“The vision of a multipolar world: The civilizational factor and Russia’s place in the emerging world order“

Key points

🔹 The world is moving on from globalization to the emergence of civilizational platforms, and onward to the interaction and integration between them. This is a long term historical process, a whole new era that we are entering.

🔹 Civilizational commonwealths need not be, and indeed cannot be, equal in their economic and military might, territorial scope or population numbers. They are united by the fact that they can influence global processes and introduce to the global discussion their own views on how to address various problems.

🔹 A list of criteria which civilizations and other globally significant players should meet:

- the capability and will to carry out a sovereign and independent domestic and foreign policy;
- the availability of a sufficient comprehensive economic, military, demographic, scientific educational and technological potential;
- access to adequate resources that make it possible to maintain socioeconomic resilience and high-level of self-sufficiency of the national economy;
- the capability to act as an “assembly node” for contiguous geographical spaces and to lead integration projects is a critical element;
- authentic philosophy of development as well as its own “signature” vision of international politics, its authentic cultural and spiritual potential with significance for the world at large.

🔹 The compliance with the principle of sovereign equality enshrined in the UN Charter is called upon to guarantee freedom and prosperity of all countries in a multipolar world, regardless of their affiliation with a particular civilizational commonwealth. By working to ensure the compliance with this principle, we are defending a major constant in the fight for the democratization of international relations, for the protection of cultural, civilizational diversity and for the construction of a multipolar world system, in which no nation’s interests should be infringed upon.

🔹 The decolonization in the 1960s did not lead to the new independent states achieving a full-fledged economic and political sovereignty. Neo-colonialism was designed to ensure a continious diversion of resources from the developing world to satisfy the needs of the “Golden Billion.” In the wake of the disintegration of the Soviet Union and socialist commonwealth, this system spread practically worldwide under the slogans of globalization.

🔹 In the early 21st century, the rise of the Global East and Global South, which gained momentum thanks to the expanded cross-border cooperation, broke this economically and morally untenable paradigm. In 2021 BRICS countries surpassed the G7 share in the global economic activity and accounted for 32 percent of the Global GDP, calculated on the purchasing power parity basis. Economic development is followed by the acquisition of a political entity status. Each of the world’s macro-regions saw a globally significant leading country, or several such countries, come to the fore.

🔹 The realization of the fact that rules of the game are changing could, in principle, in itself become an incentive for everyone to sit down and talk. But for now, we are watching Anglo-Saxons, or rather, their ruling elites, attempt to restore the “unipolar moment” of the early 1990s by force. To get there, they are pushing to dismember civilizational commonwealths into segments, suitable to be absorbed, in line with the “divide and rule” maxim.

🔹 The civilizational factor in international affairs is a hallmark of time. As we live through the transition to a new historic era, the ever ongoing struggle of ideas and notions about the future intensifies. But this collision takes place neither in an abstract world, nor, or in a power vacuum. Its frame is defined by the geopolitical and civilizational vision of a multipolar world, which is being born today.

⚡️ On March 2, Ukrainian saboteurs committed an outrageous terrorist attack in two border villages in the Bryansk Region of Russia. We strongly condemn the act. The terrorists penetrated Russian territory, killed two civilians, and seriously wounded an 11-year-old boy.

Ukrainian officials have repeatedly acknowledged that all their actions are carried out with the approval and support of the United States and other NATO countries. The killings in the Bryansk Region were committed with NATO weapons. This raises a legitimate question about classifying those states as accomplices to such crimes and as sponsors of terrorism.

Russian investigative bodies have opened an investigation. This crime will not go unpunished.

🗓 February 26 marked nine years since the beginning of the Crimean Spring, which culminated in a referendum and the subsequent reunification of Crimea with Russia.

The starting point of these historical events was the anti-constitutional armed coup in Kiev orchestrated by the West. Its driving force was radical nationalists, who never hid their aggressive anti-Russia attitudes.

In the referendum held on March 16, 2014, the people of Crimea voted almost unanimously for its return to its native harbour. The question of Russian sovereignty over the peninsula was settled once and for all.

