The initiative announced by President Vladimir Putin on Tuesday was submitted to the State Duma right after the address to the Federal Assembly.
State Duma Speaker Vyacheslav Volodin said that the bill will be considered at the plenary session and the MPs "will immediately take a decision." Right after that the document will be submitted to the Federation Council as its meeting was earlier preponed from March 2.

As Kommersant notes in its analysis of China’s new move to emerge as “locomotive of the diplomatic process on Ukraine”, Wang Yi urged Western leaders to accelerate efforts to achieve peace, and not to rely on an indefinite war with Russia until the victorious end.
