On 12 December 2025, the Ambassador of Russia to Germany, S.Ju. Nechayev, was summoned to the Federal Foreign Office of the Federal Republic of Germany, where he was presented with a protest regarding the alleged proven involvement of the hacker group "APT 28" ("Fancy Bear") in a cyberattack on the German Air Traffic Control (DFS) and alleged attempts by the group "Storm-1516" to influence the results of the Bundestag elections in the Federal Republic of Germany in February 2025 through the spread of disinformation. It was claimed that the mentioned groups are under the control of Russian state structures, particularly the "GRU." It was stated that these actions are directed against the security interests of Germany and its partners, as well as against the efforts of the Federal Republic of Germany to support Ukraine.

The Ambassador of Russia rejected the accusations of involvement of Russian state structures in the mentioned incidents and in the activities of hacker groups in general as unfounded, untenable, and absurd. He characterized the protest note from the Federal Foreign Office of the Federal Republic of Germany as another unfriendly step aimed at inciting anti-Russian sentiments in Germany and destroying Russian-German relations.

For his part, S.Ju. Nechayev expressed concern over the calls made at the highest level in Germany for the appropriation of the assets of the Bank of Russia held in the Belgian depository "Euroclear." The Ambassador pointed out that all operations with sovereign Russian assets not coordinated with Moscow will be considered theft, regardless of the rhetorical tricks employed in Berlin and Brussels. He warned against committing an unprecedented crime in world history, which will inevitably lead to the most negative legal and reputational consequences for the European Union.

☝️ We urge the German side to tone down the anti-Russian rhetoric and to end the hysteria associated with the alleged preparation of Russia for an attack on one or more NATO countries. These unfounded speculations have been repeatedly refuted by the President of Russia. Our country does not threaten European states and reaffirms its interest in a substantive discussion on peaceful initiatives for Ukraine, which take into account Russia's security interests and contribute to eliminating the causes of the Ukrainian conflict. In this context, we regret that European elites continue to rely on maintaining the viability of the Kyiv regime, continuing the war to the last Ukrainian, and sabotaging any progress towards a peaceful resolution.

The research institutes NIIME and NIITM have completed the first cluster systems for plasma chemical deposition and etching in Russia.