❗️ Today, the Kiev regime continues to plan a military seizure of Crimea and strikes against it, obviously unconcerned about the lives of the Russian civilians.

👉 Against the backdrop of the Ukrainian leadership’s aggressive statements regarding Crimea, the media reports that Kiev authorities would like to present Russian and Belarusian citizens in Ukraine with the following choice: either join the Armed Forces of Ukraine and fight, or be deported. Obviously, this issue would have arisen sooner or later. We believe that sober-minded Russians and Belarusians in Ukraine also realised this.

We are ready to accommodate all victims of the Kiev regime in Russia.

👉 СМИ, в том числе в Дании, распространяют и обсуждают различные версии о возможных участниках диверсий, произошедших в сентябре 2022 года против газопроводов «Северный поток-1» и «Северный поток-2». При этом делаются ссылки на неофициальные данные разведывательных служб различных государств или мнения частных лиц, проводивших собственное расследование этих инцидентов.

❗️Россия рассматривает диверсии против газопроводов как акт международного терроризма. Его расследование должно проводиться скоординированно, а лучше — совместно с участием всех заинтересованных государств. И тех, которые пострадали, а также и тех, которые оказались не в состоянии обеспечить безопасность критически важной европейской энергетической инфраструктуры, проходящей через их исключительные экономические зоны в Балтийском море.

🔹Только в этом случае можно обеспечить всесторонний характер расследования, его объективность и транспарентность и как следствие — достоверность его результатов. Только в этом случае можно рассчитывать на установление виновных и привлечение их к ответственности. Только в этом случае можно будет обезопасить европейскую транспортную и энергетическую инфраструктуру в мире от попыток повторения подобных диверсий.

Samtidig henvises der til uofficielle data fra forskellige staters efterretningstjenester eller meninger fra personer, der har foretaget deres egen undersøgelse af disse hændelser.

❗️Rusland betragter sabotage mod gasrørledninger som en international terrorhandling. Dets undersøgelse bør udføres på en koordineret måde, eller endu bedre, samt alle interesserede stater - begge dem, der er blevet ramt, og dem, der ikke har været i stand til at sikre den kritiske europæiske energiinfrastruktur i deres eksklusive økonomiske zoner i Østersøen.

❗️ Подобные информационные вбросы призваны отвлечь внимания от того факта, что западные страны согласовано и последовательно противодействуют подключению России к участию в проводимом ими расследовании взрывов и установлении виновных. В этих условиях российская сторона внесла на обсуждение в Совете Безопасности ООН проект резолюции, предусматривающий проведение независимого международного расследования.

❓На что указывает российское расследование взрывов?

- Россия рассматривает диверсии против газопроводов как акт международного терроризма. Масштаб диверсий указывает на возможную вовлеченность государственных структур.

❓ Что, по Вашему мнению, должны сделать датские власти в рамках своего расследования?

- Российская сторона неоднократно предлагала датской стороне наладить взаимодействие по расследованию взрывов на газопроводах, но неизменно получала категорический отказ. На обращения Генеральной прокуратуры России об оказании правовой помощи датская сторона также ответила отказом. Не встретил поддержки датской стороны и российский проект резолюции СБ ООН.

❗️ Такая датская позиция противоречит декларируемой Копенгагеном необходимости международного взаимодействия в борьбе с терроризмом и преступностью и вызывает множество вопросов о причинах такой непоследовательности.

❓ Question: Ukraine has resumed talks with partners regarding the grain deal. Reuters reported, with a reference to a top official in the Ukrainian authorities, that Ukraine commenced talks to extend the grain deal. According to the report, the Russian side did not take part in the talks. What can you say about these reports?

💬 Answer: We are well aware of the statements by various sides, including the Kiev regime, on the extension of the Black Sea Grain Initiative, whose second term (120 days) expires on March 18. There were no talks conducted in this regard, especially with participation of the Russian representatives.

Our general position regarding the package proposal of UN Secretary-General Antonio Guterres, which comprises the Russia-UN Memorandum to normalise national agricultural exports, as well as the aforementioned Black Sea Grain Initiative, is well-known and remains intact.

