role of BRICS in reshaping the global architecture.

Victoria Panova stressed that the demand from developing nations for a more equitable voice in global governance is stronger than ever. The UN structure, established after World War II, is increasingly misaligned with 21st-century realities, and reforming the Security Council while elevating the role of the Global South remain essential to the legitimacy of this institution. She noted that the #BRICS countries, owing to their economic and political momentum, have a unique opportunity to champion new approaches to global governance that respect the interests of a broad range of states.
