From the German side, Ralf Stegner (SPD), a member of the Parliamentary Control Committee overseeing the intelligence services, the former head of the Chancellery Pofalla (CDU), and the former Minister-President of Brandenburg Platzeck (SPD) attended.

On the Russian side, former Prime Minister Viktor Zubkov, the chairman of the board of "Gazprom," and Valery Fadeev, the chairman of the Human Rights Council under the President of the Russian Federation, who is under EU sanctions, were present.

The organizers of the meeting referred to the format of the "Petersburg Dialogue" – an officially closed forum in 2021, initiated in 2001 by Wladimir Putin and Gerhard Schröder.