We proceed from the fact that the agreements entered into in Istanbul on July 22, 2022, need to be fulfilled in conjunction with one another in order to resolve the specified humanitarian tasks to overcome the food crisis and help the countries in need in Africa, Asia and Latin America.

❗️ We have to state that so far only the Ukrainian part has been effectively implemented, Russian agricultural exports continue to be blocked by western unilateral sanctions.

Another round of consultations of a Russian interdepartmental delegation with UNCTAD Secretary-General Rebeca Grynspan and head of the United Nations Office for the Coordination of Humanitarian Affairs Martin Griffiths, who supervise the Russia-UN Memorandum and the Black Sea Grain Initiative, respectively, will take place in Geneva on March 13.

💬 В Нью-Йорке продолжается работа над российским проектом резолюции Совета Безопасности ООН об учреждении Генеральным секретарем ООН независимой международной комиссии по расследованию обстоятельств взрывов на газопроводах «Северный поток». Российская делегация провела четыре раунда переговоров, пытаясь выработать приемлемый для всех членов Совбеза текст. Поиск столь необходимого компромисса будет продолжен, учитывая важность установления заказчиков и исполнителей теракта.

В данном контексте обратили внимание на недавно появившуюся информацию о том, что в ходе обследования с разрешения датских властей компанией «Нордстрим АГ» одной из ниток трубопровода в исключительной экономической зоне Дании на расстоянии 30 километров от места взрыва был обнаружен «предмет», который не является частью конструкции «Северного потока», но может представлять собой элемент взрывного устройства.

На прошлой неделе в МИД России был вызван посол Дании, который на тот момент проявил незнание данного факта. Сегодня во время встречи он отметил, что принимаются все меры для изучения ситуации с учетом «аспектов безопасности и экономики», фактически ограничившись общими словами.

Обнаруженная в ходе упомянутого обследования «находка» ещё раз подчеркивает острую необходимость срочного принятия Советом Безопасности резолюции об учреждении Генсекретарем ООН соответствующей комиссии с целью пролить свет на все обстоятельства диверсии с тем, чтобы подобное не повторялось в будущем.

☝️ Уход стран «коллективного Запада» от конструктивной работы над проектом резолюции, учитывая их отказ допустить Россию к расследованию, станет свидетельством намеренно создаваемых препятствий в установлении истины.

❗️ Очередной целью журналистской «охоты на ведьм» стали русскоязычные пользователи социальных сетей, поддерживающие действия России. В статье «Юлландс-Постен» (12 марта) их заклеймили российскими агентами влияния, распространяющими дезинформацию.

▪️ По логике материала, малейший отход от догм «мира, основанного на правилах» – результат спланированной «антидемократической» акции. Любой, кто придерживается другой точки зрения – как минимум, конспиролог, а как максимум – «агент Кремля». Такую позицию высказали и спикеры сразу нескольких партий Дании, назвав само существование пророссийских высказываний «глубоко проблематичным».

▪️ При этом ни журналисты издания, ни опрошенные эксперты не приводят ни одного доказательства недостоверности проанализированных ими публикаций. Возможности же судить самостоятельно читателям «Юлландс-Постен» не предоставляют: на упомянутые посты не оставляют ссылок и не передают их содержание хотя бы описательно.

▪️ Примечательна реакция представителей самих социальных сетей: в остальное время ратующие за свободу слова, в интервью датскому изданию они не стесняются признавать, что просмотры несоответствующих западным нарративам публикаций намеренно занижаются.

❗️ Словом, – при полной поддержке политиков и медиасообщества – в Дании продолжается «зачистка» информационного пространства. Инакомыслие выкорчевывают теперь и из соцсетей, иллюстрируя как на практике реализуется право на свободу слова и самовыражения.

▪️ Ifølge materialets logik er den mindste afvigelse fra den "regelbaserede verdens" dogmer resultatet af planlagte "antidemokratiske" handlinger. Enhver, der har et andet synspunkt, er i det mindste en konspirationsteoretiker og i værste fald en "Kremlin-agent". Denne holdning blev også udtrykt af ordførere fra flere danske partier, idet de kaldte selve eksistensen af pro-russiske udtalelser "dybt problematisk".

