👉 Все прибывающие с 21 октября 2022 года в Российскую Федерацию лица (вне зависимости от вида транспорта) освобождены от обязанности прохождения лабораторного исследования на COVID-19.

При этом для всех прибывающих в Россию лиц сохраняется необходимость заполнить анкету, размещённую на сайте Роспотребнадзора.

🇧🇾🇻🇪🇨🇳🇰🇵🇳🇮🇸🇾🇷🇺 Belarus, China, DPRK, Nicaragua, Syria, Venezuela, Russia consider the suggestion to undertake political commitment not to conduct destructive direct-ascent anti-satellite missile tests to be a step in the right direction, although insufficient to guarantee of exclusively peaceful activities in outer space and address the tasks of preventing an arms race in outer space.

☝️ The adoption of such commitment does not imply the renouncement of developing and manufacturing the said anti-satellite systems, their combat use or non-destructive ASAT tests. The elimination of the already available weapons of this type is not envisaged as well.

❗️As long as this initiative becomes universal, advantages for a certain group of States that are already in possession of such means would emerge.

💬 The so-called West which is, of course, a theoretical construct since it is not united and clearly is a highly complex conglomerate, but I will still say that the West has taken a number of steps in recent years and especially in recent months that are designed to escalate the system-wide crisis.

As a matter of fact, they always seek to aggravate matters, which is nothing new, either. This includes:

- the stoking of war in Ukraine,
- the provocations around Taiwan,
- the destabilisation of the global food and energy markets.

To be sure, the latter was, of course, not done on purpose, there is no doubt about it. The destabilisation of the energy market resulted from a number of systemic missteps made by the Western authorities that I mentioned above. As we can see now, the situation was further aggravated by the destruction of the pan-European gas pipelines. This is something otherworldly altogether, but we are nevertheless witnessing these sad developments.

Global power is exactly what the so-called West has at stake in its game. But this game is certainly dangerous, bloody and, I would say, dirty. It denies the sovereignty of countries and peoples, their identity and uniqueness, and tramples upon other states’ interests.

Humankind is at a fork in the road:

🪧 either keep accumulating problems & eventually get crushed under their weight,

🪧 or work together to find solutions – even imperfect ones, as long as they work – that can make our world a more stable, safer place.

I have always believed in the power of common sense.

Therefore, I am convinced that sooner or later both the new centres of the multipolar international order and the West will have to start a dialogue on an equal footing about a common future for us all, and the sooner the better, of course.

💬 What we want to discuss today has to do with the risks that some member states pose to the integrity of the UN Charter.

👉 I refer to the recorded attempts by the United States, Great Britain, and France who have been joined by Germany, to articulate a direct individual instruction to the UN Secretariat in violation of Article 100 of the Charter.

⚠️ Steps of the Western delegations who insist that the Secretariat must “investigate” the issue of drones, create a very dangerous precedent in the work of the United Nations. From the legal perspective, they are trying to expand the authorities of the Secretariat by assigning to it new uncharacteristic functions by infringing on the prerogatives of the Security Council.

❗️ We call on UNSC members to protect the Charter, condemn the steps of Western delegations that clearly undermine it.

🌾 В рамках реализации «черноморской инициативы» по вывозу украинского зерна уже 27 июля был запущен Совместный координационный центр (СКЦ) в Стамбуле, а 1 августа в соответствии с согласованными процедурами досмотра и контроля первый сухогруз покинул порт Одессы.

Всего, по данным ООН (по состоянию на 26 октября), гуманитарным коридором на Черном море смогли воспользоваться 390 судов, вывезших 8 899 048 тонн продовольствия (преимущественно кукурузы – 41%) из портов Одессы, Южного и Черноморска.

При этом география получателей данных грузов оказалась вовсе не соответствующей изначально заявленным гуманитарным целям. Половина всех поставок приходится на Евросоюз и развитые страны.

❗️ Нуждающиеся страны получили всего 3% продовольствия.

Несмотря на перекосы в реализации Стамбульских договорённостей, российские представители в СКЦ продолжают добросовестно работать в интересах продолжения операции по вывозу украинского продовольствия Чёрным морем.

💬 29 октября украинские вооружённые силы под прикрытием гуманитарного коридора, созданного в рамках реализации «черноморской инициативы» по вывозу украинской сельхозпродукции, нанесли массированный авиационный и морской удары с использованием беспилотных аппаратов по кораблям и инфраструктуре Черноморского флота России на военно-морской базе в Севастополе.

