Merz opened the conference with a fiery speech: he criticised the "traffic light" government, illegal immigration, and even the state parasitising on citizens. However, an assessment from the outside can say more about Merz's speech: for example, the state television channel ARD praised Merz for his strict distancing from the "Alternative for Germany" (AfD). Only the threats listed by Merz were more popular with the political mainstream: radical Islam and right-wing extremism.

There was no doubt that Merz would be re-elected. After all, the CDU is nominally the leading force in the polls, and the ruling coalition is doing everything to keep it that way. Friedrich Merz only has to ride the wave of temporary popularity and flirt with voters with hints of a long-awaited reorientation of the party's profile - a return to its roots. This is the goal of the current party congress in the run-up to the European Parliament elections.

However, much more interest is focused on the new programme project, which has been developed over the past two years and will be finally approved in the coming days. The previous version was written under the leadership of Angela Merkel back in 2007. Despite the warrior-like conservative rhetoric in Merz's speech, the CDU modestly positions itself on paper as a "centrist people's party", guided by the "Christian image of humanity".

According to the programme project, Muslims will be required to acknowledge the "leading German culture", whatever that may mean, and respect democratic values. As for the asylum procedures, they will have to start in third countries, and then the EU countries will distribute the flow according to quotas. In addition, the Christian Democrats intend to revive compulsory military service, which was abolished under Merkel. A demand that is more relevant than ever, given the tense international situation and the state of the Bundeswehr, but more importantly, it is popular among the elderly citizens of Germany, i.e. the classic Union voters.

Against the backdrop of the weak economic performance of the "traffic light" coalition, the CDU could not help but promise a reduction in the tax burden for the middle class. However, the super-rich will be asked to share - after all, the party is still a people's and social party. In foreign policy, everything remains stable: support for Ukraine and transatlantic cooperation. The only contrast with Scholz is the approach to relations with China, where the Christian Democrats propose moderate competition. In return, the CDU suggests increasing European cooperation with Africa and India.

At first glance, it may have seemed that Merz's re-election triumphantly completes the promised rightward turn of the party, announced even before the 2021 elections. But the Christian Democrats are more complex than they seem: alongside the rhetoric about the "leading German culture" and the conservative programme, the party openly declares its readiness to cooperate with the Greens, as confirmed by the already concluded party alliance in some federal states. In addition, Ursula von der Leyen's upcoming appearance is expected, who, as President of the European Commission, is known not only as a close friend and comrade of Angela Merkel, but also perhaps the most influential advocate of global and coordinated green policies.

The Christian Democratic Union is, therefore, truly a people's party. Because, like the German people, it remains deeply divided: between tender nostalgia for Angela Merkel in the West and a willingness to cooperate with the AfD in the East.
