hals can be used from sm8250 directly with minor changes for media

Requirements for blobs:
- 4.14 or 4.19 adreno and graphics, else it wouldn't boot
- 4.19 CNE/IMS/RIL/QMI or network data would be broken

Finally, after decades, The KGSL issue on Kernel 4.19 on msm8937 is FIXED!!! Here we go again

Though, Now it's MDSS meme, still can't display properly, but at least we fixed the hardest one