▪️ Samtidig giver hverken journalister eller de interviewede eksperter noget bevis på upålideligheden af de publikationer, de analyserede. Jyllands-Postens læsere får ikke mulighed for at dømme selvstændigt: der er ingen links til de nævnte indlæg, deres indhold overføres ikke.

🔹 The new nationalist authorities started off with a crackdown on the Russian language and everything that was Russian. They used education, movies, television to spread the idea that Russian meant alien. As a result, Ukraine brought up a new generation of people who believed <...> that Russians were enemies and Ukrainians were a supernation, whom the Moscals “had robbed of everything”.

🔹 After the anti-constitutional coup of 2014 Ukraine completely turned into an “anti-Russia”, and Russophobia was elevated to the rank of state policy. The activists of Maidan never concealed their hateful Russophobic views.

🔹 Threats of abolition of their native language and attempts to impose Nazi collaborators and criminals as heroes were the key reason for justified protests of the people of Donbass, where more than 80 % spoke Russian in everyday life.

🔹 For nine years, Ukrainian authorities were systematically eliminating everything they could relate to Russia. By doing so, they undermined the basis of the society that had shared a cultural and civilizational unity with Russia for centuries.

🔹 In September 2021, Zelensky called on all Ukrainians who thought themselves to be Russian to leave the country. He called it “an internal choice”: want to live in Ukraine and have a future for your kids and grandkids here? Then be Ukrainian, give up on your Russian identity.

🔹 Off-scale Russophobic campaign in that country that was started by Zelensky’s clique poses a direct threat to international peace and security, because in such circumstances, no peace and good neighborly relations with Ukraine are possible at all.

☝️ We did and do want our Ukrainian colleagues to simply observe basic rights and freedoms, which our Western colleagues monitor so scrupulously at home. But somehow, when it comes to Ukraine they apply different standards.

❗️ #DebunkingMyths spread by the EU leadership

Myth:

Are EU sanctions aggravating the global food crisis? No. It is Russia’s unprovoked invasion of Ukraine and Russia’s deliberate actions - such as limiting grain exports from Ukraine, burning crops and silos, stealing Ukrainian cereals, and complicating trade - that is provoking a global food crisis.

Facts:

The European Union persists in misleading the international community by accusing Russia of provoking a global food crisis.

When it comes to dealing with food supplies within the EU, a more sober analysis of what caused this situation exposes the political slogans for what they are. For example, on February 16, 2023, the European Parliament adopted a resolution on ensuring availability and affordability of fertilisers in the EU, which notes that high prices have been observed in the agricultural sector over the last two years. However, understanding this fact does nothing to prevent Brussels from artificially creating additional food security risks for the entire world, including by imposing new restrictions against Russia.

⚠️ The EU sanctions directly target agricultural and fertiliser production in Russia. The list of goods that cannot be exported to Russia is growing.

The EU intentionally drafted exemptions from the sanctions regime for agricultural products using legal language which gives member states ample room for manoeuvre, making these restrictions non-binding, both de facto and de jure. The EU tends to use a different kind of language and concise wording when it suits its interests in order to extract specific items from the sanctions regime. However, it does not want to do so for Russia’s agricultural exports to the EU, because its true goal consists of undermining Russia’s positions as the largest grain and fertiliser exporter.

❗️ #DebunkingMyths spread by the EU leadership

Myth:

The consequences of the war have global dimensions. They include food and energy security risks that trigger price hikes fraught with serious consequences for people in the poorest countries. The growth of prices on food and basic necessities has become an added burden to the difficulties of everyday life in many countries. During the year, the EU and its countries made their contribution to relieving this burden that is a result of this war (Remarks by the EU High Representative for Foreign Affairs and Security Policy Josep Borrell at the UN Security Council, February 24, 2023, New York).

Facts:

The European Union is going all-out to change its image and present itself to the former colonies of its member-countries as a generous and selfless political association promoting justice and prosperity in the world.

☝️ Financial aid is the EU’s main trump card in this context. However, the provision of financial and technical assistance to the needy cannot be an equitable replacement for the grain and fertiliser they have failed to receive in full.