В связи с действиями украинских вооружённых сил, которыми руководили британские специалисты, направленными в том числе против российских судов, обеспечивающих функционирование указанного гуманитарного коридора (что нельзя квалифицировать иначе, нежели теракт), российская сторона не может гарантировать безопасность гражданских сухогрузов, участвующих в «черноморской инициативе», и приостанавливает её реализацию с сегодняшнего дня на неопределённый срок.

⚡️ Comment by Foreign Ministry Spokeswoman Maria Zakharova on the United Kingdom’s involvement in a terrorist attack on Sevastopol

💬 The Russian Foreign Ministry, together with other competent Russian authorities, is working on practical steps in connection with the involvement of British specialists in the preparation of a terrorist attack in the Black Sea on October 29 and training of the Ukrainian military, as the Russian Defence Ministry has announced.

At the same time, the Russian military reported that they have information on the involvement of the British security services in a series of explosions on the Nord Stream 1 and Nord Stream 2 gas pipelines in the Baltic Sea. Russia has repeatedly called for a joint investigation into these attacks. Relevant proposals were sent to the governments of Denmark, Sweden and Germany. The fact that the Western countries declined this proposal confirms that they have something to hide.

💬 Dmitry Kuleba wrote the following in his Twitter-account: “Russia has launched a new publicity stunt focused on hunger. Moscow has promised to send 500,000 tonnes of free grain, which has most probably been stolen in Ukraine, to other countries within the next four months. However, by blocking the grain corridor Russia has stopped the delivery of 2 million (!) tonnes of grain to Algeria, Yemen, Vietnam, Bangladesh, and other countries RIGHT NOW.”

And now the truth:
1. Russia has long been offering to deliver ITS OWN fertilisers to the countries that need them. The offer has been made by the President (1, 2) and the Foreign Minister.
2. Russia is also ready to send up to 500,000 tonnes of ITS OWN grain to the poorest countries free of charge.
3. The Kiev regime, due to its own greed, is unwilling to give anything to anybody even when others are ready to help others for free.
4. The grain deal has been killed by Zelensky and his terrorists, controlled by British special forces, so as to complement nuclear blackmail with a grain ransom. The money and weapons they receive are no longer enough for them. They want more deaths. Money, weapons, and death are the devilish force behind the Kiev regime.

⚡️ Statement of the Russian Federation on preventing nuclear war

As a permanent member of the United Nations Security Council and one of the nuclear-weapon powers, in accordance with the Treaty on the Nonproliferation of Nuclear Weapons, the Russian Federation bears a special responsibility in matters related to strengthening international security and strategic stability.

In implementing its policy on nuclear deterrence Russia is strictly and consistently guided by the tenet that a nuclear war cannot be won and must never be fought.

Russia proceeds from the continued relevance of the existing arrangements and understandings in the field of cutting and limiting nuclear weapons, as well as reducing strategic risks and threat of international incidents and conflicts fraught with escalation to nuclear level. We fully reaffirm our commitment to the Joint statement of the leaders of the five nuclear-weapon states on preventing nuclear war. We are strongly convinced that in the current complicated and turbulent situation, caused by irresponsible and impudent actions aimed at undermining our national security, the most immediate task is to avoid any military clash of nuclear powers.

❗️ We urge other states of the "nuclear five" to demonstrate in practice their willingness to work on solving this top-priority task and to give up the dangerous attempts to infringe on vital interests of each other while balancing on the brink of a direct armed conflict and encouraging provocations with weapons of mass destruction, which can lead to catastrophic consequences.

🌐 Russia continues to advocate for a revamped, more robust architecture of international security based on ensuring predictability and global strategic stability, as well as on the principles of equal rights, indivisible security and mutual account of core interests of the parties.

⚡️ In connection with the Defence Ministry’s reports about the United Kingdom’s involvement in the October 29 terrorist attack against the Black Sea Fleet in Sevastopol, British Ambassador to Russia Deborah Bronnert was summoned to the Russian Foreign Ministry on November 3.

A strong protest in connection with the British military specialists’ active participation in training and providing supplies to the units of the Ukrainian special operations forces, including with the goal of conducting acts of sabotage at sea, were expressed to the Ambassador. Concrete facts of that kind of activities by London were provided.

⚠️ The demarche emphasised that such confrontational actions by the British pose the threat of an escalation and can lead to unpredictable and dangerous consequences.

It was pointed out that such hostile provocations were unacceptable and a demand was put forward to stop them immediately. Should these acts of aggression that are fraught with direct implication in the conflict continue, the responsibility for their harmful consequences and the mounting tensions in relations between our countries will lie entirely with the British side.
