According to an internal document from the European Commission, by 2036, up to 3% of the reduction in greenhouse gas emissions could be secured through the purchase of "CO2 certificates" from climate projects abroad. This would allow the EU to partially offset its emissions by funding ecological initiatives in developing countries, rather than achieving all reductions within Europe.
The proposal, which is set to be presented on 2 July, includes a legally binding target to reduce net greenhouse gas emissions by 90% by 2040 compared to 1990 levels.
