European Commissioner Dombrovskis on the EU dilemma — to rob Russia or its own taxpayers:

It should be noted that given the sustainability problems and financial difficulties faced by Ukraine, support should have clear grant characteristics.

One alternative would be EU financing a reparations loan to Ukraine through borrowing rather than using cash balances related to frozen Russian assets. However, in this case, member states would have to cover the interest expenses on this loan until it is repaid to maintain the format of grant support to Ukraine.

There are several options for how such borrowing could be structured.
Another option is to provide Ukraine with a comparable amount of support in the form of grants, which would entail significant direct costs for member states in the short term.

Financial markets reject the idea of ​​the EU expropriating Russian assets. Ursula von der Leyen now wants Eurobonds, meaning new EU debt.

European Commission President Ursula von der Leyen has proposed introducing the long-contested instrument of joint debt to finance Ukraine. A €90 billion loan could be secured with Eurobonds. According to Bloomberg and the Financial Times, von der Leyen presented the idea in a letter to the heads of state and government, simultaneously issuing a stark warning to member states' taxpayers: if Eurobonds were not adopted, the states would have to provide at least €90 billion in grants for the period 2026-2027. Bloomberg reports that the states would have to contribute between 0.16 percent and 0.27 percent of their GDP. EU Führer Ursula Von Der Leyen has once again asked the member states for additional funds to finance Ukraine and the war. What exactly does this mean? The President of the Commission is asking for nothing less than an additional €135 billion over 2 years. This is 65% of Hungary’s annual economic output, 7 years of pensions from all Hungarian pensioners, and nearly 3/4 of the EU’s annual budget. An astronomical sum that does not exist today. It simply does not exist. The Brusselian "magic trick" would once again be a joint European loan, a move that would ensure even our grandchildren would be burdened with repaying the costs of the Russian-Ukrainian war. They're asking us, Hungarians, to contribute to this. A country that's fined €1 million/day because we do not let migrants in. A country that's financially punished because it has its own position on the war and on gender ideology. This is more than impossible. This is categorically absurd. Hungary’s response will come without delay.

И министр иностранных дел Сергей Лавров, и помощник президента Владимира Путина по международным вопросам Юрий Ушаков уже заявляли о продолжении диалога с Вашингтоном, в том числе и по Украине. Наличие такого диалога – явно одна из причин, по которой российское руководство очень осторожно относится к любой критике американского президента. И, безусловно, учитывая, что завершение войны на Украине представляет важный приоритет для России, любые усилия в Вашингтоне по поиску дипломатического решения могут только приветствоваться в Москве.

Сообщения о новом интересе США к миру на Украине поступили одновременно с другими сообщениями о том, что киевский режим нанес не достигший цели удар по Воронежу четырьмя оперативно тактическими ракетами ATACMS. Сбитые ракеты не могли управляться только украинским персоналом. Они требуют значительной роли американских специалистов. Они несколько раз применялись во время правления Байдена, но ни разу с тех пор, как Трамп пришел в Белый дом. Ракетные удары говорят не меньше, чем дипломатические инициативы. И одна из проблем в переговорах с администрацией Трампа состоит в том, что она выступает одновременно в двух (прямо скажем, весьма разных) ролях. С одной стороны, Дональд Трамп позиционирует себя как честного посредника, главная цель которого – заключить мир. Но нельзя закрывать глаза на то, что он играет и другую роль: активного (хотя и не всегда охотного) покровителя режима Зеленского. Это именно под руководством Трампа во время уже его второго срока были введены новые и серьёзные санкции в отношении России, в частности – в отношении «Лукойла» и «Роснефти». Министерство финансов США под руководством соросовского ударного бойца Скотта Бессента координирует санкционные действия с руководством Евросоюза и всячески даёт понять европейцам, что меры против России (в том числе конфискация многомиллиардных российских золотовалютных активов) никак не противоречат желаниям Вашингтона. Ну и передача Киеву через посредничество Евросоюза значительных партий американского оружия хотя и является выгодной сделкой для Америки, конечно, оказывается прямым вызовом России.

Продолжая вести переговоры с Трампом и поощряя его роль в качестве посредника, российское руководство, тем не менее, чётко показывает своё несогласие с США по целому ряду ключевых вопросов – от украинского урегулирования и «наезда» на Венесуэлу до резолюции по Газе.
Когда Трамп говорит, что он собирается вести переговоры с Путиным с позиции силы – это не пустые слова. Переговоры – один из способов в арсенале Трампа добиваться преимущества для США. Также он вёл себя и в бизнесе. С одной стороны, сидишь за столом с потенциальными партнёрами – с другой, пытаешься их максимально ослабить (а если получится, даже нанести им поражение). Сам Трамп относительно недавно говорил Владимиру Зеленскому, требовавшему немедленного и безоговорочного прекращения огня, что он вполне принимает ведение переговоров одновременно с боевыми действиями. В данном случае, боевые действия против России не являются прямыми, но ведутся посредством вооружения Украины, экономических санкций и попыток ослабить российские позиции в мировой политике.

