The Telegraph reports: Imperial College team led by Prof Frank Kelly “paid at least £802,958 by Khan’s office since 2021, including £45,958 for report on the “future health benefits of mayoral air quality policies” widely cited by Mayor despite not being peer reviewed.”
Khan’s team weren't happy with Imperial when a separate team published a study finding the original ULEZ had “cut nitrogen dioxide by less than 3% & had insignificant effects on ozone and particulate matter.”
So they contacted Kelly about it.
Khan deputy Shirley Rodrigues' response was to partly write a statement for Kelly to issue.
This stated that ULEZ had helped to “dramatically reduce air pollution” - in stark contrast to the study.
Then, in Feb this year, when purported air pollution death figures quoted extensively by Khan were challenged in the media, Khan's City Hall asked Kelly to complain about the coverage & go on a media offensive in support of ULEZ.
“As always, I’m happy to fight back” replied Kelly - including agreeing to go on a "friendly" radio show lined up with Labour MP David Lammy, and even asking the Mayor’s office for a “form of words” he could use to push the line on ULEZ.
Then in June, Kelly was behind a public letter to Rishi Sunak, “alleging politicians were ‘not believing the science’ on air pollution. Six of the signatories were part of Imperial team, but did not disclose they were being funded by the Mayor’s office.”
Is it “science for hire” at Imperial College?
Sounds a lot like it.

ULEZ: MORE private emails reveal Mayor of London, Sadiq Khan's deputy asked SECOND group of scientists to ALTER a study - because it showed London’s low emissions zone made NO DIFFERENCE to children’s health
The Telegraph reports Shirley Rodrigues (salary £132,664) asked Prof Chris Griffiths, of Queen Mary University London, to “reword” Lancet study that found “no evidence” of health benefits to children’s lungs.
“It reads like LEZ (low emissions zones) or similar have no impact at all,” she complained.
Griffiths refused the request, replying: “Apologies - it’s difficult to alter the sentence you refer to as it’s what we set out to look for but didn’t find.”
“The correspondence comes to light just days after the Telegraph revealed how Mr Khan’s deputy tried to discredit & “silence” Imperial College scientists, who found ULEZ had little impact on pollution,” with another Imperial team paid nearly £1m in public funds by Khan's office.
Ben Pile of Together and Climate Debate UK is quoted in the piece, saying:
“Shirley Rodrigues has been caught trying to get scientists to do her political dirty work: silencing critics, preventing debate and fabricating scientific opinion.
"This undermines the value of both institutional science and democratic politics. Scientific claims must be produced by scientists unfettered by ideological agendas, and debated in a transparent and free manner.
"There appears to be a very cosy relationship and a revolving door between all levels of government and the green blob."
Councillor Paul Osborn of Harrow Council said: “These further emails show an industrial scale conspiracy with leading scientists to manipulate debate on ULEZ expansion by inappropriate requests to reword independent scientific reports”.
Councillor Colin Smith, leader Bromley Council: “The dam of public trust has been betrayed spectacularly and truth is now out in the open for all to see.
"The weekend’s revelation, followed by today’s news, further serves to prove ULEZ has very little, if anything, to do with health & is nothing less than a barely disguised, socially regressive tax which is now set to destroy businesses, jobs & vital social support networks.
“The Secretary of State, Mark Harper, needs to step in, show firm leadership and take immediate action to stop this nonsense in its tracks now.”
