Tartus and Khmeimim are necessary to secure Russia's interests in Africa. In Tartus, ships servicing ports in African countries are maintained, while Russian Il-76 aircraft, flying from Russia to Africa, land at Khmeimim for refueling.

The situation may still change, American journalists believe. At the moment, almost all ships from Tartus have been moved to open sea and are located near the coast of Syria.
