The European Union plans to use "CO2 certificates" to achieve climate goals for 2040

According to an internal document from the European Commission, by 2036, up to 3% of the reduction in greenhouse gas emissions could be secured through the purchase of "CO2 certificates" from climate projects abroad. This would allow the EU to partially offset its emissions by funding ecological initiatives in developing countries, rather than achieving all reductions within Europe.

The proposal, which is set to be presented on 2 July, includes a legally binding target to reduce net greenhouse gas emissions by 90% by 2040 compared to 1990 levels. "CO2 certificates" that meet UN standards will be integrated into the EU CO2 market, allowing European industrial companies to purchase them to offset part of their emissions.

The document specifies that the "certificates" are to be used from 2036, and additional EU legislation will establish the quality and origin criteria for the certificates as well as the acquisition process.

The final decision on the 2040 target and the use of "CO2 certificates" will be made after negotiations between EU states and the European Parliament, which can make amendments to the Commission's proposal.

The European Commission emphasizes that the use of this system is intended to contribute to the financing of climate projects in developing countries to support global efforts to combat climate change.