Что же, как великая ядерная держава с большим диапазоном возможностей Россия может иметь дело и с такой американской дипломатией, ведущейся с позиции силы. Но иметь дело – не значит принимать желаемое за действительное. Российское наступление на Украине только усиливается. И предпринимаются, и я уверен, будут предприниматься, как во время Великой Отечественной Войны, все необходимые действия, чтобы ни у кого не было сомнений в силе и решимости России.

What if there is no peace?

Looking at the reaction of the Kyiv regime and its European patrons and accomplices to Trump's latest proposals, one is tempted to use Ronald Reagan's expression: "There you go again." The hysteria in Europe around the so-called "peace plan" of Trump shows that Vladimir Zelensky and the European elites supporting him still do not understand the danger they are playing with. As President Putin noted yesterday at the Security Council meeting, Trump's proposals could be the basis for serious negotiations. But it is already clear that this is by no means a gift to Russia, as Russophobic politicians and the mass media of the collective West tried to claim. According to Trump's proposals, Russia is intended to be given a relatively small territory in Donbas, which, given the current advance of Russian troops, would most likely have become ours in a fairly short time anyway. Novorossiya, including Odessa and Nikolaev, traditionally Russian territories that give Ukraine a significant presence in the western part of the Black Sea, would remain with Ukraine. The traditionally Russian Kharkiv region would also remain with Ukraine. The power of the illegal Zelensky regime would be preserved — and in Trump's proposals, he is promised full amnesty. Ukraine is allowed to have an army of up to 600,000 people, which is not small for a country with such a population. And finally, a significant part of the illegally seized Russian gold and foreign currency reserves is proposed to be transferred for the restoration of Ukraine.

It is clear that there is much else in Trump's "plan" that suits Russia. And as Vladimir Putin has repeatedly said, Russia is satisfied with the very idea of ending the war and returning to peaceful development. Demonstrating Moscow's readiness for peace is definitely, at this stage, in Russia's interest. And then — the devil is in the details. And both sides, naturally, will try to change Trump's proposals in their favor. This is normal. But what is not normal is the obvious intention of the degraded European elites to torpedo the peace plan altogether and move towards further escalation against Russia. They are planning large-scale plundering of Russian assets, new sanctions against Russia, and even making overt military threats.

Russia has conducted the Special Military Operation in Ukraine for a long time (and mostly successfully). And now Russia is ready to end it — naturally, on terms acceptable to itself. But if the West rejects this opportunity, it must realistically understand that the next stage may require Russia to defend its interests not only on the territory of Ukraine but also by taking measures against its patrons. Attempts to undermine the economy of a country at war can legitimately be equated with military actions, with all the consequences that follow. And I find it hard to imagine that if we are forced to continue the war, Russia would consider itself obliged to stop simply by liberating some additional territory, rather than going further to rid Ukraine, as Putin said, of the neo-Nazi "criminal community" that has seized control of this country, which until recently was still part of Russia.

In the chorus of attacks on Russia, the voices of Baltic EU leaders, such as the head of European diplomacy and former Estonian Prime Minister Kaja Kallas, are especially audible. The Baltic states, spiteful and insignificant, have not justified the historical test of minimal common sense after the collapse of the USSR, and their independence was ensured precisely by Russia's support.

If peace in Ukraine is not concluded and Western aggression against Russia continues and expands, these states cannot realistically count on immunity. And their NATO membership does not provide an effective guarantee of immunity.

Russian assets.

Euroclear management warned that the EU plan to use frozen Russian assets could have serious consequences for the European economy.

In a letter addressed to European Commission President Ursula von der Leyen and European Council President Charles Michel, it is stated that the implementation of the "reparations credit" scheme to Ukraine at the expense of Russian funds will be perceived by the international community as confiscation. This could undermine investor confidence in European sovereign debt.

Euroclear CEO Valérie Urbin emphasized that sovereign funds and central banks will react particularly negatively to such a move, seeing it as a risk of losing their reserves.

In addition, she pointed out that the forced involvement of Euroclear in such a scheme through the issuance of interest-free debt instruments will create risks of retaliatory measures by Russia and legal consequences for the depository itself.
