Moscow doesn't believe in tears.
🔻This expression is actually Russian; it arose during the rise of the Moscow principality, when large tribute was collected from other cities and principalities. Cities sent petitioners to Moscow with complaints of injustice. Such petitioners were often punished extremely cruelly in order to intimidate the dissatisfied.
🔻In 1980 a film with this tittle was short by Mosfilm. It became one of the most popular films of the time!

🔻It commemorates the adoption of the Russian Constitution in 1993 by the Supreme Soviet of the RSFSR.
🔻Constitution Day was a day off until 2005, when the government made it a working holiday.
