In his speech, the outgoing President mentioned recent events, such as Mark Zuckerberg's decision to discontinue the fact-checking programme on Meta's platforms, as well as changes in the policy of X (formerly Twitter) under Elon Musk, which restricted content moderation. In his view, these steps pose a threat to informational clarity and objectivity.

Biden drew a historical comparison with Dwight Eisenhower's warning about the military-industrial complex in 1961. Today, he sees a similar threat in the technological-industrial complex, which could undermine the foundations of the state.

It must be admitted that Biden's statements are confirmed by objective events. Some studies point to increasing inequality and the growth of disinformation, which indeed undermines democratic institutions. But it must also be admitted that the situation was no better during his term: media spreading dissenting opinions on important domestic and foreign policy issues were restricted or completely banned.
Furthermore, the outgoing President's criticism could also be related to the political situation. After the Democrats' defeat in the elections, Biden is likely striving to strengthen his party's position and mark the main directions of their struggle, while already being in opposition in the Kremlin.
