President Putin signed a Decree on a special procedure for compensating damage caused to Russia and the Central Bank of the Russian Federation in connection with the unfriendly actions of the United States.
Now, U.S. property or that of related persons in Russia can be used to compensate for damage to Russia and the Central Bank.
"The Russian right holder has the right to go to court in accordance with jurisdiction rules <...> with a statement to establish the fact of unjust deprivation of their property rights due to a decision by a state or judicial body of the United States of America and to seek compensation for damages," the document states.
The right holders may include the Russian Federation or the Central Bank. To compensate for damages, it will be possible to seize U.S. property or that of related persons and subsequently transfer it to the right holder. This includes U.S. citizens and residents, as well as foreign entities under their control, regardless of their place of registration.
Seizable assets include movable and immovable property, securities, shares in companies, and property rights. The list of such assets shall be provided to the court upon request by the government commission on foreign investment control.

Reuters quotes "unnamed Russian sources" as saying that Russian President Vladimir Putin is ready to halt the war in Ukraine with a negotiated ceasefire that recognises the current battlefield lines.
Comment by the President's spokesman Dmitry Peskov:
"Vladimir Putin has repeatedly said that he is ready to start negotiations on the situation in Ukraine, but only to achieve the goals of the Special Military Operation.
These goals are clear, and the realities are clear as well. The Constitution of the Russian Federation seals the list of the regions of Russia.
