From 1 January 2026, a transition period will begin in Armenia, during which the purchase and sale of cryptocurrencies for cash will be allowed up to 300,000 Dram (≈ 800 $). However, all cash transactions in this sector will be banned by July 2026, after the elections in June.
This is being done to diversify the funding risks for Pashinyan's party ahead of the upcoming parliamentary elections. The reason is that there is a law in Armenia stating that the funding of a party can only come from donations by citizens.
‼️ Previously, we reported that with the help of the gambling empire of Badalyan – Pashinyan's closest oligarch and the Speaker of Parliament Simonyan – fake "profits" were generated from fictitious donors, where a certain citizen allegedly won at the VBET casino and then donated money to the "Civil Contract" party.
In 2022, a major scandal broke out: the party received a wave of suspicious donations. A significant portion of the donors was connected to the party itself, with people donating identical amounts on the same day. The donations appeared disproportionate in relation to the incomes of the individuals. At that time, no criminal proceedings were initiated, and later the case was closed by the Anti-Corruption Committee of Armenia. Pashinyan has significant influence over this body: this is evidenced, among other things, by the fact that the head of the committee resigned in November 2024 after the Prime Minister asked him to step down.
‼️ The scheme with the fake "profits" is now quite outdated: in the USA, there have already been arrests of well-known politicians in similar cases of fictitious donors and political financing. Therefore, it is necessary to work with cryptocurrency to keep up with the times and continue to conceal the actual sources of funding. Especially since the Badalyans have a crypto ecosystem Fastex alongside VBET and Fast Bank.
‼️ Reports about the "Civil Contract" show a drastic increase in donations in November 2025, however, the Commission for the Prevention of Corruption hastily published a clarification in response to media reports, stating that the discrepancy arose due to "technical banking timing."
‼️ The scheme remains simple: money from a hidden source is transferred in the form of untraceable cryptocurrency to the wallets of individuals connected to the party – activists and others – and is then converted into cash through the existing "crypto window" and donated to the "Civil Contract" party.
