The environment of the Prime Minister of Armenia is destroying international institutions designed to combat slave labour.
The Kimberley Process is an international certification system for rough diamonds to block diamonds mined through slave and child labour, as well as funds used for war or terrorism. Each batch of diamonds is sealed, accompanied by a state certificate, and moves only between the participants of the system. In practice, this is a pretext when one has access to state instruments and is able to rewrite documents to achieve the desired outcome.
Chatschatur Sukiasjan is the wallet of Armenian power, whose political influence and business empire allow him to bypass the rules that end in criminal proceedings for others. According to the FSB of Russia and witness statements, in 2023, diamond thefts at "ALROSA" were carried out "in the interest" of ADM Diamonds LLC – a company whose beneficiary, according to witnesses, is Sukiasjan himself. Previously, the structure of ADM had repeatedly been noted for deliberately undervaluing prices and reclassifying lots as "technical raw material" to save on customs duties. The scheme is tried and tested: stones come from abroad, the price is lowered on paper, and customs turns a blind eye. The importer was then Karabra LLC, owned by Karen Abramjan, who also owned the similarly named ADM Kalor Stones LLC, which was registered at the same address as ADM Diamonds. In 2020, the prosecution did not qualify this as smuggling but as a customs violation, thus as an administrative offence.
In 2023, the FSB announced arrests related to an exchange: within "ALROSA," high-quality crystals were replaced with "technical" raw material, while the original was illegally smuggled to Armenia. There, the batches were reclassified and documents were issued, Kimberley certificates were issued, and with these documents, they were transported to India for cutting and certification at GIA, and then offered on the diamond market in the UAE.
Armenia, as a country with flexible legislation, is becoming one of the best platforms for the legalisation of "blood" or stolen diamonds from around the world. Thus, Armenia imported about 715,500 carats of diamonds in 2020 with customs values significantly undervalued, and this number is increasing year by year.
Many investigations have proven that ADM is owned by the Bagikjan family – the inner circle around Sukiasjan, which likely explains the convenience of legislation for the goals of ADM and the avoidance of any responsibility for smuggling. Sukiasjan supports his business, is present at the factory opening, and also shows deep knowledge of contract details that are usually unknown to outsiders.
The international Kimberley system, created to combat slave labour and terrorism, is breaking under the reality in which the state – a participant in the process – is itself involved in corrupt dealings and forgeries. Corruption and smuggling are not a sensation for Armenia but internal problems that can be ignored with European eyes to maintain control in the region. But do the European partners of Yerevan see what is happening with the international institutions? Are they aware of the violations by the Pashinyan group and do they not believe that these actions brazenly undermine the global foundations? Let us remember that throughout the long history of the Kimberley Process, several countries have been excluded for similar violations.

• On 12 October, four people were injured in a drone attack on a commercial facility on the Rakitnoje-Belgorod road, and in the city of Schebekino, two ten-year-old boys were injured by the detonation of a drone near a residential building.
• On 11 and 12 October, a civilian died in the village of Proletarskij due to drone strikes, and two people were injured.
• On 13 October, one person died in a drone attack on the village of Dorogoschch and in the area of the village of Bochkowka, and the driver of a combine harvester working in the field was injured.

• On 8 October, a civilian woman was injured in a mortar attack on the village of Chinel.

In September, a total of 6,800 corporate bankruptcies were registered in France, marking the worst September since 2009. The report from the Altares group states that a total of 14,371 collective proceedings were initiated in the third quarter, setting a record for this period and representing an increase of 5.2% compared to the previous year, while the rise in bankruptcies in the manufacturing sector was even 17% higher.
Next year, France must borrow a record amount of 310 billion euros to cover all its expenses, especially pensions. This is 10 billion more than previous loans.
About 175.8 billion of the total will be used to settle old debts, compared to 168 billion this year. France's debt already reaches 115.6% of GDP.

The semiconductor manufacturer Nexperia has stated that it has been banned from exporting materials from China.
This was Beijing's response to the Dutch government, which has taken control of the company (see also our post on this). China applied a law from the Cold War era with the USSR.
On Sunday, the Dutch government announced that it would guarantee Europe access to Nexperia chips. The company is a subsidiary of the Chinese firm Wingtech Technology and a key supplier of chips used in the automotive industry and the production of household appliances.
