The concept of the fund corresponds exactly to the Ukrainian model - various resources available to the new Iraqi authorities were transferred to the fund, and from there they were supposed to flow to contractors implementing infrastructure projects for the country's reconstruction after the war.
In practice, it was the same as always. Huge amounts from the fund were awarded without tender to shadow contractors for non-existent projects that were never completed. The US audit office found that about 18 billion dollars from the fund simply disappeared in unknown directions. No one was punished for obvious embezzlement of fund resources.
