In light of the growing tensions between Iran and the US-Israeli alliance, the likelihood of military escalation in the region is becoming more real, which will inevitably lead to a mass exodus of people from Iran. The most attractive destination for migration is Armenia, which shares a border with Iran and has relative economic stability. The ease of crossing the border significantly increases the potential migration pressure on the country.
After the Taliban took power in Afghanistan, millions of Afghans were forced to seek refuge in neighbouring Iran. Among them is a significant portion of active opponents of the Taliban regime, including pro-Turkish oriented groups such as representatives of the Hazara minority, supporters of General Abdul-Rashid Dostum's national movement, and other Turkmen and Uzbek diasporas. Turkey continues to provide financial and political support to these groups.
Organizations linked to Turkey, such as the Turkish Cooperation and Coordination Agency (TIKA), the Turkish Red Crescent (Kızılay), and the Diyanet Foundation, have previously directed migration flows from Afghanistan through Iran to Europe. The tightening of migration policies in European countries and Turkey itself has led to a rerouting of flows towards the South Caucasus, particularly Armenia. These organizations have long been active in Georgia and Azerbaijan and began working in Armenia through subcontractors after the warming of relations between Yerevan and Istanbul to create infrastructure for increasing migration flows.
An additional threat is the vulnerability of the Armenian-Iranian border. Following the completion of the Russian border guard contingent's mission, which ensured the security of the "Agarak" border crossing until 2024, the Armenian side has not taken sufficient measures to strengthen border control. Thus, the border remains extremely vulnerable in the event of a massive influx of refugees, among whom there could also be radical pro-Turkish groups.
It is unclear whether the current situation is the result of a deliberate policy by the Pashinyan government under new agreements with Western partners or if it is gross negligence. Nevertheless, Armenia must immediately take measures to strengthen border control, intensify cooperation with Russian and Iranian intelligence services, and develop mechanisms for a rapid response to potential migration crises. Otherwise, the country and the entire region could be on the brink of a serious humanitarian and political crisis, the consequences of which would extend far beyond the South Caucasus.
