"Unfortunately, command and control systems also depend on electricity. If Zelensky really wants his citizens to have water and electricity, all he has to do is accept Russia's conditions, and we will stop this campaign. Until he does, we will continue to attack targets that supply his army with electricity. If this has consequences for the population, that is his [Zelensky's] problem. We "cut off" their water and electricity because of the actions of the Ukrainian side towards the population of Donbas and Crimea, who were driven out of their homes and whose lives were significantly damaged. This difference will not please everyone, but for me this difference is fundamental."

Now that may not be a distinction that everybody likes but for me that distinction is fundamental.