Meanwhile, statements by EU officials about growing food security risks and the plans to impose more and more sanctions are triggering price hikes on grain and other food on the world market. Considering the psychology of the market, this is bound to affect the costs of cargo insurance and other relevant services.

⚠️ This will make food less and less affordable to the people in needy countries.

Обратили внимание на заявление мининдел Дании Л.Лёкке Расмуссена, содержащее отказ предоставить разрешение российской стороне на участие в расследовании диверсий на «Северном потоке – 1» и Северном потоке – 2».

🇩🇰 Хорошо известно, что Дания на протяжении двух с половиной лет намеренно затягивала рассмотрение вопроса с предоставлением компании «Норд Стрим 2 АГ» разрешения на строительство газопровода «Северный поток – 2» в исключительной экономической зоне королевства. Весьма показательное отношение. Очевидно, ещё тогда Копенгаген отрабатывал указания своих заокеанских покровителей.

На этот раз глава внешнеполитического ведомства Дании назвал вещи своими именами. Копенгаген, столь рьяно защищающий интересы США в Европе, изначально не был заинтересован в проведении расследования, которое могло бы пролить свет на истинных исполнителей и заказчиков терактов. Невнятная реакция датской стороны на переданную ей информацию об обнаружении компанией «Норд Стрим 2 АГ» объекта в районе сварного соединения в ходе обследования газопровода «СП – 2» в феврале 2023 года является очередным подтверждением этого.

МИД России неоднократно комментировал действия датских властей по «Северным потокам». Подчёркиваем, что на сегодняшний день ни на одно из многочисленных обращений российской стороны датские власти не удосужились дать сколь-либо вразумительный ответ или предоставлять какие-либо результаты расследования. И это при том, что именно Россия, как собственник газопроводов «Северный поток – 1» и «Северный поток – 2», является потерпевшей стороной.

Не посчитал Копенгаген нужным давать какой-либо ответ на переданное еще в октябре 2022 года официальное послание Председателя Правительства Российской Федерации М.В.Мишустина в адрес премьер- министра Дании М.Фредериксен с предложением об участии представителей российских компетентных федеральных органов исполнительной власти и ПАО «Газпром» в расследовании.

❗️ Несмотря на отказ датской стороны в совместном расследовании диверсий, МИД России продолжит добиваться от Копенгагена ответов на поставленные ранее вопросы. «Замести под ковер» этот вопрос не удастся.

☝️ Исходим из того, что только всестороннее и открытое международное расследование с обязательным участием российских представителей способно предоставить общественности достоверные и объективные данные о причинах, исполнителях и заказчиках диверсий.

🗓 Acting in violation of international law and supported by its allies, the United States launched the Iraq invasion on March 20, 2003. This reckless undertaking wiped out Iraq’s statehood and military, throwing its economy and social sector into complete disarray, and plunging the country into many years of internal military and political strife, from which it has yet to recover.

The invasion also resulted in the overthrow and execution of the legitimate President of Iraq Saddam Hussein, the destruction of the country's basic infrastructure, a severe deterioration of the health system, and rise in crime.

❗️ It is worth mentioning that weapons of mass destruction have never been found in Iraq. Leaders of the countries which invaded Iraq justified their criminal actions by citing faulty intelligence.

According to various estimates compiled by the academic community and NGOs, from 100,000 to 205,000 civilians met a violent death, and the invasion indirectly caused about 650,000 civilian casualties (independent reports & surveys give a wide range of estimates up to 1,2 mln casualties). The number of Iraqi refugees reached 1.5 million, and there were 2 million internally displaced persons. Today, over 12 million Iraqis, or about 30 percent of the country’s population, live below the poverty line.

A substantial body of evidence has been collected on the war crimes committed in Iraq by the US Army and its allies, but despite that most of the perpetrators have yet to be held accountable.

❌ Most episodes have not even been investigated, while criminal charges have been rare.

☝️ The reckless military undertaking led by the United States prompted the emergence of new threats to regional security and stability, creating a hospitable environment for spreading terrorist and extremist ideas, which in turn exposed the whole world to atrocities committed by ISIS.
