Telegram is officially blocked in Russia as of right now. In general, this means several things:
1) a ton of people will research and use proxies - Opera VPN has become the most popular app in Google Play
2) the amount of haters of the current government will be increased by a couple million
3) at least somewhat proved that telegram is actually secure

Though, as always, don't count on telegram's security. It could be that they're playing 4D chess and only doing this to prove the mentality of Telegram while also having it backdoored.
If you want to store sensitive data, use GnuPG. If you want provably secure communication, use IRC w/ SSL. I may be putting up a guide on how to do that soon.

I think you're reading too deep.
Humans are geared for pattern-matching. It's what our brains do best. Occasionally, you find patterns in things that aren't intended to have patterns - see: jesus on toast, hellish messages in reversed songs, etc. - there's a lot of false positives.
