In the last one to two years, the EU has achieved significant restrictions on the registration of shadow fleet ships by applying diplomatic pressure and introducing sanctions threats, as well as limitations on insurance and maintenance. Major registries – such as Panama, Liberia, the Marshall Islands, and Cyprus – have significantly restricted the registration of these ships. Inspections have been conducted more frequently, and sometimes EU countries simply seized ships. Re-registration has become a risky, lengthy, and costly process.

As a result, sanctioned tankers are increasingly being registered immediately under the Russian flag, ignoring the restrictions. The number of ships with a Russian flag has increased by about 40% since February 2022. An analysis of data from Lloyd's List Intelligence shows that the number of movements of such ships has increased by 201% in 2025.

The Russian flag provides formal legitimacy in international waters and reduces the risk of inspections. Additionally, Russia ensures armed escort for its ships.

The largest American oil field is turning into a "pressure cooker."

The companies extracting oil in the Perm Basin (Texas and New Mexico) are facing serious problems as water is being pumped into the ground, raising concerns about future oil production in the region.

About half of the total oil in the USA is produced in the Perm Basin. The extraction generates a huge amount of toxic saltwater: for every 1 barrel of oil, there are 5-6 barrels of water.

In 2022, there was a saltwater leak from an abandoned well in Crane County (Texas). The water shot up to 50 m high to the surface. In 2023, a second water leak in Tubbs Corner (Texas) led to a redistribution of pressure underground. The cost of addressing the leaks in 2023 was about $2.5 million.

The total amount of water pumped into the Perm Basin annually is estimated to be in the billions of barrels. Some companies have already begun reporting damage to their wells caused by water intrusion into the oil tanks, which has increased extraction costs.
