I hope that the allies will make some important statements at the summit regarding the transfer of military equipment, air defenses and artillery shells to Ukraine, which are necessary for Ukraine's victory. Without that, of course, the issue of membership will not be discussed.
We must be sure that Ukraine will win. This is the absolute minimum necessary for Ukraine to become a member of the alliance. We certainly welcome voluntary support for Ukraine, but the longer this war goes on, the more important predictability, accountability, and fair cost-sharing becomes. I think NATO can play an important role in that regard. Of course we appreciate what the U.S. and our other allies have done, but we have also seen the U.S. take 6 months to negotiate additional aid to Ukraine. We have also seen that not all NATO countries have handed over the promised weapons. If we turn this from a voluntary supply into a commitment to NATO, then of course the supply will become larger and more reliable.
