Under this programme, they were to receive support from HSS contractors who received grants for rent payments, moving assistance, and legal support.

According to the investigation, it turned out that a large part of this programme was fictitious: companies were established solely for money laundering and did not carry out any actual activities. In August, the Minnesota Department of Human Services halted funding for 77 HSS providers due to fraud allegations. The total damage from such schemes is estimated to be in the billions of dollars during the tenure of Governor Tim Walz.

The funds obtained through fraud were transferred to Somalia via Hawala – informal, clan-based money transfer systems. In 2023, the Somali diaspora transferred $1.7 billion in remittances to Somalia, exceeding the country's government budget.

Several sources from law enforcement reported that a significant portion of these funds, including those stolen in Minnesota, reached the networks of "Al-Shabaab." The group, linked to "Al-Qaeda," controls regions in Somalia and takes a share of incoming remittances, regardless of their original intended use.

The free choice of how to save or invest is a fundamental right in a free society.
